Tuefday , November 3.
Mr. Watkins moved, that the
Houle do now proceed to the
cho.ce of a Speaker.
Mr. Bryant obferved, it w r as
more proper to nominate a
Chairman, and moved that Mr.
Pruitt fhould take the Chair ;
Some objedion being made on
the part of this gentleman—Mr.
Caldwell mentioned Mr. Simms.
That gentleman find, he had no
objedion to receive -the ballots,
and accordingly took the Chair.
On receiving and counting the
tickers for a Speaker, Mr.
Simms, the Chairman, declared,
that the Hon. David Meriwether
was duly eleded, who being
conduded to the Chair, and af
ter being feared a few moments,
he arofe and obferved, that he
felt himfelf under great obliga
tions to the Lloufe, for the ho
nor conferred on him, and that
he meant to difcharge the im
portant duties of that office, with
the utmcfl impartiality, and
doubted not, but he fhould re
ceive the fupport of that Houfe
as he heretofore had clone ; re
lying on this, he took the Chair.
The Houfe then proceeded
to the choice of a Clerk, when
Hines Holt, Lfq. was declared
to be duly eleded.
Mr. Watkins moved, that the
Clerk inform the Senate, of the
eledion of their Speaker and
Clerk.
Mr. Simms thought it more
proper, to eied the Meffenger

Mr. Simms declared, it had
been the uniform practice of
that Houle, to elect thole offi- I

officers.— The motion was ft
conded and carried.
Mr. V\ atkins moved, that

Senate, of the elr&ion of the

knowledged he was before mil
taken— Ihe motion was carried.
A commirte was appointed on
the parr of the I Joule, to inform
the Executive, that the Legil
lature had convened, and was
ready to proceed to bufinefs.
Mr. Watkins moved, that the
return of the eledion from the
county of Richmond, be now
taken up, and that a writ of
election be given for a
ele£cion in that county.
Mr. Hall cbferved, he fhould '
rather the return ol the tlcdion
from that county ihould be re
ferred to a committee ; no in
convenience, lie laid, could a
nlc from its being referred to a
committee, as their report could
be had in the morning.—Mr.
Hall concluded, by obierving,
that it was foreign from his in
tention, to deprive the county of
Richmond of a Reprefentativc,
or to procraftinate an election,
but he thought it wouid be a
more regular mode of proceed
ing.
Mr. Sunnis arofc, and faid,
if the return of the election from
the county of Richmond was re
ferred to a committee,- they could
only report a vacancy did cxill
in that county, and of that fact
this Houle is already fully con
vinced.—lf information was
given to the govern r, a new
writ of election would be ilfueck
Mr. Simms concluded, by ob
ferving, that the ufual manner
of proceeding in thefe cafes
ought to be adopted j he there
fore fnould make enquiry.
Mr. Bryant thought the bufi
nefs might readily be got over—
it was clear and evident he faid
that a vacancy did exiff in the
county of Richmond, and if in
formation thereof was given to
the Executive Authority, from
this Houfe, a writ of election
would be illiied, which would
be the rneft expeditious and la
tks factory mode of proceeding ;
he therefore made a motion to
that purport.
Mr. Pruitt made fume obfer
vations on this fubjeft in a tone
of voice that we could not hear.
The fenfe of the Houfe was
taken on Mr. Bryant’s motion,
and carried by a large majority.
