SIR, I HAVE ohferved in the Au~ gufta Chronicle of the 19th of De cember, addrefled to you, addi tional obfervations on the cer tificate to which my name is af fixed, and which gen. Clark fays, “ will elucidate general Meriwether's ccfigns in procur ing this erroneous certificate.” I am therefore induced, in juftice to myfelf, to trouble the pub lic with a few obfervations on that fubjedl; declaring at the fame time, that it is not now my intention, nor was it at the time I iigned the certificate to which my name appears in the general’s publication, to injure liis feelings or reputation ; he will therefore excufe me if in my own vindication I am compell ed to make ufe of obfervations which may be grating to his feelings. How the general can dilpute the validity of a certifi cate which alone exculpates him from a charge of a more Tenons nature I know not; for he cer tainly mull: recollect that it was a duty incumbent on him, as a reprdentative of the State of Georgia to give his vote, at lead on all queffions of impor tance ; hay, that he had taken a folemnoath, <£ that or, all quef tions and meafures which would come before him he would give his vote, and lb conduct himfelf as might in his judgment appear molt conducive to the intereft and profperity of this ftate.” If he was not “ Intcrcfted in the Yazoo Depofit,” asexprefted in that certificate which he is plead ed to call erroneous, what apo logy can he make to his confti tuents for declining to vote on a qudtion of fuch magnitude as was then agitated before the houle ? Itwas aqueflion between the State of Georgia and an in dividual, by which a citizen was tn be relieved from an oppref five profecution, o~ in which the ftate demanded juftice for the injury The had fuftained. To fay that he was not prepared U> vote on the queftion will nor excufe him ; nor in my opinion can any thing elfe except that certificate, the truth of which he is lb unwilling to acknow ledge. I will conclude byway of in terrogatory to the General; when the houle divided on the queftion for dilcharging Major Berrien from the impeachment, were you not on the right hand of the Speaker ? And if fo, what made you more unwilling to vote when the yeas and nays "toe re called for, than when there ’Was only a divifion of the houle ? BOLLING HALL. HEAD (QUARTERS, Lcujville , Jan. 15, 1802.
