ON the evening of the 6ch inft. in confcqucnce of a dlfpute that took place between Major Alexander Cafwell, and mylelf, in Louifville, faid Cafwell, In dian-like, wajlayed me as I w as on my way towards home—and after dragging me off my horfe, and abufing me very much, he declared he would meet me with piftols, and defined I fhould appoint the time and place.— In confequence of this verbal challenge, Mr. William Barron, (my Friend,) waited on the Major, who agreed to meet me at Moore’s Pond, the 10th ind. at ten o’clock in the forenoon, with our feconds only. L ac cordingly repaired to the place appointed, and remained there a confiderable time ; but the Major did not make his appear ance. The foregoing datement is given, to contradict faife affer tions—as well as to enable the Second Battalion of the Jcffer fon County Militia, to form an opinion of Major Alexander Cal well’s bravery. Six years having palled over without one Tingle Court Mar- Pal held in the Regiment; thofc who did not think proper to at tend muder and their ■ duty, have become hardened | and confirmed in their arrogance and difobedience ; it is therefore j high time tor the Regiment to | be diffolved, or the law put into j l prafhee and fupported. I determine for the law, and not the fmilcs of individuals to be my guide, i I hole of this Regiment who I can find contempt for the law, i and difobedience of public or i ders, I can and will find Courts Martial for their fakes. It is not men but meafures, it is not choice but duty—neither is it to ferve friends, butjuffice mud be done. All men are entitled to a pro portionate fhare of legal Tup port (either civil or military) of courfe they are bound co give their proportional aid in fupport of that law. No man let his fitu ation be ever To elevated, is too good to comply with the laws of lus country i nay, it is an honor to a man to conform to the rules of government under which he lives. A well dlfclpiined Militia, is the belt defence of a free &o --o vernment; every man is inter effed in his own liberty, pro perty and independence ; every brave militia man is, or ought to be a good citizen, the pride of whole life, fhould be obe dience to the laws, refpeft for fociety, and a zeal for the prof perity of the nation. . Altho’ this is a day of peace, it may not long be the cafe.— The fituation, advantage and wealth of this country, is view ed with an envious eye, by the furrounding and neighbouring; nations ; an attack by Tome of them upon our peace may Toon be made—the better way to alarm and defeat an enemy, is to be rehdy to meet him. What is the militia law made for, if every man is to do duty or not, as he thinks proper ? It mull be confidered as nuga tory, and of no avad. The truth is, that all laws are bad that are not well admi niflered; and the militia law of this (late, is as bad if not worfe adminiftered, than any other law of the government. The fault originates with the officers ; they arc the mam fpring of affion, from whom good example ought to be de rived. When officers are good difeiplinarians, they can teach their men with confidence, and | the men will obey with plea- | i lure —It is a hard cafe for offi- j cers to complain of men being in ‘default, when they are de faulters themfelves; the ffand ard is the law, compare it with I your equippage, and the cafe will determine itlcif. I do mod fmcerely hope that none of you I will be found wanting ; but I I I muff be candid, the officers ! as well as the men, muff, and j fhall do their duty in future. 1 he law lays down the rules for the government cf a Court Martial To corrcs, that I need hay but very little upon the fubjeft. 1 remark that there fit ail not be any more arms borrowed from rut of the armory of Louilville, off parade days for the ule ct the Regiment; there ■ is not one man belonging to the | Rcpment, who cannot iurnifh j him belt with the ncct nary arms |of parade—i good gun is not j only ornamental to a foldicr in I the field, but ulcful to him at | home. Alio the lame rule will hold good, with a man appear ing and anfwn ing to his name, when the Jill is called, and then absenting himfell without leave of the proper officer hr (ore the men are generally difeharged, 1 as it he end not appear. All thofe who made cle .aulr, on the sth cf June, and do not render a reasonable rxcufe, , Ihould be fined to the extent of the law • but Ihould there be any who were abfent, from ficknels in cither themfeives or family, or on lawful bufinefs from home, or any other toler able caufe, fliould be excufed. After the hufinds of the Court Marti?] is completed, it will be necellary for i'cvcral alterations to be made of the diilridb—fome of them are too large, others too final!—make them as nearly equal as ppfiible. I mud here remind you of the patrol law; is an ab folute necefficy for it to be fully executed, the black people are verv numerous and rude, and if that law is not well executed, you hazard not only your own fafety, but that of your famines and defencclefs neighbour.—lt will be confide red in future, that a nrgledl of that valuable law by a diftrift officer, will be as high an offence as any other degree of difobedience. Some may take it vu y hard that I commence thus ’particu lar, but it ought to be recol lected that the right way to execute well/ is to begin well. I am, gentlemen, with rdpecl.
