At 12 c'dcck , the follow in* M !■ c -
sage was delivered to each
Houfe ly Mr. Lewis, Secretary
to the Pref:dent.
M E sir A G E.
To tbs Senate and Hoxtse or
Representatives of the
United States.
WHEN wc a fife ruble toge
ther fallow citizens, to confider
the (late of our beloved coun
try, our juft attentions are fir ft
drawn to thofe pleafmg circum
ftances which mark the goodncTs
of that being from whole favor
they flow, and the large mea
sure of thankfulnefs we owe for
ids bounty. Another year has
come around, and finds us ftlll
bicflfed with peace and friend
fhip abroad, law, order and
rel'gion at home, good affec
tion and harmony with our In
dian neighbors, cur burthens
lightened ; yet our income fuf
fleent for the public wants, and
the produce of the year great
beyond example. Thefe, fellow
citizens, are the circumftances
under which we meet ■, and we
remark with fpecial fatisfadlion
thofe which, under the fmiles
of providence, refulc from the
induftry and order of our
citizens, managing their own af
fairs in their own way, and for
their own ufe, unembarraffed by
too much regulation, unop
preffed by flfcal exadlions.
On the reftoration of peace
in Europe that portion of carry
ing trade, which had fallen to
our lhare during the war, was
abridged by the returning com
petition of the belligerent pow
ers. This w 7 as to be expedted
and was juft. But, in addition,
we find, in fome parts of Eu
rope, monopolizing diferimina
tions, which in the form of
duties, tend effectually to pro
hibit the carrying thither our
own produce in our own
veffels. From exifting amities
and a fpiritof juftice, it is hop
ed that friendly difcuffion will
produce a fair and adequate re
ciprocity. But fhould falfe cal
culations of intereft defeat cur
hope, it refts with the legifla
ture to decide whether they will
meet inequalities abroad with
countervailing inequalities a:
home, or provide for the evil
in any other way.
it is with fatisfa&lon I lay be
fore you an aft of the Biitifh
parliament anticipating this fuh
jeft, fo far as to author iff a mu
tual abolition of the duties ana
countervailing duties, permuted
under the treaty of 1 up. 4,. It

ffrws on their part a (pint of
juftice and friendly accemmo
oation, whic h it is rur duty and
our interdt to cultivate with all
nations. Whether this would
produce a due equality in the
navigation between the two
countries, is a lubjtdl for your
confederation.
Another ciraimftar.ee which
claims attention, as direddly af
fedlirg the very fource of our
navigation, v the defeft or the
evaflon of the law providing
for (he return of lea men, and
particularly of thofe belonging
to veftels fold abroad. Num
bers of them, difeharged in fo
reign ports, have been thrown
on the hands of our Confuls,
who to refcue them from r!ie
dangers into which their dlftrcff
es m ght plunge them, and five
them to their country, have
found it ncceffary, in fome cafes,
to return them at the public
charge.
Ihe ccftion of the Spanifh
province of Louifiana to France,
which took place in the courle
of the late war, will, if carried
into effed, make n charge in
the afped of our foreign rela
tions, which will doubrlefs have
juft weight in any deliberations
of the legiflature conntdcd with
that fubjeeft.
There was reafon, not long
fmee, to apprehend that the
warfaie in winch v;c were en
gaged with Tripoli, might be
taken up by fome other of the
Barbary powers. A reinforce
ment, therefore, v/as immedi
ately ordered to the vcffcls al
ready there. Subftquent in
formation however has removed
thefe apprehensions for the p re-
Tent. 1 o fecure our commerce 1
in that fea, with the Imalleft
force competent, we have fup
poftd it beft to watch fiddly
the harbour of Tripoli. Still,
however, the fhajjownefs of
their coaft, and the v;ant of
fmaiier vcflels on our part, has
permitted fome cruikrs, to el
cape unobferved * and to one
of thefe an American veiled un
fortunately fell a prey. Ihe
captain, one American fcaman,
and two others of colour, re
main prif ners vvbh them ; urj
left exchanged under an agree
ment formerly made with the
Lafbaw, to whom, on the faith
of that, fome ot Ins captive
f Sleets had been reft red.
The convention with the
f atr of Georgia las been ratified
by tiieir legiLatuic, and a re
purchafe Horn the Creeks has
been confeouentiv iriu?, of a
yart of the H ail?.flee county,
in iis purchafe has been sifo
cointreh’-d'd 'bolands
within the fork of Cmnee and
Oakmulgee rivers. 'The par
ticulars of the contract will be
laid brere Congrefs fo focn as
they fhall be in a Rate for com
munlcaticn.
In order to remove every
ground of difference pofllblc
with our Indian neighbours, I
have proceeded in the work of
fettling with them, and marking
tlie boundaries between us.
That with tire Chcdlaw nation
is fixed in one part, and will be
through the whole in a fhort
time. The country to which
their title had been extinguifbed
before th.e r. volution, is fuffi
cienr to receive a very relpec
tahle population, which con
grefs will probably fee the ex
pediency of encouraging, Jo
loon as the limits ftiali be de
clared. We are to view tins
politico as an out-poft of the
United Stares, Jurroundrd by
ftrons neighbours, and dillanc

from its fuppert. And how far
that monopoly, which prevents
population, fhould here be
pi;a: ded againft, and aftual ha
bication made a condition of the
continuance of tide, will be for
your confidcrarion. —A prompt
iettlement too of all exiftjrg
rights and claims within this
territory, prefents itfelf as a
preliminary operation.
In that part of the Indiana
territory which includes Vincen
nes, the lines fettled with the
neighbouring tribes fix the ex
tinction of their title,at a breadth
or twenty-four leagues from
eaft to weft, and about the fame
length parallel with and includ
ing the Wabaftu They have
alio ceded a trad of four miles
fquarc, including the falr-fprings
near the mouth of that river.
In the department of finance
it is with plcafure I inform you,
that the receipts of external du
ties for th.e laft twelve months,
have exceeded thofe of any for
mer year, and that the ratio of
incrcnfc has b» en alio greater
than ufual. This lias enabled
us to anfwer all the regular ex
igencies of government, to pay
from the treaiury, within ore
vear, upwards of eight millions
of dollars, principal and intereft,
of the public debt, excluflve of
upwards of one million paid by
the fale of bank flock, and mak
ing in the whole a reduction ot
nearly five millions and an half
of principal, and to have now'
in the rrcafury four millions
and an half of dollars, which are.
in a ccurfeof application to the
further difeharge of debt, and
current demands. Expedience
too, fo far, author!fes us to be
lieves if no extraordinary event
fupervpnps, nnd the cxpcncc B
which will be aftually incurred
frail not be greater than were
contemplated hv congrcfs at
their laft fiflion, that we fhall
n r t be dilappointed in the ex
pectations then formed. Put
ncvcrthelefs, as the drift of
peace on the amount of duties is
not yet fully afeertained, it is
the more ncceflary to prafticr
every nleful ccronomy, and to
incur no expence which may be
avoided without prejudice.
The collection of the inter
nal taxes having been completed
in fame of the Rates, the officers
employed in it arc of coiirfe
out of commifllon. In others
they will be fo fiiortly. But in
a few, where the .arrangements
for the direft tax had been re
tarded, it will flill be Tone time
before the fyftem is clofed. ft
has not yet been thought ne
