A n.dl.ige was received from the Pafldent of the United •States, enclobng an annual re port of the applu ation of 20,0c0 dollars, appropriated as a con tingent fund for the I.r*“cutive, flaring that hut one expenditure had. been ma le from the fund viz. 1,440 dollars, for bringing home American feamen, and that the re mail ding ium of 18,560 remained unexpended. Mr. Rutledge reported a bill for the importation of arms, ordnance, See. which was lead once; and on its going to a fe con rtu ing, the Houfe divid ed—Ayes 43 —Noes 36. It was then referred to a com mittee of the whole on Monday next. Mr. Mitchell reported a bill for die encouragement of learn ing, and the promotion of the ufe ful ates. Mr. Mitchell, on offering the report, ftated that the bill comprifed the refpeclive pro vifions of four exifting afts on the fame fob j eft, with i'oiov new amendments. N OTIC E.
