ing of Clearances to Ships or
Vcffels owned by citizens of the
United States, laying in the
river Miffiffippi, Jo nth of the
Jouthern boundary cf the United
States , and therein to amend an
aid, entitled , “An act to regu
late the Collection of Dudes on
Imports and Tonnageand for
other purpejes.

Reprefentatives of the United
States cf America, in Congrejs af
ffmhhd, That whenever articles
' f the growth, produce, or ma
nufacture of the United States,
ilia]l be intended to be exported
from any of the ports of the
United States within the Miflii
iippi, by the way of New Or
gans, to any foreign port, the
■identity of fuch articles fhall be
afeertained and certified in the
fame manner by the proper offi
cers as has been or hereafter
may be provided, tor the t ran Im
portation of the fame articles to
any of the ports of the United
Stares, without the Miffiffippi.
Sec. 2. And he it further en
abled, That it fin all be lawful for
the colleftor of the cufloms for
the diftrift of Miffiffippi, to
grant to any fhin or veil'd own
ed by citizens ot the United
States, laden with articles of the
growth, produce, or manufac
ture of the fa d States and actu
ally lying in feme pare of the
river Miffiffippi, (ouch of the
fbuthem boundary of the Unit
ed States, a clearance in the
lame manner as if fuch fmp or
veflfel was lying within the faid
diftrift, which clearance fhall be

produce, or manufacture of the

with articles of the growth, pro
duce, or manufafture of the
United Stares hath here cleared

Provided neverthclejs, That
fuch clearance fliali not be
granted until the identity of the
articles laden on board fuch fhip
or vefiei, as be irg of the growth,
produce, or manufacture of the
United States, fball be eftab
liffied to the fatisfaftion of the
faid collector, either by the ex
hibition of a certificate to that
effeft, from rhe conful, vice
couful, or other authorifed agent
of the United States, redding at
or near Ne w-Orleans on the laid
river, or otherwife : And Pro
vided alfo, That he Ere the de
parture of fuch fiiip or veffirl
for any foreign port or place
without the fiid river, it dial!
be the duty of the mafeer or
commander thereof, to exhibit
fuch clearance to the fad conful,
vice- conlul, or other authorifed
agent of the United States, who
fball certify thereon, under his
confular feal, if he be fatisfied
that the flaicof the cargo at the
time of fuch exhibition, cor
refpond therewith, that fuch is
the cate ; or if the whole or any
part thereof (hall have been un
laden, or otherwife changed, fo
as not to agree with the tenor
of fuch clearance, he (hail ac
cordingly date the fame.
Sec. 3. And be it further en
abled, That the conful, vic<s
conful, or other authorized agent
of the United States, rending
at New- Orleans, or at fuch
other place of depofit on the
banks of the M ffiffippi, fouth
of the Ibuthern boundary of the
United States, as may be affign
td by virtue of the treaty of
San Lorenzo (hall be entitled to
receive from the cagt* ins or
owners of American vtflels,
two dollars for each certificate
he fliali fign, certifying that the
articles contained in futh certifi
cate, arc of the growth, pro
duce, or manufacture of the
United States; and he fhall alfo
be authorifed to employ a pro
per perfon to attend to the land
ing and loading of fuch articles,
whole duty therein, and com
penfation, fhall be the fame as
thole of an infpeftor of cufloms
in one of the ports of the Unit
ed States, which compenfation
fliali be confidered as a charge
agamfl the revenue, and defray
ed by the collector for the diftrift
of Miffiffippi, out of the mo
nies received by him on account
of the duties on tonnage and mer
chandize.

An ACT to provide for the due
execution cf the laws cf the
United States, within the State
of Ohio.
WHEREAS, the people of
the eaftern divifion of the 1 er
ritory North Weft of the River
Ohio, did on the twenty-ninth
day of November one thoufand
eight hundred and two, form
for themfelves a conftirution and
flare government, and did give
to the faid flate the name of the
“ State of Ohio” in purfliance
of an aft of Congrefs, entitled
“ an aft to enable the people
of the Eaflcrn divifion of the
Territory North Weft of the
River Ohio, to form a conftitu
tion and ftate government, and
for the adm ffion of fuch ftate
into the union on an equal footing
with the original flares and for
other purpofes,” whereby the
faid flate has become one of
the United States of America;
in order therefore to provide for
the due execution of the laws of
the United States within the faid
flate of Ohio :
Sec. 1. BE it enabled by the
Senate and Houfe cf lieprefenta
tives of the United States cf Ame
rica, in Congrefs ajfemlled, i hat
all the laws of the United States

cable, fhall have the fame force
and effeft within the faid ftate of
Ohiif as el Te where within the
United States.
Sec. 2. Be further enabled,

Court fhall be held therein, to
confift of one Judge, who fhall

Court, the annual Compenfation
of one thou land dollars, to
commence from the date of his
appointment, to be paid quar
ter yearly at the Trcafury of the
United Stares,
Slc. 4, Be it further enabled t

in the faid Diftrid, a perlon
learnt d in the law, to act as at
torney for the United States,
who fhall, in addition to his
flated fees, be paid by the Uni
ted States, two hundred dollars
annually, as a full compcnfation
fur all extra fervices.
Sec. 5. And be it further cnabl
edy 1 hat a marfhal fhall be ap
pointed for the faid Diftrid who
fhall perform the fame duties,
be fubjed to the fame regula
tions and penalties, and be en
titled to the fame fees as arc
preferibed to MarfhaU in other
I)iftri6ts, and fhall moreover
be entitled to the fum of two
hundred dollars annually, as a
compcnfation for all extra fer
viccs.
