for the mariners and teamen of
theU. States, who may be found

Stc. c. And be it further
entitled) I hat the Icvcmh and
eighth fcdion of the act enti
tied, “ An Act concerning
cot luls and vice -confuis,” be

ed j and that the tecretary of
d ate be author ited to reimburfc
t'ne conluls, vite-ct-niuls, com
mercial agents or vice-com
mercial agents, Inch reafonablc
fums as they may heretofore
have advanced for the relief of
teamen, though the fame Hi mid
exceed the rate of twelve cents
a man per diem.
Sec. 6. And he it further
enabled, 1 hat it Ihall and rruy
be lawful for every conlul, vicc
conlul, commercial agent, and
vice-commercial agent, of the
United States, to take and re
ceive for every certificate of
di{charge of any teaman or ma
nner in a foreign port fifty
cents j and for comm ffion on
paying and receiving die amount
of wage, payable on *the dif
charge of teamen in foreign
p jrta, two and a half per cent.
Sec, 7. And be it further
ena led , 1 hat if any conful,
vice-conful, commercial «»genr,
or vice-commercial agent, Ihall
falfely and know ngly. certify,
tliat property belonging to fo
reigners, is property belonging
to the citizen? of the U mred
States, lie (hall, on convidion
thereof, in any court of compe
tent jurifdidhon, forfeit and pay
a fl ic not exceeding ten thou
llnd dollar , at the difcretion of

any term not exceeding three
years.
Sec. 8. And he it further
enatfedy 'That if an/ conlul,
v.cc-conful, commercial agent,
or vice-commercial agmt, ihall
grant a paliport or other paper,
certifying that any alien, know
ing him or her to be fuch, is a
citizen of the Unlod States, fie
