| In making this change we deem it proper to
! set forth, briefly and in general terms, the prin
| ciples which it will maintain. Anticipating and ad-
I vocating the forn.ation of a Confederacy of South
ern States, we shall strictly adhere to what has,
! heretofore, been known as the States Rights
I School. Believing that the Constitution of the
United States, by a fair construction, recogni
zed tlte sovereignty of the States, and guarded,
not only the rights of the States* but also thelib-
I ertics of the people, we are in favor of the con
struction of a Southern Federal Union upon
! the basis of that revered instrument of our pat
riotic ancestors. All powers conferred upon tlm j
Federal Government should be so clearly defined •
as to leave no room for doubtful construction, or, j
the exercise of what may lie called implied pow-
I era. This idea includes, especiallyall power |
in reference to currency, revenue, and internal j
improvements. Having every confidence in the j
! w holesome influences wTii.'li n homofreneousness
i of interests would exert over the members of a
I Southern Confederation, >et. eonseious of the
i fallibility of human nature ami judgement, we
would guard, with sci iiiml'ius exactness, against
the iiossihility of a jierversion of its federal pow
: ers for the benelit of one section to the. injury of
| another. Relying w ith the same confidence up
j on the wisdom, justice and lruternity i#al! its
| members, and believing that the government,
which limy be established upon sound principles,
| if adhered to, might be perpetual, believing also
i that it would be to their interest to maintain it
! and that they would maintain it if administered
j in its purity, yet. to guard against injustice and
I oppression, we would have the. i ight of State se
! cession fully and explicitly provjded"for in the
i fundamental law. Self government, good and
- wise government is best promoted by clear and
j explicit lit durations of principles and pow ers.
| We have lest none of out confidence in the ca
pacity of man for self government, nor do we
yield one jut or tittle of our devotion to govern
merit founded upon democratic principles. No
tiling can better insure the permanency of true
republican governnn ot. than a clear and explic
it declaration of powers State and Federal,and an
equally explicit acknowledgement of the sove
reignty of the .States and their right to resume all
delegated powers at their will and pleasure. If
the government is wise, politic and just, they
will find their highest happiness and safety in
maintaining it. Such a government will secure
the affections ol the people, the respect of other
nations, and will he more likely than any other
to he perpetual. Injustice, the perversion of the
true delegated powers, and infidelity, to the
w ritten compact, have destroyed the Union of
the North American States known as the United
States of America. The principle of justice should
penetrate all the nationalities of the earth. It is
essential, in the maintenance of democratic insti. '
tutions. When it is so radically violated as to j
cause oppression beyond endurance and remedy, j
no government, founded upon the consent and j
will of the governed, can or ought to endure, j
These declarations indicate with ample clear-I
ness the political predilections of the Proprietors j
and Editors of the Republic, Tlmy are adro-,
cates of the. largest liberty compatible with gov- j
eminent, and the maintenance of that liberty, by
government, will secure to it the enthusiastic de
votion and support of the people, in changing
the name of the paper we close the door upon
all the partisan strifes of the past, and cordially
extend the right hand of fellowship to every true
hearted citizen, whether native or adopted, who
yields allegiance to the Republic of Georgia. We
extend the same cordial sympathy to citizens, of
other Southern state i, who yield allegiance to
their respective Republic, and to all who are in
favour of a Southern Confederacy founded upon ;

uncompromising devotee at the shrine of the
•'.Stars and Stripes" of the United States. But
fie is so no longer. His allegiance is first due to
his native South, and his future labors will be di
rected to bringing about a Vnion of the Southern
people for mutual defence, support and protec
tion. It is a qnestion of life and death to all our
dearest rights and interest- that now presses up.
On our consideration and action. True patriot
ism, therefore imperatively demands that each
loyal citizen of this,sunny land should take such
positions as will best enable him to give support
and strength to the cause of liberty and indepen
dence now about to be inaugurated.
While some give their time and talents in devi
singjlie best mode free government, and others
buckle on their arWr to sustain and defend our
altars and our fir<*Fdes, from the rude touch of
the invader, be it ftrs to take post as a saiitinel
on the watchtowctpif freedom, and be ever rea
dy to sound the alarm, at the approach of danger.
