laws of the State, with a few exceptions, are as
a “sealed book” to the great ma .s of the people;
and frequently such are the injurious cfiects pro
duced by this delay, that men have been known,
w ho, iu obedience to a preceding, have actually
violated a. subsequent law which bad been revers
ed or modified—not knowing that a ruic had been
substituted for au old law.
