7th July last, a hired negro fellow by the
name of DAVE, who belongs to Thomas Prico.
As this is not tho first tirto sdid fellow has runa
way after being hired out, it is believed lie has
been furnished with a ticket, authorising him to
go off to a distance and hire out his own timfc.
For the apprehension of tho negro, and proof of
this fact, sufficient to conviction, I will give ono
hundred dollars, or tweuty dollars for the boy a-
lonc. Sant Dave is a tall black fellow, about on
years of age.

My dear Sir—In rending rgnin, afew days since,
your communication addressed Inst summer to the
editor of tire “Pendleton .Messenger,” containing
an exposition of the doctrine ofthe right of inter
position, which belongs to a sovereign State, in this
confederacy, to arrest an usurpation on the part of
the General Government, of powers not delegated
to it, I felt satisfied, not only from a remark which
you yourself make in tin* article, but from an ob.-
vious condensation of your argument that there
were'still a variety of lights in which the truth and
vital importance of this highly conversatiye princi
ple to the liberties of the States, were quite familiar
to tho reflections of your own mind, which have
not suggested themselves even to those who are the
most zealously devoted to the doctrines in ques
tion.
Yohr patience has been so heavily taxed by the
late oppressive session of Congress (oppressive in
every sense of the term,) that I leit some sernplo
in placing yon under the requisition which my re
quest is about to impose on you; but if you could
find leisure this summer, for my private satisfaction
and information, to fill outyour argument ofthe last
year, by going somewhat more into detail, both a3
to the principles and consequences of Nullifica
tion, you would add one more to 1110 many obliga
tions of friendship I owe you. As I shall be, du
ring tho residue of the summer in Charleston, bo
pleased to direct to that place.

No one can be more sensible, than I am, that
the address of last summer fell far short of ex
hausting the subject. It was in fact intended, as a
simple statement of my viewo. I Tell, that the in
dependence and candour, which ought to distin
guish one. occupying a high public station, impos
ed a duty on me to .meet the call for my opinion,
by a frank and full avowal of my sentiments, regard
less of consequences. To fulfil this duly, and
not to discuss the subject, wad the object ofthe ad
dress. Bui in making these preliminary remarks
I do not intend to prepare you to expect a full dis
cussion on the present occasion. What I propose
is to touch some of the mo:. nrominent points,
that have received less ofthe ,. _jlic attention, than
their importance seems to me to demand.
Strange as the assertion may appear, it is never
theless true, that the great difficulty in determining,
whether a State hns the right to defend her reser
ved powers ayainst the General Government, or
in fact any right at all beyond those ofa mere cor
poration, is to bring the public mind to vealize-

to ascertain distinctly who are the re^l authors of
tlie Constitution of the United States—-whose

thority—and whose agent, tire Government it for

The forniation and adoption ofthe Constitution
arc events so recent, and all connected lacts so ful-
I v attested that it would seen: impossible that there
should be the least uncertainty in relation to them,
and yet judging by wlirit is ‘constantly heard and
seen, there are few subjects, on which the public
opioionis more confused. The most indefinite
expressions are habitually used in sneaking of
them ■ Sometimes it is said that.the Constitution
was made by the States, and at others, as it in con
tradistinction, by the people without distinguish
ing between the two very difierent meanings,
which may be attached to those general expres
sions; and this, not inordinary conversation, but
in grave discussions before deliberative bodies, anc
injudicial investigations, where the greatest accu-
I racy, on so important a point, might be expected ;
particularly as one or tire other meaning is intended,
conclusions the most opposite must follow, not
only in reference to the subject of this communica
tion, but as to the nature and character ol our po
litical system. By a State may be meant, cither
the government ofa State, oi the people, as form
ing a separate r;nd independent community; amt
by the people., either the American peop.e taken
collectivelvas forming one great community, or as
tlio people* of the several States, forming os a 'o\e
state,,), separate and independent communities.
These distinctions arc essential in the enqutry.
If bv the people, be meant, the people collective
ly, and not the people of the several Mates taken
separately; and if it bo true indeed, that the const!-
American people colleo.nely as the source of
political rowers, the rights of the States would be
