My dear Sir—In rending rgnin, afew days since, your communication addressed Inst summer to the editor of tire “Pendleton .Messenger,” containing an exposition of the doctrine ofthe right of inter position, which belongs to a sovereign State, in this confederacy, to arrest an usurpation on the part of the General Government, of powers not delegated to it, I felt satisfied, not only from a remark which you yourself make in tin* article, but from an ob.- vious condensation of your argument that there were'still a variety of lights in which the truth and vital importance of this highly conversatiye princi ple to the liberties of the States, were quite familiar to tho reflections of your own mind, which have not suggested themselves even to those who are the most zealously devoted to the doctrines in ques tion. Yohr patience has been so heavily taxed by the late oppressive session of Congress (oppressive in every sense of the term,) that I leit some sernplo in placing yon under the requisition which my re quest is about to impose on you; but if you could find leisure this summer, for my private satisfaction and information, to fill outyour argument ofthe last year, by going somewhat more into detail, both a3 to the principles and consequences of Nullifica tion, you would add one more to 1110 many obliga tions of friendship I owe you. My Dear Sir—I have received your note of tho 31st July, requesting me to give you a fulleroev'ol- opement of my views, than tint contained in my address- last smnmer, on the right of a State to defend her reserved powers against the encroach- mehts ofthe General Government. A. fully occupied 05 my rime is, were it doubly so, the quarter from which the request comes, with my deep conviction of the vital importance of the subject would exact d comp iance. - , No one can be more sensible, than I am, that the address of last summer fell far short of ex hausting the subject. It was in fact intended, as a simple statement of my viewo. I Tell, that the in dependence and candour, which ought to distin guish one. occupying a high public station, impos ed a duty on me to .meet the call for my opinion, by a frank and full avowal of my sentiments, regard less of consequences. To fulfil this duly, and not to discuss the subject, wad the object ofthe ad dress. Bui in making these preliminary remarks I do not intend to prepare you to expect a full dis cussion on the present occasion. What I propose is to touch some of the mo:. nrominent points, that have received less ofthe ,. _jlic attention, than their importance seems to me to demand.
