Whereas the third section of the first'article of
tlie Cousirtuiion of the sfate-of Georgia, is in the
following words, to wit: ‘•TherSeua'e rball bo
elected annually ou the first Moaday’in Novem
ber, until such day of election shall bo altered by
law, aud shall bo composed of one tiiembbr iro.ii
each couutj’, to be chosen by thc electors there
of.” Aud w'hereaS'a purtpi.ihe sev-. ntii section
of the first article of-the Coustitptiou of the state
of Georgia, is iu tile following words, to wit :—
The House-of Representatives shall be composed,
of members from all the coiiulies which now are
or heroafttr may be included within this state,
according to their respective numbers of free
white persons and including three fifths ol all the
people of color”—arid iu the same, sectiou,-the
following, to wit: “Each county.conUmiug three
thousand per-ons, agreeably to the loregoing plan
of enumeratiojt, shall be entitled to two members,
seven thousand to three members, nud twelve
thousaud to four members, put each county shall
have at least otio aud ubt umro lhau four mem
bers-”
And whereas the aforesaid third section, end
