Yesterday, being the first Wednesday^ in tiie month,
I was the day fixed by the Constitution for the Electoral
I Colleges to organize and vote for Chief Magistrate of
I the Union. We have not heard from Milledgeville,
hut presume the Electors of this State assembled in
I the Capitol and voted. As voting for Harrison note,
1 would be of no avail, nnd might bring additional odi-

of circumstances, and for.once acted honestly,- and
I gave their votes for White nnd Tyler.
Speaking of the Election, it is unnecessary to say,

not be elected by the Colleges, no doubt exists of his

We regret that a number of our White friends were
| so deceived by the falsehoods of the opposition, as to

In tills number we have placed a copy of the bill,now
11,('(ore the Legislature, proposing to establish a new

| looking at the provisions of the Bill, they will be found
[ less objectionable than those of most Bank charters.
| This bill has been drawn up with great caution, and
[the interests of the whole community are duly eon-
| united.
.Main persons are opposed to banks in teto, others
lire merely oppos'd to making new ones, because they
|may interfere with the old; and some because they
I think no more are wanted. Should tfot question be

Whatever may be said against banking, in other
I States, nothing can be said here. There is no surplus

Wo are therefore of opinion, that the Legislature
I would lie conducing to tlie interests of the community,
| by granting this charter. It is not so much for the ben-
[ctit of citizens of Maron, that capital is wanted, as for
[the planters generally. Giant tips charter, make mo-
| ney plcnticr, and Cotton would inevitably command a
| hotter price.'

we lutve received Liverpool advices to 24th ult. The
demand for Cotton continued extremely limited, hav
ing been almost entirely ronlined to’the immediate
wants of the trade. A further decline of jd per lb. had
been submitted to for all descriptions. Sales of the
week ending 22d, amounted only to 8240 were Up
lands, 8d a 12d: 10ii0 do Alabama and- Tennessee.

some firmness not being disposed to yield readily to

W HEREAS, under the provisions of an amended
clinrtei to the Monroe Rail Road Cduipuuy,
passed by die Legislature of Georgia on die 1st of diis
instant, which provides for ail increase of the Capital
stock of said Company to six hundred thousand dol
lars, .including the two hundred thousand already sub-
scribed, the une half of which is to be appropriated to
the construction of tho Rail Road from Macon to For
syth. and the other half to the purposes of Banking.
And whereas said charter provides for the extension
of tlie route of said Road, and for the increase of the
capital stock in a sufficient ratio to effect that bject.

Resolve, that they will cause books to be opened for tne
sale of the increased Capital Stork provided for by said
amended charter for that portion of the Road between
Macon and Forsyth, at the following places, an • un
der the following-stipulations, they beifij’ in accord
ance with tho provisions of said amended charter, to
wit: The present stockholders will he allowed tp sub
scribe for any number of shares not exceeding thirty,
including the shares they now hold; All new subscri
bers may take any number of shares not exceeding
thirty; the amended charter providing that r.o sub
scription shall exceed that number in any one name ;
nor shall the present stockholders, who have less than
that number of shares exceed the'number of thirty in
any one name. The subscribers to the s'oek will be
required to pay in money on subscribing the sum of
Fifty Dollars per share. The commissioners herein
after designated or a majority of them will proceed to
open books of subscription on the first Monday in Ja
nuary next, and will keep them open for the space of
three'days, unless the stock shall be sooner taken up,
to wit.

The Mayor informed the council that he had called

agreeable lo a resolution of the council fie had been to
Milledgeville for the purpose of superintending the
passage of the amended charter for the city, &c.
On motion of the Mayor, Aid. Ross in tho chair,

Great Bank robbery.—Wc mentioned yesterday, the
successful G.-iie of a felonious attempt upon tlie vaults
of tho new Bank at Utica. Wo find in the English pa
pers, an account of one more vast in design, but not
quite so fortunate in accomplishment.
The cholera had made its appearance at Naples, and
caused great alarm. A band of 18 miscreants, taking
advantage of the panic, made an attempt on the night
of September 28th, to rob the bank, in vvhich vv eic de
posited twenty-eight millions ofducaU, in gold. Two
of them secreted themselves in one of the courtyards
oftliat vast building during I lit day, aid at night suc
ceeded in opening the gntes to .heir confederates, one
of whom was a clerk in tko liink, and reaching the
vanl’s wherein the gold was deposited. The next

The Legislature of Georgia in granting the above

tlie county of Pulaski, upon the body of Janies B.
White And it being represented to me that the said
James VV Mercei- fled from justice. I have thought
proper to issue thismv Proclamation, hereby offering
a reward of TWO HUNDRED DOLLARS to any
person or persons, who may apprehend and deliver
the said Janies VV. Mercer to the Sheriff or Jailor of
said County of Laurens, in order that be may be tried
for the offence with which be stands charged. And I
do moreover charge and require all officers, civil and
military in this Slate, to be vigilant in endeavoring to
