The project of building a railroad to Rich
land also inoludes the construction of a line
from Buena Vista. to liustick, and a road
from Talbotton to some point on the Geor
gia Midland.
Plans wili, it is stated, be shortly per
fected for a survey for the projected Flor
ida iJawioa and Northern railroad. About

ward building the road.
Morgan & Reynold, who have contracted
for building the branch of the Georgia
Southern and Florida railroad from Tipton
to ThoniaiviUe, will shortly sublet twenty
miles, beginning at Thomasville.
The Atlanta, West End and McPherson
Barrick. Railroad Company has been
chartered by J. H. Mountain,
H. L. Woodward and R. F. Abbott,
to construct a railroad four and a
half miles long. The capital stock is {75,000.
The South Florida Railroad Company
filed notice with the secretary of state of
its intention to extend the Pemberton Ferry
branch of its road from present terminus at
Pemberton Ferry eighty miles in a north
vestwar dly direction to a connection with
the Savannah, Florida and Western rail
way.
The Deoatur, Chesapeake and New
Orleans railroad is now being rapidly built
between Shelbyville, Te-.n., and Decatur,
Ala., and it is said will be pushed to Nash
ville, Tenn., at an early date. Track is
beii g laid at the Alabama state line, and at
Shellby ville, Tent). Of the seventy-uine
miles under construction, thirty-four miles
are in operation.
The Maine Central lias entered into an
agreement, which is still pending, to take a
lease of the Hereford railway for ninety
nine years at a rental of 4 per cent, on
81,000,000, 8800,000 being bonds and SBOO.-
000 being stock. The Upper Coos railway
is a party to a similar arrangement. The
ussent of the governor and council in Canada
is yet to be obtained.
There seems to be some dissatisfaction
among the Louisville and Nashville shop
men in Birmingham. The News says that
machinists, boiler-makers, and in fact men
in nearly all the departments have dropped
otit one at a time, so that up to the present
date pei iiaps half the employes of some de
partments, or eveu more, have quit work.
The shops ar e at present running with very
small forces, and it is found a difficult mat
ter to keep up with the repair work on en
gines and get all the trains out on time.
O i the Clinch vailey division of the Nor
folk and Western trains are running to St.
Paul, Wise county, Va., which is a little
over eig ty miles from Bluefield, W. Va.,
on the New river division. Traoklaying is
in progress between St. Paul and Norton,
where connection is made with the Louis
ville and Nashville. Norton is 103 miles
foi m bluetield. The Big creek branch from
llichlamls, on the Clinch valley division,
north four tniles to extensive coal fields, has
been completed, and work is in progress on
a branch up Coal creek to open extensive
gas coal deposits near Doran.
Master Mechanic C. P. Thomas of the
Central railroad shops at Macon will leave
m a day or two to take charge of the Vir
ginia Midland railroad. Mr. Thomas has
been succeeded by Mr. Tracey, a young
mau under 30 years of age, who for some
time was prominently connected with the
motive department of the East Tennessee
r< ad, but resigned the position to become
general foreman of the machine shops The
Macon A outs says that Mr. Traeoy “is’to be
congratulated on his appointment, as is also
the road. He will make a faithful and
efficient officer, and wili, in his new
Capacity, add brighter laurels to his already
brilliant record.” J

Will tha Human Race Become Hideous
as it Advances?

Beauty is a result of circumstances, such
ax personal freedom and mode of life and of
continuous diet, not of intelligence, and
still less of the acquisition of knowledge,
which latter can only b.-neflt the individual
whose features are fixed past serious
change before study is even begun. A man
or a woman inherits his or her face, and
mental habitude, though it may greatly
affect its meaning, can no more alter its
shape than assiduous training can turn a
smooth fox terrier into the wiry kind from
Airedale.
It may even be doubted, strange as many
will deem the assertion, whether continuous
education will produce beauty, whether the
growth of intelligence will even in ages
yield the physical result which wo notice the
author* of Utopias, always assume, as if it
were a scientifically demonstrable conse
qence of the new society. The most beauti
ful black race in Africa, a tribe of Nyassa
land, on whosaloolis even missionaries grow
eloquent, and who are really as perfect as
bronze statues, are as ignorant as fishes, and
tnough they have discovered the use of fire,
have never risen to the conception of clothes
of any kind. The Otaheitan, when discov
ered, was as uncultured as the Papuan now
is; yet the former approached as nearly to
positive baauty as the latter does to positive
deformity. The keenest race in Asia, and,
as all who know them assert, the strongest
in character, the Uftmese, is decidedly the
ugliest of semi-civilized mankind; while the
Hindoo, if sufficiently fed, is, even when as
ignorant as an auimal, aimost invariably
handsome. Tbe Circassians, who know
nothing and are rather stupid than excep
tionally intelligent, are phvsioally a fault
less race, far more so than the Germans, who,
though the best trained people in the world,
display a marked oommonness of feature,
as if the great sculptor, nature, had used
good clay, but taken no trouble about the
modeling. Some of the very ablest among
them belong to the flat-nosed, puffy-cheeked,
loose-lipped variety.
The keenest race in the world and proba
bly the on© most susceptible to culture, the
Hebrew, presents few types of beauty, being
usually at once hook-nosed and flabby
cheeked, though in physique, as in thought,
that race occasionally throws out trans
scendent examples. The tamed A-abs of
Egypt, who seem to possess poor brains and
of course have no education, are often ex
traordinarily hands me; while in 1860 the
grandest head in Asia, a head which every
artist copied as his ideal of Jove, bel >nged
to an Arab horse dealer, who, outside his
trade, knew nothing. No modern men of
culture would pretend, in mere terfectness
of form, to rival the old Greek athletes, who
intellectually were probably animals, or the
Berserkers, who were for the most part
only hard-drinking soldiers. Tbe royal
caste, which has been cultivated for 1,000
yoars, seldom produces beuutiful men, ami
still seldomer beautiful women; most prin
cesses, though sometimes dignified, having
been marked, as to features, by a certain
ordinariness often wanting in the poor, and
especially the poor of certain districts, like
Devon in England and Arles and Marseilles
in France. Devcu is no better taught than
Suffolk, but mark the difference in peasant
forms. In the last century the ablest men
in Europe were remarkable for a certain
superfluity of flesh, of which Gibbon’s face
is the best known and most absurd example;
and in our own time, intellect, even heredi
tary intellect, is constantly found dissociated
from good looks, and even from distinction,
some of the ablest men being externally
heavy and gross, and some of tbe ablest
women marked by an indefiniteness of
cheek and chin, as if they had been carved
by the fingers In putty. No strauger ever
saw Tennyson without turning round, but
Browning would have passed unnoticed in
any English or Austrian crowd. The air of
physical refinement, which is what con
tinuous culture should give, is precisely the
air which is often lacking among the culti
vated, as it is also in many aristocratic
families. Indeed, though caste mu-t mean
more or less hereditary culture, It is doubt
ful if it secures beauty. It does not in the
royal houses, and in any regiment, though
au officer or two will probably staud first,
theproportion of splendid men will be found
greater among the non-commissioned than
the commissioned officers.

tist’s chair. The idea is a practical success.
The first week shows a patronage almost, if
not quite, as large as during the day.
Operators say they can do just as good
work by the aid of the incandescent light
as by the light of tbe sun, and that tbe
quiet of the streets by night has a soothing
effect on the nerves, which are not s > sensi
tive to pain as when tensely strung by day
and by the excitement of daylight sur
roundings. All-night dental parlors seem
to have come In obedience to popular de
mand, and it looks as if they might become
as oummon as the all-night restaurant or as

Hon. M. W. Beck, of tho Twenty-sixth
district, will be a candidate for president of
the state Senate.
Hon. Frank W. Hall, Lumpkin county’s
last representative, has declared himself
squarely in the race against Daniel Davis,
who is the alliance nominee. Davis was in
dorsed by the alliance by a combination be
tween his friends aud another’s, but Alex
Wbelchel was the choice of a plurality of
the delegates. So there is great discontent
in the alliance ranks and tho alliance is in
the ininoritj'.
