THE TOASTS.
At the conclusion of the reading of let
ters, President Rogers announced the first
toast if the evening, ‘The pious and im
mortal memory of St. Andrew.” The re
sponse was by Kev. O. P. Fitzsimons.
“The uume of this society," said
the speaker, “guarantees that the
name of St. Andrew is of pious and
immortal memory. lam pioud to see this
gathering of Scotchmen here to-night, and,
while lam an American, I must say that
there is one thing in the make-up of the
people of America which I detest." That is
the habit of turning their back ou tlio post,
ior the man who has no regard for the
memories of the past I would ay let him
die unhonored, upwept and unsung. You
show by the dominant sentiment of your
society that you are keeping those memories
green. The memory goes beyond ali the
men of the present timo and reaches
1 nek to the archives of the
past a'd takes up the man
whom ad Scotland says is pious. In the
choice of that name is seen the thorough
inspiration of Scotch life, and there is much
m the history of St. Andre w to make his
memory both pious and immortal.”
■hr. Fitzsimons dealt with both facts
and myth concerning the natron saint of
Scotland, and closed with an eloquent
tribute to everything Scotch,
the heatlh of the queen.
lhe second toast was “The Queen,”
which was to have been responded to Mr.

and as t e request was unexpected he was
unable to do the subject justice, and called
upon Mr. John M. Bryan, ai-o a member
of the H ber.dan society, whom,
he said, could handle tho subject in the
proper manner. Mr. Bryan denied that he
could muke a speech, and said that it w..s
his maiden effort. Tho gentle.nan who had
had just taken bis set, he said,
was always ready to respond to toasts, an !
expected to be called upon on all occasions.
Mr. Brvan continued a few minutes in a

Young Men Want Representation.
A meeting of about fifty young men was
held lost night at Armory hall in the in er
est of Mr. John T. Rowland, whom the
young men wa it to put forward us their

NLQROfIId AND THE FAIR.
Langston Wants an Appropriation for
a separate Exhibit.
Washington, Dec. I.—Congress is to be
asked to make an appropriation for a
separate exhibit of the colored people at tho
Chicago world’s fair. Langston, the colored
congressman from Virginia, said to-day
that thp leading colored people of the
country desire a proper display of the prog
ress of the race. A petition has lyeu
forwarded to the congressional commit tee
on the world’s fair, a id it is expected that a
favorable report will be made o i it.
CHEATHAM OPPOSED TO IT.
Cheatham, the colored congressman from
North Carolina, does not indorse the idea of
a separate exhibit, and he s.id to-day:
“I am very sorry we were
ignited on the exp-gition com
mission, but I do not believe that a
separate exhibit would meet the ap
proval of the race. We are past the point
where we were recognized as a separate and
distinct portion of the American people.
We are merg >d into the family of Ameri
cans, a id side shows, tearing our distinctive
maru, could only tend to retard the progress
of assimilation. There is no mi a reason
why we should demand a separa'e exhibit,
bu , on the contrary, we should use
every elfort against such a movement, if
necessary."
GOVERNMENT EXPENSES.
The Appropriations in Excees of tho
Revenues.
WABHINOTOX, Dec. 1. —The Secretary of
the Treasury sent to congress to-day esti
mates of the expenses of the government for
the fiscal year ending June 80, 1892. The
aggregate amount is {■107,077,157.
James C. Courts and Thomas P. Cleaves,
clerks to the House and Senate committees
on appropriations, have prepared a table
giving a comparative statement of the
revenues and expe ises of the government
for the current and next fiscal years.
THE APPROPRIATIONS.
The estimates for tho regular annual
appropriations for the fiscal year ending
June 30, 1892, aggregate $858,545,361, an
increase of $54,572,174 over the estimates
for the current year, and for the permanent
annual appropriations $122,486,808, an in
crease ot $23,8.58,855. making the total esti
mated needs of the government for the next
fiscal year $481,032,1(59, a total increase of
$75,430,529. These estimates do not include
any money for rivers and herbors.
THE REVENUES.
The total estimated revenues for the
current year are $446,953,031, making
the excess of tho estimated appro
priations (exclusive of deficiencies
and miscellaneous) over the esti
mated rovenues for 1892, $34,077,187. The
excess of the estimated revenues over the
estimated appropriations, exclusive of
$49,234,928 f r the sinking fund and ex
clusive of deficieaces and miscellaneous, is
$15,147,790, leaving this amount as the sur
plus if the sinking fund requirements are
not met.
Included in the estimates are $7,000,000
for sugar bounties, aud $4,000,000 or $5,000,-
000 ior the payraont of drawbacks uudor
the recent tariff legislation.

Where's the woman who’s

we’ve to do is to get the
