Ihs Commissions Annual Report
Present el to Congress.
Washington-, Dec. 8. —The annual re.
port of the interstate commerce commis
sion was sent to congress to-day. The
report reviews at length the work of the
commission for the year and various jnd rial
ar.d administrative questions that have
eoino up during that time The commis
sion recommends a number ol amend
ments to the law. The first is
that there be added to section :! a
provision recjmmended in the second an
nual report of tae commission that the
facilities to be afforded by common carriers
shall include due and reasonable receiving,
forwarding and delivery by every such
carrier, at the request of another common
carrier, of through traffic at through rates.
APPLICATION FOil CRIMINAL REMEDIES.
The second is an amendment to section 10
removing ambiguities in the language aud
making crimiual remedies clearly applica
ble to coiqiorations, when a common carrier,
as well as it officers and agents.
Further amendment is also indispensable,
the commission says, in the par- of this
section providing for the service of criminal
process on corporations and bringing them
under the jurisdiction of the courts.
It also repeats the recommendations con
tained in the previous reports, making
clear the obligation of witnesses to attend
before the commission in obedience to
subpo-nas regardless of boundaries of judi
cial districts. etc.; for free trans
portation of persons injured in
railroad accidents, etc.; prohibiting the
payment of commissions by one railroad
company to the ticket agents of another for
passenger transportation, etc.; abolishing
ticket brokerage, and regulating the pay
ment of car mileage for use of the cars of
private companies or individuals.
REPORTS FROM CARRIERS.
The commission also recommends a change
in section 2U no as to enable it to obtain re
ports from common carriers when desired,
aud to call for reports from oompan.ei own
ing connecting or terminal facilities, or
rolling stock, or Hasting equipment used by
common carriers, and from companies or
carrying agencies doing a transportation
business in connection with common car
riers subject to the act.
The commission says that the difficulty
of obtaining d.rect evidence from parties
who, by menus of participation in illegal
act*, have such knowledge of the particu
lars of the transactions as to be able to
testify to them is invariably very great, and
circumstantial evidence must in many
cases constitute the chief reliance. The
commis don suggests an amendment to the
law to meet this case.
WAN A MAKER'3 MORTGAGE.
It is Only a Transfer for One Given

Washington, Dec. 8. —When Postmaster
General Wanamaker returned from Pnila
uelphia at 11 o’clock this afternoon he found
half a dozen newspaper nAn waiting for
him at the railroad station, with a dispatch
from Col. Elliott F. Shepard stating that
Couuselnian & Cos. of Chicago have costed
a notice that Mr. Wanaomker’s failure is
expected. All Mr. Wanamaker would say
then was: "I know nothing of it,” but later,
at his office, aftor communicating by his
special wire with his partners In Philadel
phia, he said: "I have not failed, and do not
expect to fail. I liave every reason to be
satisfied with my financial condition,
and see no reason to be alarmed
at the general business situation. Without
knowing positively, 1 must say that 1 do
not believe any reputable firm in Chicago
or elsewhere would make any such state
ment a? that attributed to Counselmau &
Cos."
A friend’s explanation.
A close friend to llr. Wanamaker said:

Mr. Wanamaker'a credit because llr.
W anamaker urges a postal telegraph so
strenously. Much fuss has been made by
Mr. Gould’s agents, and those of the lottery
people about the recording of a #50,000
mortgage on Mr. W anamaker\s house here.

from ex-Secretary Whitney for,
which he left on mortgage to ex-Secre
lry Whitney. Not desiring to keep that
150,000 as dead capital recently, for Ids own
reasons, Mr. W anamaker determined not to
remain in Mr. Whitney’s debt any longer
end get anew mortgage for #50,000, aid
l aid Mr. Whitney.
They Had Fought No Dual.
Washington. Deo. S.— Senators smiled
when both Senators Chandler and Li lues
burn walked in on the floor of the Senate
this morning with tiieir lef t arms in slings,
however, there has been no renewal of bos
tilities. Each received ins injuries in an
accidental way.
The Pension Deficiency.
. asHINGTOX, Dec. 8. —The Secretary of
~ Treasury to-day transmitted to" the
house an estimate aggregating #84,500,000,
submitted by the Secretary of the Interior
to supply the deficiency for the payment of
army and navy pensions for the current
fiscal year.

morning, E. B. Taylor, from the committee
on the judiciary, reported back Mr. Helot's
resolution for the. arrest of George Minot,
one of the doorkeepers, for attempting vio
lently to prevent Mr. Enloe's exit, from the
House during a call of the House in August,

Alger’s Aspirations.
Washington, Dec. B.—Gen. Alger, who
is here pressing Judge Grown of Mtemgan
for the supreme court vacancy, wants ir
distinctly understood that he will not take
second place on any presidential ticket. He
is a candidate for tne presidency. Never
theless, he would probably accept second
place with Secretary Blaine.
Scull’s Seat to Be Contested.

Greevy has served notice on Edward Scull,
t"e republican representative-elect to the
Fifty-secmd congress from the Twentieth
district of Pennsylvania, of his intention to
contest his (Scull’s) seat in the House.
Scull’s majority was 5'25.
