AlreaJy this movement has extended over the entiie southwestern part 0 ( the state, and members have twice sig nalized their readiness to aid distressed brothers. A CASE IN POINT. A case in point has occurred in Kingston c untv, where an eviction was made of James C. Dooley, who had mortgaged his farm, and, owiug to the failure of his crop, tad not been able to pay his interest for the last two years. His farm was sold and bought in by the investment company, hu proceeded to put a renter on the place. The Dooley family was turned out. The eviction was not interfered with, but as B on as the sheriff went away the renter received a note telling him that he would not be safe in the house that night. The renter left. Within an hour Mr. Do iley sml bis family were back in their old quar ters. Several alliance members of the legis lature, when interviewed, acknowledged that such an organization undoubtedly ex isted. m’grath to be asked to resign. The resignation of Frank McGrath, presi dent of the Kansas state alllaoce, wtil be requested either Tuesday or Wednesday by the excutive committee of that body. President McGrath was requested to bring before the committee au affidavit from Congressman Turner, Senator Berry and Congre-sman Perkins, exonerating him from any collusion with the republican leaders. The president either has not at tempted to secure these papers or has been unable to do so. A detective was employed to investigate bis record for the last three nr.ntbß and it was his report to the com mittee which resulted in the alliance presi dent’s temporary disgrace. He is charged with having had frequent consulta tions with the republican leaders and having mad# expenditures from the alliance funds which were not in the line of bis duties as president. m’grath refuses to resign. Kansas City, Mo., Jan. 19.—A special to the .Star from Topeka, Kan., says: “The war which was begun on Frank McGrath, president of the farmers' alliance, as soon as the Turner letter had been published, has broken out anew, and threatens to play havoc with all caucus agree ments. ’the judiciary committee, which investigates President McGrath’s alleged connection with the Turner latter, has, after more than a week’s deliberation, decided to request the president’s resigna tion, and the president has fully decided that he will stay until he is kicked out. There is no provision in the alliance con stitution by which he can be ousted, and the president declare* that he will not re sign unless the allianc# at large demands it, and he wants to know what the judiciary committee is going to do about it.” SALS OF DfIKS USD BEEF. A Supreme Court Decision In Favor of the Packers. Washington, Jan. 19.— The United States supreme court to-day handed down an opinion affirming the judgment of the circuit court of the United States for the Eastern district of Virginia, directing that a writ of habeas corpus be granted to Will iam Rebinan, whe was convicted in Norfolk of violation of the Btate meat inspection law. This Is one of whet are known as the dressed beef cases arising out of state legislation having for its object restriction of the sale of meat by firms located outside of the state in which their meals are offered for sale. The statute of Virginia makes it an offense to offer for sale fresh meats slaughtered more than 100 miles from the place of sale unless first in spected, provision for which is made on pe tition of not less than twenty persons, the compensation to the inspector to be 1 cent pound. It was contended that this law was interference with interstate com mer-e, and therefore unconstitutional and void. The court, in an opinion by Justice Harlan, sustains this contention and affirms the judgment of the lower court, ordering Rebman’s release. THE QUESTION IN THE CASE. Tbe court says the only question in the case is whether the statute is liable to the objection that by its necessary operation, it interferes with the enjoyment of rights granted or secured by tbe constitution. W. Haltobd. Private Secretary. BANCROFT AS NAVAL SECRETARY. Mr. Bancroft was Secretary of the Navy from March, 1845, to September, 1848, and hi* administration was marked by the foundation of the Naval Academy. The navy department will be draped thirty days, and all business therein will be suspended on the day of the funeral. Among the telegrams of condolence is one from Emperer William of Germany, who remember* the friendship of Mr. Ban croft and the emperor’s grandfather. The pall bearers will be Chief Justice Fuller, Justice Field, Justica Blatchfnrd, Seua'or Evarts, ex-See retary Bayard, Admiral Rodgers, Librarian Spofford, George Wiliiatu Curtie and John A. King, the latter representing the American His torical Society. NO MILITARY CEREMONIES. In accordance with the expressed wish of Mr. Bancroft before he died, in which his family concur, there will be no military ceremonies in connectlo j with his funeral, but tbe Secretary of the Navy and other principal officers of th 9 department will at tend his funeral in a body. It will probably take twenty years to straighten cut all tfaelegal difficulties that will arise under the decisieo. as city taxes have been levied and eetteoted in the r.ew territory. City officer* have also been elected and illegally held their places. Several members of the upper house of the council f. om the old city will lose their seats, os well as the men from ttie new dis trict, as they did net reoeive a majority of what is now tfie city. On one hand Is a sailor who has been detained fur a day or two in quarters which are palatial as compared with those which his dlfats habitually frequent when on shore, and on tae ether band, is a ship built and equipped by her owners at a cost of $50,000 add sept here to pour into Savannah’s lap a part of that stream of merchandise which is her life’s blood. This vessel haß been delayed and kept from her legitimate business during tbe greater part offa week; her crew of nearly a dozen men kept idle, and her owners subjected to a loss of (Tver a hundred dollars per day. Let any merchant judge wbioh aide show* “malice.” It is nut true that Gapt. Hall acted maliciously, lawlessly, or In an un usual manner in tbte case. It is false that be intended or attempted to run from tbe mandate of any court. It is uot true that the sailor by himself, or aounsel, discovered and resurrected for his special salvation a law of which no man had previous knowl edge. Judge Harden, during this cose, stated that he had repeatedly heard causes brought up under this act, and tbe writer of this has within tbe Dost year (only) made application f or its use. It unv be that this is the first instance in which it has been perverted from its avowed purposes, which was to prevent tbe delay of a vessel ready to sail when any of her crew should be arrested and detained in custody. In the much vaunted case before us it was used to purposely delay the ship, her ufficete and crew. The executive council of the Citizens’ Sanitary Association met last night. Capt. Henry Blun presided. Among the reports submitted wai one from the inspector of the association of information gathered by him in reference to the appearance of smallpox in tbe city in which he Bta:ed that in an interview with Mr. Wilkinson, the fathor of the ehild upon whom the di-ease first appeared, be had been informed that the child had not been from heme for ten day* previous to a visit to tbe Spanish steamship Miguel Piniilcs.
