NEW YORK DRIVES.
A Proposition to Spend $4,000,000 In
improving Them.
“Commodore Vanderbilt once told me,”
said his nephew, Samuel Barton,the banker,
a day or two ago, to the New York corre
spondent of the Philadelphia Press, “that
the time was coming when New York city
would be the most beautiful spot by arti
ficial adornment in the world, and one of
his chief regrets was, as he contemplated
bis age, that he was not young enough to
feel assured that he would live long enough
to see gome of these improvements.”
The reminiscence was suggested by the fact
that is proposed to spend not less than
$4,000,000 in improving one of the public
drives in the upper part of the city. The
proposition was made formally yesterday
and will probably be accepted by the depart
ment of the city, which has to pass finally
upon such matters. When the money is
available it is proposed immediately to begin
the construction of a di ivewav built in and
over the Hudson river, extending for a dis
tance of a mile from Seventy-second to
Ninety-sixth streets.
The plans are magnificent They contem
plate the construction of a sea wall whose
foundations are on lands under the Hudson
whose superstructure will hide the tracks of
the New York Central railroad upon the
west side of the city, and which will be of
sufficient breadth and of firm and perma
nent pavement to accommodate with com
fort half a dozen teams abreast.
At Ninety-sixth street it will branch off a
little, and will connect with the superb
drive which passes by Riverside park and
the Grant tomb, and will terminate far up
toward the northerly end of the island. It
wnl be a splendid roadway.both in construc
tion and for scenery; for it will have the
river and the Palisades upon one side, and
the terraces and exquisite parking and
landscape gardening, which are to be de
veloped in Riverside p irk, on the other
Ex-Secretary of the Navy Whitney has
been one of the most enthusiastic advocates
of the plan, and he says that when this
highway is constructed it will be the fined;
roadway in the world, not exceeded in
beauty and utility even by those famous
avenues constructed by the Roman emper
ors. It will be nearly three miles long—a
part of it devoted exclusively to rapid
speeding of horses, a part to equestrian
drives and a part for promenades.

STRANGE CASE OF MRS. PIPER AND
“DR. PHINCIT.” OF MARSEILLES.
Odd Psychical Phenomena—A Woman
Not a Physician Abie to Diagnose
Disease While in a Trance State.
Other Curious and Occult Powers.

Boston, Jan. 27.—The meeting of the
American branch of the Society of Psych
ical Research was made especially inter
esting to-diy to Bostonians and New Eng
landers, as Mr. Richard Hodgson, the sec
retary, of No. 5 Boylston Place, read a
review of the strange case of lira Piper
and ’’Dr. Phinuit." “Dr. Phinuit” being the
duplex trance personality of Mrs. Piner.
When in this seooud trance state Mrs.
Piper, or “Dr. Phi nuit,” is able to diagnose
diseases with a certain amount of medical
accuracy whose treatment has been quite
successful, and has also been able to relate
incidents of family history of sisters, some
times going into tbs minute details, such as
giving the childhood accidents, and inci
dents that befell the uncle of one of her
sitters and in giving characteristics of rel
atives, their methods of life. etc.
“Dr. Phinuit” also had the power to a
slight degree of teliiDg substantially wnat
near friends of the sitter were doing at some
distant plaoe. But along with the>o powers
goes a great deal of rubbish, and Mrs.
Piper in her trance state uges a vast amount
of spiritualistic jargon. Wbile she is her
second self “Dr. Phinuit” also claims to be
under the influence of supernatural forces.
SCIENTIFICALLY INVESTIGATED.
This double personality with its remarka
ble accompaniment has long interested
scientificfiuvestigators of psychical phenoin
en i. From the first sudden aud unwelcome
inception of the trance the worn in has boen
under the careful observation and scrutiny
of such well-known American men of sci
enco as Prof. James of Harvard, Richard
Hodgson of the American Braue l of the
Psychical Research Society, and many
others. All tha evidence is to the
effect that Mrs. Piper’s trances are
really genuine exhibition i of super
normal states that are possible in the
human economy, and that she is thoroughly
honest in herself, while wholly oblivious to
what goes on in her second personality as
“Dr. Phinuit.’’ The information given, all
the scientis s who bave observed and talked
with "Dr. Phinuit” agree, is not obtained
by any system of previous posting, fraud,
or collusion of any kind, but is simply
learnt Dy the medium’s second personality,
“Dr. Phinuit," through the super ensitivo
and supernormal powers with which, dur
ing the trance, Mrs. Piper is gifted.
While much of the phenomena is strange
and some incidents of the various seauces
inexplicable, the “spirits” by which the
various spiritualistic aud fraud-marked
sludges gain their living need not be invoked
to explain matters.
FROM WOMAN TO MAN.
Mrs. Piper’s case is unique, as for the time
being while she is in trance she becomes an
other person, changes her sex, looses her
womanly qualities, becomes a rather coarse,
good-natured, hoarse-voiced "Dr. Phinuit,”
who has a boarding school girl’s French
accent and pretends to he the spirit of a
deceased Marseilles physician, but unfor
tunately for those who believe In
“spirits," “Dr. Phinuit” oannot speak
French. “Dr. Phinuit,” or “Phinuit,” as
be (she, Mrs. Piper in her trance state, it
must be remembered, is referred to as mas
culine) culled himself for short, appeared,
as the sit ers describe him, as a coarse,
crafty person, who swears considerably,
uses New England s ang, is wholly differ
ent in manner from the normal moments of
Mrs. Piper, and impresses all who see Mrs.
Piper in a trance very vividly as being
another personality, a duplex mind.
Phinuit’s description f>f himself is as fol
lows; “I have been thirty to thirty-five
years in spirit, I think. I died when I was
70, of leprosy, very disagreeable. I had
been to Australia and Switzerland. My
wife’s name was Mary Latimer. I had a
sister Josephine. John was my father’s
name. I studied medicine at Metz, where I
took my degree at 80 years old; married at
85. Get someone to look all this up and
take pains about it. Look up the town of
was born in Marseilles; and am a southern
Frenoh gentleman. Find a woman named
Carey, Irish, mother Irish, father Frenoh. I
had compassion on her in the hospital. My
name is John Phinuit Schlerelle, but I was
always called Dr. Phinuit.”
SEANCES IN ENGLAND.
Mr a Piper went to England in November,
1889, and stayed there several months,
being examined by Prof. Oliver Lodge, F.
R. 8., of Liverpool; by Prof. Sidgwiok of
Cambridge and other well-known investi
gators. Prof. Lodge speaks of her second
personality as follows, referring to bis first
sitting with her:
“Mrs. Piper was soon ready and we began
a sitting. She sat still, leaning forward in
t her chair and holding mv hands. After
some time she cried, ‘O! lam going.’ The
clock struck the half hour just then, she
twitched convulsively, ejaculated ‘Doctor,’
and went into a state of apparent epilepsy.
Gradually she became quiet, and, still hold
ing my right hand, cleared her throat in a
male voice, and with distinctly altered and
hardened features, eyes closed and unused
the whole time, the trance began. 1 quits
forgot it was a woman who wa3 speaking,
as the whole manner and conversation was
so masculine.”
Prof. Lodge again speaks of Mrs. Piper
as follows: “The personality speaking in
the trance is so distinct from tne person
ality of Mrs. Piper that it is convenient to
call it by another name. It does not differ
from her, as Hyde did from Jekyll, by
being a personification of the vicious por
tion of the same individual, but it strikes
one as a different personality. I would
not, in’.using ‘Dr. Phinuit’s’ name, be under
stood as thereby oommittiug myself to any
hypothesis at the same timo the name ex
presses compactly the fact that the sitter
feels he is not talking to Mrs. Piper. You
are speaking no longer to a lady but to a
man, an old man, a medical mau.”
IT IS THOUGHT TRANSFERENCE.
In explaining the phenomena of “Dr.
Phiuuit,” Prof. Lodge says: “I regard the
fact of genuine thought transference be
tween persons in immediate proximity (not
necessarily in contact) os haviug been estab
lished by direct and simple experiment, and
except by reas mof paucity of instance. I
consider it as firmly grounded as any of the
less familiar facts of nature, such as one
deuls with iu the laboratory. The ‘Phinuit’
facts are most of this nature (example of
the thought transference), and I do not hes
itate to assert confidently that thought
transference is the " most com
monplace explanation of the phenomena go
Mrs. Piper’s power to tell facts concerninf
your life, eto., to which It is possible to ap
peal. If ‘Dr. Phinuit’ tells one how many
children, or brothers, or ulsters one has and
their names, as well as other family facts;
if he brings appropriate and characteristic
messages from well-known deceased rela
tives; all this is explicable on the nypothesis
of free and easy thought-transference from
the sub-consciousness of the sitter to ths
sensitive medium (brain) of the trance per
sonality.”

Mr. Walter Leaf, Litt. D., of London,
conducted a series of sittings with “Dr.
Phinuit,” and his conclusions are as fol
low*:
“On the whole the effect which a careful
study of all the reports of the English sit
tings has left iu my mind is this: That ‘Dr.
Phinuit’ is only a name for Mrs. Piper’s
secondary personality, assuming the name
and acting the part with the aptitude and
consistency which is shown by secondary
personalities in other known cases;
that in thii abnormal state there
is a quite exceptional power of reading the
contents of the minds of sitters; but that
this power Is far from complete. It gets

only glimpses if what is stored up in the
memo y, and this without any dear dis
tinction of that which is present to tbe
mmd at the uuie| from the forgotten mem
ories of tbe past. The stray hints thus
caught may sometimes fall together into
consistent groups, in which case we have a
successful sitting; or, and this is the more
usual, they may present themselves only as
fragments.”

fully show* First. That they desire to form
themselves and such persons as they may asso
ciate with them into a private corporation un
der the corporate Dime of “D. B. LESTER
GROCERY COMPANY."
Second. That the object of their asso
ciation and the particular business they
propose to carry on is to be the
buying, soiling and handling of groceries, to
bacco, cigars, liquors, provisions, agricultural
and manufactured products or commodities,
and ell other merchantable articles of wnatever
character or description; to ouy and sell person
alty of every kind and description, or to receive
and sell the same on commission; to pur
chase, own. lease, hire and otherwise acquire
and poa-ess machinery, lands, storehouses,
warehouses, and other structures which they
mav find convenient for the carrying out of
their said business, and to aell, mortgage, rroA
or to convey the tame; to lend or borrow money
on note, bill, bond, pledge, deed, mortgage, or
other obligation or lien with or without real or
personal security, and to make contracts of all
kinds for the furtherance of said business and
generally do and perform all acts and things In
cident to those above enumerated and those
common to a general grocery and liquor busi
ness.
Third. The principal place of doing business
will be in the city of Sevan neb, Chatham coun
ty, state of Georgia, but will do business In any
otnrr county of said state.
Fourth. Tne amount of capital to be employed
by petitioners, actually paid In, will tie the sum
of TWENTY-FIVE THOUSAND DOLLARS,
divided into shares of ONE HUNDRED DOL
LAKB EACH.
Fifth. In addition to all p twera necessary to
the carrying uut of those above enumerated,
aeil t j the powers common to all corporations,
under the laws of Georgia, petitioners desire the
following special powers: To Increase or dimin
ish the capital stock from time to time to any
sum not greater than (JNE HUNDRED THOU
SAND DOLLARS nor lees than TWENTY-FIVE
THOUSAND DOLLARS, lo provide by' by-laws
from time to time for assessment upon its stock
or stockholders, and enforce tbe same by sale
of the atock in question or otherwise, and to
provide by by-laws or otherwise, from time to
nme, for limitation or restriction of the right and
power to transfer stock.
Wherefore, petitioners pray that they and
their associates may be Incorporated as afore
said for the term of twenty veara, with the
privilege of renewal at the end of that time,and
petitioners will ever pray, etc.
