Mill Superintendent Protests
Against Unreal Descriptions
of Mill Conditions South

"Winslow, a well known mill superinten
dent of this state, speaking before the
Southern Textile association. tonight
scored the writers on child labor con
ditions who attempt to draw unreal pic
tures of conditions in-the southern tex
tile plants.
The 'subject ot his paper was the
••Benefits and Opportunities of Southern
Mill Life.” The speaker drew strong
comparisons between life on a small
farm and life in a modern cotton mill.
He dealt fully with the lack of the
modern conveniences and educational fa
cilities in the past and those of the
present. He also discussed at length the
financial improvement which the people
had secured by going to work in the
cotton mills. The paper was the strong
est ever read on southern mill life. The
subject received the careful attention
and unanimous approval of all those
present. This paper refuted the un
warrduted attacks which the southern
mill living conditions have been re
ceiving at the hands of the rabid north
ern press. .
Over 300 delegates from all sections of
the south attended the sessions today
and it was agreed that the next ses
sion of the association would be held in
Xugusta. Ga.. in July.

sponse by ex-Presldent N. T. Brown, of
Raleigh. N. C., and papers on "The De
velopment of the Welfare Work in the
Mills ” by Superintendent J. M. Davis,

MACON POLICE HOT
ON TRAIL OF AUTOS
MACON. Ga.. Feb. 21.—Chief of Police
W. B. Chapman yesterday issued instruc
tions to every member of the force to
make the arrest of all automobllista
whose machines are not supplied with a
numbered tag.
This is but another step in the chief’*
movement to prevent speeding within the
city limits. It is believed that the law
will be easier to enforce if the machines
are equipped with numbers, displayed in
the rear of the autos, in such a manenr
as to be readily visible.
It will not be necessary then for an
officer to chase after and overtake speed
ing drivers, but simply to jot down the
number in their little red book, together
with the place and time and the approx
imate rate of travel. There will be many
autolsts summoned for trial, as a result,
who imagined that they were undetected
and unobserved in their violation of the
speed regulations.
The majority ot the automobiles of the
city are already carrying numbers, just
as is required in all of the cities of the
north.
GEN. WOOD’S RECOVERY
NOW SEEMS ASSURED
BALTIMORE, Feb. 21.—1 t was learned
tonight that one bf the operations per
formed on Maj. Gen. Leonard Wood at
Johns Hopkins hospital, was to remove a
tumor frpm his head, formed, it is said,
by striking his head against a chande
lier at Havana.
The second operation was to scrape a
portion of the general’s skull which had
grown unusually thick over the old wound
and by Increasing with the tumor the
pressure on the brain had caused paraly
sis. It is believed his recovery is prac
tically assured.
Winked at Club Gambling
HAVANA, Feb. 21.—Colonel Piedra,
chief of the national police, has re
signed, owing to the dismissal of a
captain who testified at his own trial
that he had merely obeyed the chief's
orders to wink at gambling in a certain
political club. The chief, testified that
he himself was acting under orders of
the government.

HOT SPRINGS, Ark., Feb. 21.—C. A.
Conlin, wanted in San Francisco in con
nection with the disappearance of a num
ber of certificates of the Wells-Fargo ex
press company, delayed his return to Cali
fornia for some days at least through his
habeas corpus procedure today.
When the case was called for hearing
Detective Redmonds, of San Franfcisco,
had not arrived and the matter was put
over until next Wednesday. Redmonds
arrived with the necessary requisition, ap
proved by Governor Donaghey of Arkan
sas, later In the day.
Some days after his arrest two weeks
ago, Conlin sought to gain his liberty by
sawing his way out of prison but was
discovered just before the attempted jail
delivery was brought to a successful con
clusion. Since then he has been confined
In more secure quarters.
CENTRAL HELD LIABLE
FOR DEATH OF FUSS
MACON, Ga.. Feb. 21.—The responsibili
ty for the death of Mr. John Allen Fuss
was fixed upon the Central of Georgia
railway by the coroner s jury at the in
quest held yesterday afternoon. The ver
dict of the Jury was as follows:
“We, the jury, find that John Allen
Fuss came to his death by being run over
by Central of Georgia railroad engine No.
1202 in the yards of the said railroad, and
In our opinion his death was due to neg
ligence on the part of the Central of Geor
gia railroad.
The jurors were Messrs. A. B. Dover,
J. W. Toney, J. E. Worsham, T. J. Josey
and J. R. Collins,

The meeting of the general council
Monday afternoon will be a most Im
portant one.
An ordinance will be adopted recreat
ing the bond commission, which up un
til Saturday everybody believed had a
legal existence. The adoption of this
ordinance will entirely remedy the sit
uation.
The question of whether the ordinance
requiring women to remove their hats in
motion picture shows shall be repealed
will be debated.
Councilman J. C. Harrison will intro
duce an ordinance fixing a definite term
of office for the general manager of 1
parks.. (
The row over the award of the contract
for the cement supply for sewers will be
opened, and many routine matters will
be considered.

MACON. Ga., Feb. 31.—The matter of
the proposed erection of ten-story build
ings on the parks on Third street be
tween Mulberry and Poplar, will not be
considered by the street and parks and
public property committees to whom they
were referred by city council, until after
April I.
The members of the committees have
received a request from Mr. Henry Horn,
who is the local agent for the capitalists
who desire to purchase the property and
put up the skyscrapers, not tq take action
on the matter until he has answered all
of the criticisms and complaints from the
property owners on the two blocks ot
Third street. He states that he does not
wish to antagonize any interests what
ever and would prefer that the case be
gone into thoroughly by the citizens be
fore counctil takes any action.
FOURTEEN “YEARS~OLD
AND SIX FEET TALL
The largest juvenile ever harbored at
the Atlanta police station spent Sunday
night in the barracks in the person of
Herschel Hanson, who is an even six
feet tall though only 14 years of age.
The young giant was en route from Clay
ton. Rabun county, his home, to the state
reformatory at Milledgeville, where he
was recently ordered by the court.
Young Hanson is a mere youth in ev
ery particular save height. He wears
short trousers and talks In the same
tein as most youngsters under 15 years
of age. The young boy was ordered to
the state reformatory for participating
in a fight in the clayton school during
the Ifflit session. He was charged with
assault and battery.
Transfer Guard Moore, who is an or
dinary sized man, is many inches lower
lower than his youthful prisoner and has
to look up to him when talking. The
guard left with his prisoner Monday
morning. \

R. R. EMPLOYES PASSES
WASHINGTON, Feb. 21—Representative
Taylor, of Ohio, put in a bill today that
will be good reading to the families of a
lot of railroad men throughout the coun
try. It is for the amendment of the Hep
burn law to permit railroad companies to
give interstate passes to the widows and
children of raHroad employes.
He said he wanted an immediate hear
ing on his bill before the interstate com
merce committee, and was practically as
sured that it would be favorably reported.
It has been the custom of the companies
to give passes to the families of employes
who had been killed or Injured and he
said It was an oversight In the Hepburn
bill to prohibit that clause.

WASHING, Feb. 18.—Jeff Davis, of
Arkansas, whose spectacle in the senate
yesterday destroyed the last vestage of
respect that his fellow senators enter
tained for him. has paved the way to an
other fall for himself by interposing op
position to the confirmation of Elijah O.
Lefors, to be postmaster at Bentonville,
Ark. '
The senate will disregard Davis’ opposi
tion, and it is not likely that even the
customary courtesy of holding up the
nomination for a time will be accorded
him.
Davis’ statesmanship is reflected in the
reason that prompts him to oppose Le
fors. He predicates his fight upon the fact
that Lefors is the son-in-law of former
Senator James H. Berry, Davis’ prede
cessor from Arkansas.
In the short time Davis has been in
Washington he has won for himself a
place by the side of Heyburn, of Idaho,
who is held in contempt by most of his
Republican colleagues. There are those
among the Democrats who think it un
fair to Heyburn to place him in a class
with Davis.

afternoon opened in state the third par
liament of his reign. In a momentous
speech from the throne his majesty out
lined' the plan of the ministerial cam
paign against the house of lords as fol
lows:
“Recent experience has disclosed se
rious difficulties due to recurring differ
ences of strong opinion between the two
branches of the legislature. Proposals
will be laid before you with all conven
ient speed, to define the relations be
tween the house of parliament so as es
cure the undivided authority of the house
of commons over finance and its pre
dominance in legislation.
“These measures, in the opinion of my
advisers, should provide that this house
should be so constituted as empowered
as to exercise impartially In regard to
proposed legislation, the functions of ini
tiation, revision and subject to proper
lie and those personally participating in
the ceremony, which had an attraction
all its own, uppermost in the minds of

RAILROAD MAN SHOT
IN EXCITING FIGHT
In a thrilling and exciting hand-to
hand encounter, which took place in the
yards of the W. & A. railroad yards
between North and Bellwood avenues
Monday morning, Bud Baldwin shot and
dangerously wounded Charles Sweat, and
immediately effected his escape and has
not since been captured.
The encounter, whielT was a thrilling
struggle for the possession of a revolver
which Baldwin it is alleged, had drawn,
was witnessed by the crew of a W. & A.
yard engine, but those who saw the bat
tle were powerless to interfere without
injury to themselves.
According to the stojy of those who
saw the shooting, the wo men, who are
both railroad employes, had a difficulty
at the residence of Sweat on Saturday
night, but were parted by friends be
fore ai?y damage was done.
Monday morning they met at the scene
of the conflict, and renewed their quar
rel. It is said that after a brief argu
ment, Baldwin drew his revolver, and
that Sweat immediately closed in upon
him and attempted to wrest the weapon
from his grasp.
The struggling men fought over tracks
and ties, and it seemed as if neither
would be able to overcome his adversary
when suddenly Baldwin pressed the muz-

his wounds are pronounced dangerous,
but not necessarily fatal.
