Taft Tells Retiring Secretary

WASHINGTON. .March 7.—Richard A.

Secretary of the Interior Ballinger ten
dered his restgnat ion in a letter oq Janu

dition of his health. The president re
plied at once, expot-ssing his confidence
in Secretary Ballinger, his reluctance to
accept his resignation, and requested the
secretary to remain in office until the
close of the session qf congress.
Unfrnilately upoj the adjournment of
kongre-s. Secretary" Ballinger « renewed
hrs request that ne be relieved at a date
suiting the president’a convenience. but
immediately If posable Today Preaident
Taft, tn a letter, formally accepted the
rem gnat ton.
The cirespondence between the presi
dent and the secretary la not voluminous,
but displays beyond question the conti

Ballinger throughout the long siege and
the indignation with which he has viewed
the
sona i mad -official integrtti , .
T have /safi <** fullest opportunity.”
the president says in his letter acgppt

government and the public; to know your
motives, to know how you have admin
istered your office and to know the mo

do not hesitate to say that you have
been the object of one of the most un
scrupulous conspiracies for the defama-

And tn the cnwciueion of his letter
the president declares that “every fiber
of my nature rebels against such hypoc
risy(referring to the attacks upon
Ballinger s character), “and nerve me to
flgf it such a combination and such meth
ods to the bitter end. lest success in this
taMance may form a demoralising prece

and yours makes me feel that I have no
right to-ask you for a further sacrifice.’'
TAFT THE OBJECT
The president goes on to deciare it ev

mate object of the attack and says to
insist upon/Mr BallMtger's remaining in
office “with the prospects of sucn efforts
against you is selfish to impose on you
more of a burden than I ought to im
pose."
The president's letter of acceptance
will be quoted first as the logical climax
of the correspondence. It is a sweeping
and uncompromising declaration of faith
in Mr. Ballinger’s personal character and
motives and in his official Integrity

TfIOOPS SENT TO TEXAS
FDR MANEUVER WORK
Within Next Five Days One-
Fourth of Entire Army Will
Be Mobilized
CBv Associated Fraas.)
WASHINGTON, March 7.—Mysterious
messages dispatched from tne war de
partment last night, ordering 20,000 troops
to Texas and a fleet of war vessels to
waters of the Lone Star state, it de
veloped today, provide for the most se
vere test of American army machinery
ever attempted outside of times of war. (
Following tlie cabinet meeting at the
White House today a statement was is
sued declaring that the movement of
troops to Texas and to the border of
Mexico in California, is solely for the
purpose of maneuvers and for the grain
ing of officers and men.
The orders flashed from the war de
partment last night arianging for an im
posing martial demonstration in Texas
seemed astounding. Wild rumors flew
about in army circles and grew as they
traveled. The real meaning of the thing
no one attempted to fathom. Army men
frankly admitted their lack of knowledge
of it. Members of the general staff, the
president and the cabinet only, knew
the inner significance of the sending of
a quarter of the American army to the
borders of a neighboring nation.
The mysterious maneuvering of the
army was explained this morning. It
comes as if answer to charges that the
land army of the American force of de
fense is not prepared for actual war
fare and that it Is lacking in all the
essentials that go to make up an effective
fighting force—a snappy, quick-hitting,
rapid-firing organization. Within five
days one-fourth the entire army is to
be transported from distant posts to
Texas. This feat will be a partial—at
least—refutation of the accusation that
the army is but a snan. Already the
units that will go to make up this force
are on their way to the big southwest
ern state.
GEORGIA TROOPS OFF.
In the quick movement of the troops
from the two Georgia forts is found an
intimation as to how the army will an
swer the charges against it. Soon after
the orders—unexpected commands—were
received at Bort Oglethorpe and Fort Mc-
Pherson last night, these troops, fully
equipped for any duty which might be
demanded of them, were on their way.
They will reach San Antonio tomorrow.
Within five days one-quarter of the en
tire United States army will be concen
trated in the department of Texas. A
fleet of war ships will be assembled oft
the coast of that state. All of which is
said to be preparatory to maneuvers on
a grand scale.
The navy is to play its part and a for
midable fleet of armored cruisers, sup
plemented by auxiliaries for the success
ful maintenance of a hostile navy force
on the coast of an enemy will take its
place off the Texas shore line.
These cruisers comprise the present
fifth division of the Atlantic fleet now
at New York and which are ready
for sea. The division comprises the
flagship Tennessee, the Montana, North
Carolina and Washington, all powerful
armored cruisers of 14,500 tons displace
ment, under command of Rear /admiral
Sydney A. Staunton.
The troops at Galveton will hold joint
manuevers with the fifth division of the
Atlantic fleet, which has been ordered
from New York to southern waters. The
program "contemplates an attack on Gal
veston by the navy. It was said they
may be joint maneuvers between the
army and navy at Los Angeles, vessels
of the Pacific fleet making an attack
upon that port
3, 800 MEN TO REPORT.
The present total strength of the ar
mored cruisers, which will participate in
the operations at Galveston is 3,800 men.
This number will be augmented by
600 marines, ordered from the
at Norfolk, New York, Annapolis and
Washington to the United States naval
station at Guantanamo, Cuba. The ma
rines will embark shortly at Philadelphia
on the U. S. S. Dixie. The armored
cruiser of the fifth division will go di
rectly to Guantanamo from New York,
and there its persent personnel and the
additional mariens will be assembled.
From the Cuba port the .vessels will
operate against Galveston in the war
game.

SIOO,OOO SECURITIES
' STOLEN FROM BANKS
George Bancroft, Sr., Was
Touched for Big Sum While
on Way to Vault
(By A*»®cUted Freis.)
NEW YORK, March 7.—George Ban
croft, Sr.,a broker, 80 yeAt old, discover
ed Monday that he was robbed last
Thursday afternon ot securities worth
approximately |IOO,OOO In the vestibule
of the Produce Exchange Safety Deposit
and storage company.
Last Thursday Mr. Bancroft, which
has been his habit for 25 years, placed
securities worth that' day about SIOO,OOO
In a large envelope 10 by 14 square Inches,
tied with red tape, and bearing the firm's
name in the corner. Alone he walked the
200 feet from his offioe to the Produce
exchange, thence down a flight of steps
from the street level entrance to the
vaults.
Just as Mr. Bancroft was about to turn
the corner at the end of the corridor
into the vaults a tall man came running
around the corner and collided with
him. The compact threw Mr. Bancroft
off his feet, and in falling he dropped the
envelope.
ENVELOPE NO GOOD.
That was the cue for an undersized
young man,- who had been leaning against
the corridor wall. He stepped up to Mr.
Bancroft, assisted him to his feet, and
was solicitous to tuck under his arm an
envelope. Mr. Bancroft, of course,
thought it was the envelope that fell.
He went on to deposit It as usual. Today
when George Bancroft, Jr., his son. un
locked the box he found that the only
envelope there contained three old news
papers. A clever substitution had been
effected when the elder Bancroft was
upset x in the vault corridor.
The robbers, it is believed, knew on
what day and hour it was the firm’s cus
tom to deposit its securities. They knew
that Mr. Bancroft habitually carried them
in an envelope of certain appearance,
for they provided themselves in advance
with so close a duplicate that it de
ceived even the man who of all others
should have best known its appearance.
The certificates, easily susceptible, in
cluded 100 shares of Lehigh Valley, 320
shares of Smelters, 30 shares of New
York Central. 200 shares of Brooklyn
Rapid Transit, 500 Distillers securities, 60
shares of Steel, common, 10 shares of
Atchisort 30 shares of American Beet
Sugar, 40 shares of Amalgamated Copper
and 100 shares of Missouri Pacific.
NO CROOKS ALLOWED.
-So bold a robbery in daylight, in the
very heart of the city’s financial dis
trict shocked the police. Years ago In
spector Byrnes had drawn a dead line
across the city at Fulton stret, below
which he ordered that no ’crook or pick
pocket should go, on even an innocent
errand, under poln of Instant trouble
with the police.
Having tried the order, the underworld
ultimately obeyed, and for years the fi
nancial district was the safest place in
the world for a man with large sums of
money on his person. Messenger boys
ran about the street, their pockets ut
terly stuffed with bills of large denomi- |
nations.

If you ever tasted “moonshine” whiskey you know how good it is. This
is because it isn’t “doctored,” flavored, weakened nor colored after it is dis

Chairman Clements Resumes
Testimony in Alabama Case. (
Rate Hearing Is Begun
Chairman Judson C. Clements, of the
interstate commerce commission, on
Tuesday resumed the hearing of the com
plaints of the independent compresses of
Alabama against the railroads of this
state, on the contention that the roads
discriminated against them in favor of'
■the Atlantic Compress company.
On Tuesday, as on Monday, the session
was devoted to the taking of testimony.
C. B. Howard, of Inman, Akers & In
man, the cotton firm, was on the stand
Tuesday. J. 8. Barbour Thompson, pres
ident of the Atlantic Compress company,
testified Monday.
At 2 o’clock Judge Clements began to
hear the petition of the board of trade
of Carrollton, which is a complaint
against the Central and other connecting
roads of an unjust rate discrimination
agalns* that town.
It Is charged in the petition that Car
rollton formerly enjoyed the same rates
as Cedartown, Newnan and other points
In the territory, but that since the Central
acquired the Chattanooga. Rome and Co
lumbus road the competition has ceased,
and discrimination in rates Is practiced.
Especial complaint is made of the rates
to Carrollton from points in New York,
Massachusetts, Missouri, Ohio, Ken
tucky. Illinois, Pennsylvania, Maryland,
Tennessee and Alabama.
The charges of the petitioners are
lodged against the Cejjtral. the Southern,
the Mobile and Ohio, the Atlanta and
West Point, the Louisville and Nashville
and other roads.
Reliable Laxative for 1
Old People Given Free
Life is so arranged that there is a
close resemblance between Infancy and
old age. By this is not meant the mental
but the physical faculties. For example,
the organ of digestion is the most dif
ficult thing the child has to contend with,
as it is that of the old person.
When a person gets past middle life
his power of digestion decreases, and
continues to grGw weaker, and for that
reason so many old people are habitually
constipated. They try everything recom
mended from hot water to strong cathar
tics without avail. Now, if there is any
one thing a person of advanced years
should not take it is a cathartic. The
bowels cannot stand it. What is required
is a mild, gentle, non-griping liquid laxa
tive.
