Dec. s.—With the end In view of supplying a basis for the work of the committee on post offlces and post roads. Senator Jonathan Bourne sooh will introduce a bill pro viding for a parcels post system. Th* measure will authorize an Increase to 11 pounds in the size of fourth-class mail packages from the present maxi mum of four pounds and at the same time provide for a diminution of charges from the present rate of one cent a pound. Pound packages will be carried for 10 cents with an additional charge of 4 , cents for each additional pound. For the smallest package provided for, weighing eight ounces, there will be a charge of fi cents. In cases in which the package does not go beyond the rural route on which it originates, the charge will be reduced one-half. Senator Bourne expresses confidence in the self-supporting character of the bill. "In view of the fact that prac tically all of the carriers on the 42,000 rural routes in operation could carry four times as much matter as they now carry without any cost for ddi tional equipment I am satisfied that ’he proposed system would pay for itself from the beginning.” he said. "At pres ent 75 per cent of their energies are wasted and it is the part of wisdom to utilise them." The senator said the measure would be used as a basis for future hearing*. "Heretofore witnesses have spent much time opposing features which never were contemplated," he said. fWe will now give them something concrete tu talk about and we hope to press along as rapidly as the importance of the rub ject will justify. I hope we may get results before the close of the session." ALABAMA METHODISTS MEET AT PENSACOLA PENSACOLA. Fla., Dec. With Bishops Wilson and Denny presiding, the 79th annual session of the Alabama conference of th* Methodist church con vened here this morning with the larg est number of ministers and delegates in attendance in the history of the con ference. The forenopn session was devoted to or ganisation and hearing reports of com mittees as well as reports by presiding elders on th* moral conduct of minis ters In their respective districts during the past year. Examination of all the young ministers were also conducted and will be reported upon later. t MRS. ROBBINS WIL BE TRIED IN DECEMBER WAYCROSS, Dec. At Ware superior court, which begins the Decem ber session this week, Mrs. R. L. Rob bins, charged with killing Miss Belle Smith, in Waycross, last July, will be tried. The case i* one that has attract ed much attention, and it will no doubt occupy several days of the court Mrs. Robbins has been confined in jail since her arrest immediately after the killing, Judge Parker refusing to grant a petition for bait Some of the state's best legal talent has been em ployed for the defense, and the battle, from a legal point of view, will be keen ly contested. CHOCTAW TRIBE ELECTS CHEIFS FOR NEW YEAR On last Monday's sleep the following chiefs were elected by Choctaw tribe for the coming year: Prophet, J.- T. Lewis; sachem, W. R. I The main business of the morning for the southern division was the selection of a place of meeting. PASTORS LAUNCH FIGHT FOR HALF-RATE FARES TRENTON, N. J., Dec. 5,-Pastors of all denominations from every secton of New Jersey are launching a state-wide campaign in the interest of having re stored to the minister* of the state the half fare rate on railroads which has been denied to the clergy through a ruling of the public utilities commission. A committee representng each of the church bodies of the state will appear before the utilities board and endeavor to have the question reopened. Woodmen Name Consul COLUMBUS, Ga., Dec. Dec. 6.—lt became known today that thare has been a de cided change for the worse in the con dition of W. E. D. Stokes, the million aire chief witness in the case against Ethel Conrad and Lillian Graham. Ac cording to hi* physician. Dr. Josiah P. Thornley, an operation may be found necessary for the formation of an ab scess on the patient'* left kidney. "There 1* no immediate danger of Mr. Stokes’ death." said the physician, "but nl* condition is grave." Rogers Throws Russian NEW YORK. Dec. 6.—Joe Rogers, of New York, threw Ivan Romanoff, of Russia, in 37 minutes of wrestling catch-as-catch-can style here last night. Romanoff had agreed to throw Rogers once Ln an hour. RIVERS AND HARBORS CONVENTION IS OPENED WASHINGTON, Dec. s.—With prob ably 5,000 delegates from all sections of the country attending the national rivers and harbors congress began its eighth annual convention here today. The pro gram for the opening session included an address of welcome by Secretary of War Henry L. Stimson, and addresses by Representative Stephen M. Spark man, chairman of the house committee on rivers and harbors, and Dr. Vavid McKinley, a director of the University of Illinois. Th! g convention is expected to be the most important as well as the best attended in the history of the congress. For the first time the presidents of the individual associations will be given an opoprtuntty to outline the necessities of their respective projects. Congress will be urged to establish a definite waterways policy instead of considering each project separately. The directors will recommend, probably to day, that the headquarters of the con gress be moved from Cincinnati to Washington. Hollinshead, a broth er of the negro's victim. TWO ARE KILLED IN AVIATION ACCDENT LONDON, Dec. 6.—A double aviation fatality occurred at Filey, near Scar borough, Yorkshire, this morning. Charleston Makes Bid CHARLESTON, Dec. 6.—Secretary Mc- Keand, of the chamber of commerce, Sec retary Whitford, of the drainage com mission, Manager Garrison, of the gov ernment experiment station, will meet state commission of agriculture at Co lumbia on Tuesday and proceed to Chi cago, where they go to invite the Irri gation congress to meet next year in Charleston. Commissioner Watson is to make an address before the congress on mvita tion and the delegation is hopeful of getting the next meeting for Charles ton. FIVE ARE KILLED IN PENNSYLVANIA WRECK PITTSBURG, Dec. 6.—Five men were killed and a score injured, a number of them seriously, this morning in a wreck of two freights and an express train on the Pennsylvania railroad at Devil’s Bend, one-half mile east of Manor, Pa. The dead are: ENGINEER FRANK DAILY, of the express train, and four unidentified men who were in the express cars. Fireman John Myers was perhps fatal ly Injured, while several other members of the three crews were seriously hurt. Many others sustained bruises. Twenty-six out of 27 valuable horses which wfre being carried in one of the express cars were killed. Debris was scattered over the four main tracks and traffic was tied up for hours. The wreck was due, primarily, to the stalling of an extra westbound freight. A second extra freight, which followed, ran into the rear of the first. The im pact threw both trains from the tracks. Before flagmen could be hurried to give warning, a fast Chicago train car rying nothing but express, rushed along the westbound passenger track into th* wreckage of the freight. The express train was thrown from the rails and went over a 20-foot embankment. WHITFIELD CROWDS SEE CORN SHOW DALTON, Ga., Dec. 6,-Whitfleld coun ty sent a large delegation to the big corn show in Atlanta, the party leaving here this morning. Sixteen members of the Boys’ Corn club made the trip, being accompanied by County School Commis sioner J. C. Sapp, Mr. C. L. Foster and Mr. Extra Perkins. The boys go to represent the county club which has sent 26 entries in the Boys’ Corn club contests, and they go 'with the confidence of winning their share of the prizes offered. The members of the club In attendance at the big show are Philip Frazier, De- Witt Hamilton, Owen Henderson, Dallas White, Robert Raper, Roy Wilson, Char ley Bartonfleld, Duff Smith, Joe Moore, Walter Miller, Grady 3 ead, Fred Foster, Earl Shugart, Sam Head, Glenn Duckett and Lee Palmer. ST. LOUIS PULLS FOR REPUBLICAN CONVENTION WASHINGTON, Dec. St. Louis wants the Republican national conven tion and an organized effort will oe started today to persuade the members of the national commission when they meet her next Tuesday to choose that city. Secretary o f Labor and Commerce Na gel, Missouri’s member of the national committee, has been conducting a quiet campaign for some time in behalf of his home city, and he will be reinforc ed today with the arrival of Governor Hadley, of Missouri, and Postmaster Aiken, of St Louis. Sidney Relber, the member from the District of Columbia, is strongly in favor of St. Louis, and will join in the movement for sending the convention there. MANCHESTER WILL HAVE ELECTRIC PLANT MANCHESTER, Ga., Dec. 6.—The ques tion of electric lights was brought before the people of Manchester today byway of an election for the purpose of floating J 15.000 bonds to erect an electric light plant at this place to be owned and op erated by the city, which was accepted by an almost unanimous vote. Manchester is only 3 years old and this step will greatly help the town. The specific charge Is that, in 17 cases, the railroad made rates of 0 and 5 1-4 cents on lumber from the stations named to Mobile, when the tariffs on file with the interstate commerce commission specified a rate of 8 cents. Some one entered the room in which Mr. Stephens slept, committed the crime and left before the murdered man’s daughter, who was cooking breakfast In the kitchen, could reach her father’s bedside. The bullet penetrated th* top of Mr. Stephens* head, causing instant / death.
