That it shall be lawful for the owner, consignee, or agent of imports which have been actual ly purchased «,r procurred otherwise than by purchase, on entry of the same, to make sncli addition in the entry to the cost or value given iu the invoice as, in his opinion, may raise the seme to the 11 ue market value of such imports iu the principal markets of the country whence the importations shall have been made, and to add th* reto all costs and charges which, under existing laws, would fi rm part of the true value at the part where the same he entered, upon which the duty should be assessed.
