UNGER.
Perez.—We announced a few days since
the put don ol Perez, the Spanish Pirate,
at the intercession of a New York Patent
Scale Beam Maker, and Field Preacher.
At the intercession of this man,(for he
takes all the dubious merit to himself ) has
Mr Monroe again exerted his privilege
and again has a violator of the law of nations
escaped the gallows. We admire a dis
criminating exercise of mercy, but we
cannot coincide in the wholesale dealings of
our worthy President—-villain aftei villain
has escaped, and the laws appear to be made
only to frighten beldames and children, tor
it srems they never are to be enforced.
At various times upwards of 30 persons
have been thus saved by Mr Monroe, after
expensive trials; 21 at New Orleans and
$ nt Savannah, condemned for the most
.atrocious crimes; after an impartial trial
dound guilty, and yet pardoned—There are
doubtless many other instances which do
ru t occur th us at present, and if we mis
lake not, we will have two others to record
shortly— Perez Anthony at Bostofi, and
ThomaaJoncs at New York : for after par
doning so many, it would be impolitic to
hang these two poor fellows, who can be
proved every way worthy of executive
clemency :—being about as arrant rascals
ns ever drew steel across a Christian’s
throat We have always imagined that
capital punishments were intended to strike
terroT in evil doers, and to prevent the le-
petition of ctimes of so deep a dye as to
tnerit «hem but in this we are mistaken
—every rascal lias ninety nine chances in
one hundred lor saving his neck through the
interference of some crack-brained fool or
other, who neglecting his business, sets off
for Washington and entreats the President
with “ tears ant! supplications” to spare the
poor honest harmless fellow’s lifethus
are the laws made hull and of none, effect
from the the officious zeal oi ignorance,
and the more hnjastifiable weikness of the
executive magistrate. It is ail nonsense for
Congress to keep up the West India anti
piratical squadronit is running up an
enormous debt for no possible benefit, for
the President in place of Making examples
of the outlaws who fall into the hands of
liis officers, most graciously p ardons them,
after throwing the government into the
-expenses of prosecution. The notorious
5-acosie escaped with impunity, and under
the present administration, we are afraid
every other rascal will fare equally as well.
This conduct of ihe President is unjustifia
ble and his leniency feminine. In vain
have so many gallant young officers been
- Sj^hiffcctl ! in vain nto all the blood and
Taasttfe which have,- been poured forth, if
merited punishment. H this reasoning be
Just, President Monroe has a very numer
ous catalogue, for he has pardoned pirates,
mat) robbers and other discretions of scoun
drels without number. It is time we had
an end to this worse than feminine poticy,
and that every violator would be certain to
receive iko^runishnrent due to^bis crimes
—our chief magistrate should be a man
firm enough to carry the laws of the country
into execution—Phil. Freeman's four.
Presidential contempt of justice —Our President
h»s been moved to extend me ■ ey to pirates again!!
We wonder why he does not recall the American
squadron from the West Indian sets for the pro
tection of American commerce at once—this
would be acting consistently—the robbery of the
pirate is only preliminary to a presidential pardon.
Thus, the lives and property of our countrymen
—the decision of a court of justice—nsy, the laws
'd God himself, are trampled under foot by a bar
baric cruelty, assuming the port, demeanor, guise,
and character of mercy.—That our readers may
see what interference operated on the Presiden
tial nerves thus to prostrate tbe laws of our coun
try, we subjoin the following article from the N
York Evening Post.— Balt. Mdm. Chron.
"We perceive from thc following, that the Pre
sident of the United States has according to cus
tom, granted a pardon to Josef Perez, who was
lately convicted by a jury, after a long and impar
titl trial, of the heinous crime of piracy, as it was
once considered, and as it still appears to be con
sidered on our statute books. To give this par*
don immediate publicity, the facts relating to it,
