and in a form for durable preservation.
This undertaking is not of course intended to
substitute or supcrccdb the Reports of Debates for
the National intelligencer, -hut rather, by with
drawing tlie heavy nnd extended Reports from its
culumos, to enable the Proprietors of that Journal
to furnish, every day, in a comprchensiv. form,
iutelligibltt-ltcports of the Proceedings mid Dis
cuesions ip the day preceding, on both Houses.
The “REoiSTru” is necessarily un experiment
but it is an experiment,the success of which we
see no reason to doubt. Every one who takes nu
interest in our political history, as well as all those
wlig engage in the duties of political life, must
huvefeit and lamented the want of a Record of
Debates in Congress, in n convenient form, with
indexes which might lead the enquirer-to unv gull-
je'ct'debated, and to the name of any one wiiocn-
gaged in debate. Suclji aworkwoul4 .be un ele
mentary book for young politicians, and we have
no’hesitation in asserting that tlie possession of
such a one, from the commencement of the exist
ing government to this duy, would be of immense
Yulue to'the nation, were it only to shew what has
heretofore been said upon questions which arc
continnully recurring for discussion, and produc
ing needless consumption of time by supc rtl uoits
debate. What is true of the years tlint have past,
will, as soon as thyy tiro gone, be equally true of
those in which we live.
It is not only, therefore, ns a vehicle of present
information, but also us a book for future reference
—as a National Political Repository and Text-Book
that we hope this work will be both useful and
popular.
From the lowness of the subset iptlon to this
work, it will be seen that it is no purt of our cal
culation to realize any present profit from it. On
the contrary, we-shall, m all probability, lose mo
ney by it fop u year or two, hoping that thereafter
its established character will ensure it a sufficient
patronage to make it profitable. '»

commence ns soon as the'beliates at each sue
ccssive Session of Congress shall atl'ord materials
to fil I a liulf sheet, (8 pages.)
The work will be printed in tlie octavo form, on
a super royqj paper, made for the purpose, und on
a brevier type,in double columns—each page com
prising nearly ns much matter us one of the co
lumns of the National Intelligencer.
It will contain ns full and accurate Reports as
nan bo obtained of all Debates on main questions,
and of all interesting Debates on incidental ques
tions; with an Appendix, containing a list ot the
Members of each House, the Yeas und Nays in
each House on questions which have been the
subject of Debate, such Documents, connected
with the subjects of Debate, ns may be deemed
essential to enuble the render (o comprehend
them, and proper indexes’to the whole.
The Deimtes of the next Session,it is computed,
will, with the Appendix, rhuke a volume of five
hundred puges. at least, and will be furnished to
subscribers through the Post Office, in sheets, ns
published, (or reserved at this Office, at the sub
scriber’s option,) at thuzk dom ars for the vol--
ume, be it more or less, to bepaid in advance in all
enses of transmission beyond the limitsof the city.
The sheets will ho transmitted as completed,
without regard to any particular days, as the pub
lication must of course lie regulated by the prepur-
ution of the matter of which it is to be composed.
The subscription will in no cusc, unless within
t|jecity, und not then unless specially indicated,
be understood to extend beyond the volume ac
tually paid for. in advance.
To non-subscribers tlie price will be four dol
lars, boundin boards,fortbe volume now announc
ed.
Tho Debates of the Session of Congress follow
ing tho next, and of the first Session of every Con
gress, Will, it is supposed, fill about one thousand
pages, or perhaps more, making one very large
volume, or two of a handsome size—tho first Ses
sion of cuch Congress being nearly double the du
ration of the second. Tlie price of the Register
for the first Session of eacli Congress, be its con
tents more or less than 1000 pages, will be fixed at
five dollars to subscribers, aud «u to non-subscri
bers.

W HEREAS a libel hath this day licon filed,
in the District Court of said District, by
Richard Mnrcellin, praying salvage against the
British brig WEST INDIAN and cargo, for mari
time servioes rendered the said brig and cargo
when in distress and great peril on the high seas,
as are particularly set forth in said libel. Now
these are to cite and admonish the master of said
brig and all others concerned in the premises,
claiming said brig and cargo, as enumerated in
said libel, or holding proceeds of the sale of the
same in bis or their hands, or any part or parts
thereof, as agent or agents, auctioneer or auc
tioneers—and the said master and others concern
ed, us agent or agents, auctioneer or auctioneers
as aforesaid, are hereby cited and admonished, to
be and oppear before a special District Court, to
be held in und for said district, On the 26lh inst.
at-the Court House, in the City of Savannah, at 10
o’clock, A. M. of that day, to shew cause, if any,
he or they hnve, why salvage should not be de
creed the Libellant us prayed for.
