W HEREAS John W. Long assignee of the un
derwritersat Lloyds in London, In the
Kingdom of Great Britain, the supposed insurers
of the Ship Albion and cargo, has exhibited his
libel or complaint, in the District Court of the U-
nited States, for the District of Georgia; statiHg,
alleging and propounding, that the British Ship
Albion, laden with Mahogany, Logwood; and di
vers other articles, was, on the morning of the loth
Sfeptembcr last, by the force 1 of the wind and
waves driven on the beach of Saint Catherines
Island, in the District aforesaid, ati'd there aban
doned by liercrew; and that much of the cargo
has floated out of the suid Ship, some part of which
has been taken by; George H. Johnston, Patrick
Houston and George M. Waldburg, and by divers
otheV persons, to a place of greater safety, und
that part theref still lies on the beach of said
Island, below high water mark exposed to the sea
Thnt the Agent ot the underwriters at Lloyds, un
der the impression that the said Ship and cargo
w.re insured at Lloyds, has for the benefit of all.
concerned, sold the Interest of the said underwri
ters aforesaid, therein at publick sale to John W
Long. But the said persons, who have removed
a part of the cargo to a place of greater safety,
claim to be entitled to salvage thereon, and pray,
lng process of this eburt to take the said wreck
and the snid cargo, or so much thereof, as is to be
found within the jurisdiction of this Court, into
the custody of the Court for the benefit of the said
libellant, and all persons concerned, and prayin{
a monition against the said George, Patrick, anc
George, and ail other porsons, claiming to be en
titled to salvage to appear and establish such their
claims and also to nil persons interested to appear,
and shew cause why tho said wreck and her car
go shall not he adjudged to the said John IV.
Long, assignee, ns aforesaid, of the underwriters
at Lloyds, and for further proceedings. Npw
therefore, you the said Marshal, are hereby com
manded to attach, seize, take, and safely keep tho
remains of the said Ship Albion and her cargo,
wheresoever within tin; jurisdiction of this Court
or in the possession of whomsoever to be founc
to answer the said libel, and you are further com
manded to cite and admonish the said George,
Tatrick, and George, and all other persons,.claim
ing to he entitled to salvage in this belmlf to ap
pear before tliis Court, and there establish such
their claim and further to cite and admonish all
and every person and persons, whomsoever hav
ing or pretending to have any right, title, interest,
property, claim or demand in, or to the said wreck
or to the cargo thereof, to be, and appear at a spe
cial Court ol Admiralty, to be held at Savannah,
on the Twelfth day of November next, to answer
the libellant in the'premises that right and justice
may be done in this behalf. And whatsoever you
shall do, in this regard certify and make known
to the Judge of said Court,at the time and place
aforesaid; and have you then und there this writ.

PROSPECTUS.
A CCORDING to an intimation heretdforegiven,
there will be published at tho Oilicc of the
National Intelligencer, during the next session of
Congress, and, if encouraged by the approbation
of the Public, at every session thereafter. 1 a RE
GISTER OF DEBATES IN CONGRESS, intend
ed to comprehend a more full Report of the Speech
es on topics of general interest, in eacli House of
Congress,than has ever heretofore bedn published;
or than can be given to the Public through the or
dinary and limitedchnnnel.the columns of a news
paper. This compilatidn will be of the most nu
thcntic cast,printed with grent regard to accuracy,
and in a forhi for durable preservation.
This undertaking's not of course intended to
substitute or supercede the Reports of Debates for
the National Intelligencer, but rather, by with
drawing the heavy and extended Reports from its
columns, to enable the Proprietors ot that Journal
,to furnish, every day, in a comprehensive form,
intelligible Reports of the Proceedings und Dis
cussions in the day preceding, on both Mouses.
The “REaiSTFa”.i3 necessarily an experiment,
but it is an experiment the success of which we
sec no reason to doubt. Every one who takes an
interest in onr political history, as well nsull those
who engage in the duties of political life, must
have felt and lamented the want of a Record of
Debates in Congress, in a convenient form, with
indexes which might lead the enquirer to any sub
ject debated, and to the name of any one*whocn.
gaged in debate. Such a work would be an .ele
mentary book for young politicians, and we have
no hesitation in asserting that the possession of
such a one, from the commencement of the exist
ing government to this day, would be of immense
value to the nation, were it only to shew what has
heretofore been said upon questjons which are
continually recurring for discussion, and produc
ing needless consumption of time by superfluous
debate. What is true of the years that have past;
will, as soon as they are, gone, be equally true of
those in which we live.
It (s not only; therefore, as a vehicle of present
information, but also as a book for future reference
—us a National Political Repository and Text-Book
that we hope this work will be both useful and
popular. )
From the lowness of: the subscription to this
work, it will be seen that it is no part of our cal
culation to realize-any present profit from it. On
the contrary, we shall, in all probability, lose mo
neyby it for a year or two, hoping thpt thereafter
its established character will ensure it a sufficient
patronage to, make it profitable.

The work will be printed in the octavo form, on
a super rbyhlpapcr, nftde for the purpose, and on
it bre vitr typo,in double columns—each page com
prising nearly as much matter as one of the co
lumns of the National Intelligencer.
It will contain as full arid, accurate Reports as
can be obtained of all Debates on main questions:
and of all interesting Debates on incidental ques
tions; with rin Appendix, containing a list of the
Members of each House, the Yeas and Nays in
eacli House on questions which have been the
subject of- Debate, stich Documents, connected
With the subjects of Debate; as may be deemed
essential to enable the reader to comprehend
them, and proper indexes to the whole.
The Debates of the next Session, it is computed,
will, with the Appendix, make a volume of five
hundred pages, at least, and will be furnished to
subscribers, through the Post Office, in sheets, as
published, (or reserved at this Office, at the sub
scriber’s option,) at tiirf.f. hollars for the vol
ume, lie it more or less, to lie paid in advance in all
cusps of transmission beyond the limitsof the city
The sheets will be transmitted as completed
without regard to any particular days, ns tho pub
lication mustof course be regulated By the prepar
ation of the matter of which it is to be composed.
The subscription will in 110 case, unless within
the city, and not then unless specially indicated
be understood to extend beyond the volume uc

make an examination of Buckets, Ladders, Sic.
throughout the City, All persons not complying
with the following sections of aii Ordinance for
prevrintlng accidents by Fire Stc. will be returned
to Council.
Sec. 10. And be it further ordained, That every
home within the limits and Jurisdiction of this
pity, occupied and tenanted,. shall be supplied
with bucket* at the expense of the owners of
said premises, to,the number of at least the num
ber of five : plar.es in tho same, including such as
are in the out-buildings, and the said bdcketsshall
be equal in goodness and size to those procured
for the use of the City,und painted,on which shall
be painted in visible characlen the name of the
owners of said buckets ; ar d in case the owner of
any house or tenement should refuse or neglect
to tiave the snid backets supplied agreeably to
this ordinance, it shall and muy be lawful for tho
tenant to procure the same, deducting it out of
hit rent.
Sec. 11 And be it further ordained, That the
owner of every improved wharf shall furnish
twenty bucsets for the building or buildings on
such wharf, and deliver them to .Managers an4
Assistants of t^e Engines, on or before the second!
meeting of Council in July next; and the receipt
of any Manager Or Assistant, for such buckets,
shall be deemed a full compliance with this sec
tion, by tho ownor, for the number of buckets
mentioned in said receipt: And the owner of
every store in the City, tnat has no fire-place or
llnces nttuchcd to the same,shall furnish two fire-
mckcU for every store of such kind, and under
such regulations as other landlords are by this or
dinance. required to do.
Sec. 12. And be it further ordained, That every
owner of a wooden house or houses, brick, or
stone ho,use,or houses covered with wood,occupi
ed as dwelling-houses or'kitchens,shall providetne
same with a sufficient bidder, or have a scuttle or
door cut through the roof ofsuch house or houses,
large enough for a man to pass through conve

to tliis hill, residing in Scotland, claim to lie en
titled to n distribution of part of the undivided
estate of Wm Shaw, dcCrastAL and on motion, it
is ordered that all persons concerned do appear
before the Superior Cotfrt of Chatham' County in
the term of January next, then and there to es
tablish such their claims; and in default thereof,

san C. his wife, who was Susan C. Bona, stat
ing that Jacob Falim, before the intermarriage
of the petitioners, to wit; on tlie 22d day of June
1821, did in conjunction with one Joseph A.
Scott, execute a joint bond to the said Susan C.
in the penal sum of four thousand dollars condi
tioned for the payment of ( two thousand dollars
with Interest from dale, on or .before the first
day of March then next, and that for tin* better
securing the payment thereof, the said Jacob
did on the duy and year first aforesaid make his
certain indenture of mortgage, whereby lie
mortgaged to said Susan C. all that lot of ground
known and designated as Garden lot number
thirty nine, No 39, and alsd, that adjoining half
part of another lot known as lot number forty
two, No 42, containing together eight and a half
acres more or less situated to the east of the city
of Savannah and bounded to the north west of
Lot 1N0 26, to the south and enst by lands be
longing to the estate of Hampton Lillibridge,
and tho west by thfe public road leading to
Skidaway island whereon a brick yard is now
established and known by the name of Fahms

O N the petition of .Tno. Retan stating that
Nathan Baker did on the first day ol May
1822, the belter to secure the payment of bis
certain promissory note of tlmt date for the sum
of two thousand dollars, payable to the said John
Retail, or order, on or before the 1st day of May,
1824. with interest at 7 per cent per annum, by
his indenture, under his seal, hearing date the
day and year first aforesaid, mortgaged to tlie
said John Retail, all tlie undivided moiety or
half part of all that tot of land, situate, lying and
being in tlie city of Savannah, and known and
distinguished in the'plan thereof by the number
one (1) Tyi onnoll tything Dnrby ward, together
with tlie appurtenances, and further staling tlmt
the said promissory note remains wlioly unpaid,
and the said mortgage in full force, anil praying;
tlie foreclosure of tlie said mortgage.
On motion of W. W. Gordon, ultorncy for the-
pclioner, it is ordered that the sqid Nathan Ba
ker do pay into this court, within twelve months-
of tliis date, the principal and interest due on
the said note and the cost of the said application,
or in default thereof, timt the equity of redemp
tion of the said Nathan Raker of and to the said
mortgaged premises, be thenceforth and forever
foreclosed.
And it is further ordered, that a copy of tliis
rale be served on the said Nathan Bak« r„ut least
six months before tlie time appointed for the
myme'nt of said money into court, or published

that Ray Sands, on the fifth day of June ei"b'-
teen hundred and twenty-four, for tlie better se
curing the payment of his certain bond or writing
obligatory, benring date the day mid year afore
said, whereon lie the said Ray aci:nowlodgeilhini-
self held and bound unto the said Nicholas.!. Bay
ard, in the penal sumr of four thousand dollars-
conditionCd for the pajfaiet of one thousand dol;
lore on or before tlie first day of October then
next, and the further sum of one thousand dollars
on the fifst day of j January, then next, did mort-
gagc all that tract, piece, or parcel of land, lying,
being and situate on Cumberland Island in-the
county of Camden, nnd known by the name of
Cotton Bluff, containing four hundred and fifty
acres, bounded on the north by lands of Shierer,
on the south by lands of Nathaniel Green, and on'
the west by salt marsh, together with the appurte
nances—and further stating that the snid sums of
money remained unpaid, and pray the foreclosure
of tlie equity of redemption of. the said Ray.
On motion of W. W. Gordon,.nUorne.y for the
petitioner, it is ordered that the said Ray Sands do
pay into this court before the expiration of twelve
months from this date, the said several sums of
money in the condition of the said bond mention
ed, together wjth the interest and cost, otherwise
that the. equity of Redemption of the snid Ray
Sands his heirs, executors, administrators and as
signs, of, jn and to the said mortgaged premises,
be thenceforth and forever foreclosed.
And it is further ordered, that tliis rule be pub-
lishcd in one of the Gazettes of tliis state at least
once a month for^wefve months, or that, a copy
be served on-the said Hay -,Sands, at least six
months before (he'expiration of the time appoint

that one John Christopher, of the county
of Camden, being indebted to one Henry Sadler
or order in a lioto of hand, dated St. Mary)j in
said county, on the 9th October 1822, in the smu
of Five Hundred Dollars, payable w ith interest
from the date on the first day of Jnnticry then
next ensuing, did mortgage to the said Henry his
lieirs and as-drns, to secure tho payment of the
note aforesaid with interest on the sume—a cor-
tnin lot of land in tlie town aforesaid being cart
of lot No. 1 beginning at the west corner of a
lot belonging to one Calvin Hayes, thence rim
ing south 100 feet on St. Marys Street, thence
northta Bryant St. east to C. Hays’ land thence
south to tlie beginning, with the margin attached
to the same on tlie south side of fet Marys dr
Bay st. being a hundred feet on tlie street and
running from thence directly to the river St.
Marys, together with nil and singular every tiling
thereto appertaining,that thesaidHenry Saddler,
to whom and to whose heirs and assigns the said
mortgnge was made on the 24th of Sept. 1823,
July ussigned by de.cd, suid mortgage to the pe
titioner, there is now due on said mortgage, the
sum of Five Hundred Dollars with interest from,
the 1st January 1822, and praying for the foreclo
sure of tiie equity of redemption, lathe said John
Christopher, his h -irs und assigns in tho
mortgaged premises and that the same be
foreclosed according to law.
On motion of Belton A Copp, attorney for pe
titioner, it is ordered that the principal! and in
terest due 011 the said mortgage together v ItU

within twelve months from tliis date, otherwise

means of great labor and exertion of the maim
gcrs,nnd negro slaves of the said libellants, they
have saved ahd preserved pieces of Mahogany
wood, from the Wreck of the. British ship Albion,
which imd been wrecked in the gale of the four
teenth of September lust ; and was driven on tlie
bench of the Island of Saint Catherines, in the
said District, and praying a reasonable salvage or
allowance therefrom. And wherensthe Judge of
the District-Court for tlie District aforesaid, hath
ordered and directed the Twelfth day of Novem
ber next, for all persons concerned, to be cited to'
appear at tlie Court House, in the City of Suvan-
nati, at ten o'clock of that day, and shew cause If
