Owners and Tenants of Houses
Take Notice.
T HE Managers and Assistants of Fife Engines
will on Monday, the 15th inst. proceed to
make an exuminatiOu of Buckets, Ladders, he.
.throughout the City. ’ All persons not complying
with the following sections of an Ordinance for
preventing accidents by Fire fac. ivill he returned
to Council.
Sec. 10. And be it further ordained, That every
house within the limits and Jurisdiction of this
City, occupiud and tenanted, shall be supplied
with buckets at the expense of the owners of
suld premises, to the number of at least the num
ber of five-places in the same, including such as
are in the out-buildings, and the said buckets shall
he squnl in goodness and size to those procured
for the use of the City,and painted,on which shall
be painted in visible characters the name of tile
owners of said buckets *, and in case the owner of
any house or tenement should refuse or neglect
to haVe the said buckets supplied agreeably to
this ordinance, it shall and may be lawful for the
tenant to procure the same, deducting it out of
Ids rent.
Sec. 11 And he it further ordained, That the
owner of every improved wharf shall furnish
twenty bucKets for the bulldiug or buildings on
such wharf, arid deliver them to Managers and
Assistants of the Engines, on or before the second
meeting of Council in July next; and the receipt
of any Manager or Assistant, for such buckets,
shall he deemed a full compliance.^vith this sec
tion, by the owner, for the number of buckets
mentioned in sniil receipt; And the owner of
every store in the City, that lias no fire-place or
places attached to the same, shall furnish two fire-
buckets for every store of such kind, and under
such regulations ns other landlords are by this or
dinance required to do.
Sec. 12. And be it further ordained, That every
owner of a wooden house or houses, brick, or
stone house,or houses covered with wood,Occupi
ed a3 dwelling-houses or kitchens,shall providethc
same with a sufficient ladder, or have a scuttle or
door cut through tlie roof of such house or houses,
large enough for a man to pass through conve
niently, under the pcnautly of a fine not excee
ding thirty dollars..

W HEREAS John W. Long assignee of the un
derwriters lit Lloyds in London, in the
Kingdom of Great Britain, the supposed insurers
of the Ship Albion and cargo, lias exhibited his
libel or complaint, in the District Court of tlie U-
nited States, for tko District pf Georgia; stating,
nlleging and propounding, that the British Ship
ion, laden with Mahogany, Logwood, and di
vers other articles, \vns, on the morning of the 15th
September |a»t, by the force of the wind and
waves driven on the beacli of Saint Catherines
Island; in lho District aforesaid, and there aban
doned by licrcrew; nnd that much. of tlie cargo
has floated out of the saidShin, some partof which
has been taken by George 11. Johnston, .'Patrick
Houston nnd George M. Wnldburg, nnd by divers
other persons, to a place of greater safety, and
that part thcref still 'lies on tlie beuqh of said
Lslnnd, below high water mark exposed to the sea
That the Agent ol the underwriters at Lloyds, un
der the impression that the said Ship ana cargo
were insured at Lloyds, has for the benefit of oil
concerned, sold.the interest of the said underwri
ters aforesnid, therein at publick sale to John W.
Long. But the said persons, who have removed
n part of the cargo to a place of greater safety,
claim to be enlitled to salvage thereon, and pruy-

PROSPECTUS.
A CCORDJNGto an intimation heretofore given,
there will be published at the Office of the
National Intelligencer, during the next session of
Congress, and, if encouraged by the approbation
of the Public, at every session thereafter, a RE
GISTER OF DEBATES IN CONGRESS, intend
ed to comprehend a more full Report of the Speech
es on topics of general interest, in each House of
Congress,than has ever heretofore been published,
or than can be given to the Public througli (be or
dinary and limitedc!mnnel,the columnsof a news
paper. This compilation will be of the most au
thentje cast,printed with great regard to accuracy,
and in a form for durable preservation.
This undertaking'is not'of course intended to
substitute or supercede the Reports of Debates for
the National Intelligencer, but rather, by with
drawing the hcayy and extended Reports from its
coiumns„to enable tlie Proprietors of that Journal
to furnish, every day, in a comprehensive form,
intelligible Reports of tlie Proceedings nnd Dis
cussions in the day preceding', on both Houses.
The “Reoistfu” is necessarily an experiment,
but it is au experiment the success of which wc
see no reason tqjhmbt. Every one who takes an
interest in our political history, us well as all those
who engage iu the duties of political life, must
have felt and lamented the want of a Record’ of
Debates in Congress, in a convenient form, with
indexogwhich might lead tlie enquirer to any sub
ject debated, nnd to the name of any one who on-
gaged hi debate. Such a work would bo an ele
mentary book for young politicians, and wc have
mvhesitation in asserting that [lie possession of
such a one, from tlie comiiiencemeiif of the exist
ing government to this day, would be of immense
value to the nation, were it only to shew what has
heretofore been said upon questions which are
continually recurring for discussion, and produc
ing needless consumption of time by superfluous
debate. What is true of the years that lmve past,
will, as soon ns they nre gone, be equally true of
those in which we, live.
It is not only, therefore, as a vehicle of present
information, but also as a book for future rclerence
—os a National Political Repository and Text-Book
that we hope this work will be both useful and
popular.
From tlie lowness of the subscription to this
work, it willhe seen that it is no partof our cal
culation to realize uny present profit from it. On
the cqntrury, we shall, 111 all probability, lose mo
ney by It fora year or two, hoping that thereafter
its established character will ensure-it a sufficient
patronage to make it profitable.

to fill a half sheet, (8 pages.)
The work will be printed in tlie octavo form, on
a super royal paper, made for the purpose, and on
a brevier type,in double columns—each page com
prising ncurly as much matter as one of the co
lumns of the Nut ional Intelligencer.
It will contain us full and accurate Reports ns
can be obtained of all Debates on main questions,
and of all interesting Debates on incidental ques
tions; with an Appendix, containing a list of the
Members of each House, the Yeas and Nays in
eucli llouso on questions which have been the
subject of Debate, such Documents, connected
with tlie subjects of Debate,’ as muy be deemed
essential to cnuble the reader to comprehend
theni, and proper indexes to the whole.
The Debutes of the nest Session, it is computed,
will’, .with the [Appendix, make a volume of five
hundred pages, ut least, and will be furnished to
ume, be it more or less, to be paid in advance in all
■cases of transmission beyond tlie liiriitsof the city,
The .sheets' will be transmitted as completed,
without regard <0 any particular days, ns the pub
lication must of course be regulated by tlie prepar
ation of the matter of which it is to be composed.,
The subscription will in no case, unless within
the city, and not then uiiless specially, indicated,
be understood to extend beyond the volume ac
tually paid for in advance.

The Debates of the Session of Congress follow
ing the next, mid Of the first Session of every Con
gress, will, it is supposed, fill about one thousand

for the first Session of each Congress, be its con
tents more or less than 1001) pages, will be fixed at

affections arising therefrom; Ulcers in tlie larynx,
4-c. and the dreadful diseases occasioned by a
long und excessive use of Mercury, tfa. It is al
so used in Diseases of tlie Liver.

I have within tiie last two years had an oppor
tunity of seeing several eases of very inveterate
Ulcers, which having resisted previously tlie re
gular modes of treatment, were healed by the use
of Mr. Swaim’s Panacea, nnd 1 do believe, from
what I have seen, thnt it will prove an important
remedy in Scrofulous, Venereal and Mercurial

Whearas Ciiurles Gregory executor of Thomas
G. Davis late of Chatham county deceased has
petitioned the honorable the court of ordinary to
tie discharged from his said executorship.
These are therefore to cite and admonish all
mid singular the kindred and creditors of the
said deceased, to file their objections, if any they
have, in the office of tlie Clerk of the court of
ordinary on or before foe 7th day of March next,
otherwise letters dismissory will be granted the
petitioner.

tlie Justices of.the said court this seventh day of

O N the petition of Aaron Cleveland and 5u-
snn C. his wife, who was Susan C. Bonn, stat
ing that Jacob Fahm; before tiie intermarriage
of the petitioners, to wit; on tlie 22d ifayof June
1821, did in conjunction with one Joseph A.
Scott, execute a joint bond to the said Susan C.
in the penal sum of four thousand dulhirs condi
tioned for tlie payment of two thousand dollars
with interest from date, on or before the first
dny of Mnrclt then next, and thnt for the better
securing the. payment thereof, the said Jacob
did 011 tlie day and yenr first aforesaid make his
certain indenture of mortgage, whereby lie
mortgaged to said Susan C. all thnt lot of ground
kuown and designated as Garden lot number
thirty nine, No 39, und also, that adjoining half
part of another lot known ns lot number forty
two, No 42, containing together eight anil a half
acres more or less situated to the east of the city
of Savannah and hounded to foe north west of
Lot No 26, to foe south and' east by lands be
longing to the estate of Hampton Lillihridge,
and the west by tlie public road leading to
Skidawny island whereon a brick yard is now
established nnd known by the name of Fuhms
brick yard- that there Is now on the suid bond
or mortgage obligatory foe sum of eighteen hun
dred dollars with interest from tlie 23d day of
January 1823, and praying tlie foreclosure of the
equity of redemption of tlie said Jacob and ids
heirs, executors, administrators and assigns in
nnd to the said mortgaged promises—On motion
of W. W. Gordon, attorney for the petioners—
It is ordered that tlie principal' and interest due
on foe said bend or writing obligatory together
with the cost of this application be paid into this
court within twelve months from this date, or in
case of default that the equity of redemption of
said Jacob Falim, his heirs, executors, adminis
trators and assigns be from 'thenceforth forever
foreclosed and thnt such further and other pro
ceedings be had thereon, as are pursuant to foe
statute in such case made and provided—And it
is further ordered that tiiis rule be published in
one of the Gazettes of this state at least once n
month for twelve mouths, or that. a copy, be

Nathan Baker did on tlie, first day of May
1822. the better to secure the payment of his
certain promissory nolo of that date for the sum
of two thousand dollars, payable to tlie said John
Retail, or order, on or before tlie 1st day of May,
1824. with interest at 7 per cent per annum, by
Ids indenture, under his sent, bearing date the
day nnd year first aforesaid, mortgaged to the
said John Retail, all tiie undivided moiety or
half part of all that lot of land, situate, lying and
being in tlie city of Savannah, nml known and
distinguished in foe plan thereof by the number
one (1) Tyi unncll tything Darby ward, together
with the appurtenances,' and further stating Hint
tlie said promissory note remains whoty unpaid,

O N the petition of Nicholas J. Bayard, stating
thnt Ray Sands, on the fifth day of June eigh
teen hundred und twenty-four, for foe better se
curing the payment of his certain bond or writing
obligatory, bearing date the day und year afore
said, whereon he the said Ray acknowledged him
self held and bound unto the said Nicholas J. Bay
ard, in foe penal sum of four thousand doliars-
conditioned forthe paymet of one thousand dol,
Jars on or before the first day of October then
next, and the further sum of one thousand dollars
on the first day of January then next, did mort
gage nil that tract, piece, or parcel of land, lying,
being and situate on Cumberland Island in the
county of Camden, and known by the name of
Cotton Bluff, containing four hundred and fifty
acres, bounded on. the north by lands of Shiercr,
on tlie south by lands of Nathaniel Green, and on
foe west by salt marsh, together with tlie appurte
nances—nnd further stating that the snid sums of
money remained unpaid, and pray the foreclosure
of the equity of redemption of the said Ray.
On motion of W. W. Gordon, attorney for foe
petitioner, it is ordered that the said Ray Sands do
pay into this court before foe expiration of twelve
months from this date, the said several sums of
money in the condition of foe said bond mention
ed, together with tlie interest and cost; otherwise
that the equity of redemption of the said Ray
Sands his heirs, executors, administrators and as
signs, of, in and to the said mortgaged premises,
be thenceforth and forever foreclosed.
And it is further ordered, font this rule be pub
lished in one of the Gazettes.of tliu state at least
once a month for twelve months, or that a copy
be served on foe said Rny r Sands, at feast six
months before the expiration of the time npppint-

said county, on the 9th October 1822, in tlie’sum
of Five Hundred Dollars, payable with interest
from foe date on foe first day of January then
next ensiling, did mortgage to the snid Henry his
heirs and assigns, to secure the payment ol tin-
note aforesaid with’ interest on the same—a cur
tain lot of land in tlie town nforesa’nl being part
of.lot No. 1 beginning at tlie West cornel- c.f a
lot belonging to one Calvin Hayes, tiirin rim
ing south 1(XX feet on 8t. Marys Street, thrnen
north to Bryant St. east to C. Hays’ land foenco
south to the beginning, with the margin attached
to tiie same on tlie south side of St. Marys or
Buy st. being a hundred feet on the street and
running from thence directly to foe river St,
Marys, together with nil mill singular every tiling
thereto appertaining, that the said Henry Sadiiler,
to whom und to whose heirs und assigns foe said

July assigned by deed, said mortgage to (k pej
titioncr, there is now due on said mortgage the
sum of Five Hundred Dollars with interest from,
the 1st Januury 1822, and praying for the toreclo

On motion of Belton A Conp, attorney for pe

trict Court of the United States forthe District of
Georgia aforesaid, stating and propounding that by
means of great labor sot! exertion of foe tnanu
gers, nnd negro slaves of foe said .libellants, they
have saved und preserved pieces of Mahogany
wood, from the wreck of the British ship Albion,
which hnd been wrecked iu the gale of the fouiv
teenth of September last; and was driven on tho
beach of the Island of Saint Catherines, in tho
said District, and praying a reasonable salvage or
allowance thcrefAm. And whereas the Judge of
tiie District Court for the District aforesaid, hath
ordered and directed the Twelfth day of Novem
ber next/for all persons concerned, to be cited to
appear at foe Court Home, in the City of Savan-
