health, which she assured me had been the,

are of course visible, and the lower extre
mities present an appearance which heg-

that in June, 1818, a tumour formed im
mediately below the knee, which was -ex

Tho tumor opened, and mis succeeded by
many others, until -the whole limb was
covered with large corroding ulcers. Me-
dicnl skill was entirely unavailing to check
the progress of the disease, and the patient
.was reduced to a. most deplorable condi
tion, the flesh seemed to he separated from
the hones—the immense discharge from so
many irtcers, Completely prostrated the
patient's strength, her appetite -was gone,
and nature nearly exhausted.
In this state of misery Mrs. Applegate
assod uwjpr the hands of several skilful
Uysicians, without experiencing benefit,
for a per iod of seven years.
To give vott a just idea of her sufferings,
as gathered from her own candid and art
less description, I confess my utter inabili
ty. She lingered on. sometimes able t
take a little exercise in a carriage, and
then again unabto lo leave her bed for sev
eral ’successive months, (tntil about Jive
years after she was first attacked with dis
ease, when as she was riding the horses
ranawayyoverturned tho carriage,threw her
out, and caused a compound fi.icture of
the hip. Under this accumulation of mi
serv. and suffering, she lingered two years,

were constantly sloughing out, and her sit
uation was wretched and pitiable beyond
comparison, cheered hy no ray of hope,
doomed to wear away a miserable exis
tence, and hourly wishing for death. She
was told hy some of her friends .that

Philadelphia: this removal wa* with diffi
cully accomplished, nnd she remained, as

is impossible to express tho astonishment
created hy her rojnrn, in the minds of a I
who hftd seen her during the seven years of
her sufferings. . She was soon, to general
admiration, restoretlyo perfect health.

titled an act to grant certain powers to
the cormnusioncrs of Pilotage, and for
farther preventing the obstruction of the
ffnvaartah river.
’’Kfi^IEIcEAS, the river Savannah is
vi frequently injured by the project-
'ing of the wharf heads into the. river, be
yond the line of the authorised survey of
ihc wharf lots, and hy the sliding, washing
or caving in of the material with which .'the
wharves are filled in, in cbnsequence o
the defective manner m which said wit arm
are constructed, or in consequence of seme
decay, or want of reparation.

and it ish rehy enacted by the authority aj
the same, That it vhall he tho duty of the

River .Savannah, and they are hereby ait-
thoriso'L to Visit, inspect nnd examine, an
nually, in rhcMiiontn of June, the several
wharves on said river between Ray’s Hall
and the ocean) and should any wharf seem
In them to require repair, whereby injury .to
the river, in their ^opinion, maybe prevent
ed, they shall cause the same to he inspect
ed ami surveyed hy nti uldcrmnmf the city
of Savannah, a wharf holder, and a mas
ter carpenter or wharf builder, and if said
suiveyors, or a majority of them, shall he
of tho opinion that said wn«\rf requires re
pair, then the owner or owners, tenant or
tenants thereof, his, her or their agent or
’gents, representative or representatives,
shall within three months thereafter, well
and sufficiently in tho opinion of said sur
veyors, nr a majority of them, repair, or
uause to he repaired, said wharf, so deem-
etVto be in need thereof; apd if he, she, or
they, shall refuse, fail or neglect so to re
pair said wharf, or tnuso it to ho repaired,
within the time nforesnid, it shall he the
duty of said commissioners to cause the
same to he repaired and the owner or owr -
.ers, tenant or tenants of such wharf, his,
he>, or their agent or representatives, shall
forfeit and pnv to the commissioners foi
the use of said river, the sum of two hun
dred dollars, together with all the costs,
charges nnd expenses of the repairs, to he
recovered in auv,court of competent juris
diction; uml which may ho levied hy dis
tress and sale of said wharves and the lot or
Ittf* thereupon appertaining;, or bv any nth
er execution or process against the person
or property of the defendant.
§ 2. And be it further enacted by the au
thority aforesaid. That if am vessel, boat,
flat, ark. hulk, wreck, crib, i aft,or erection,
shall he sunk, or Cruised, or permitted, or.
stiff le t lo be junk in the river Savannah,
between Rav’s Hall nnd the ocean, or to
drill up and down said river, ur to lodge to
the injury or annoyance of the navigation
thereof, against the wharves, hnnks, slimes
or sides thereof, or any of them, the person
' ho shall so sink, or cntis« to he sunk, or to
drift or lodge, as aforesaid, or thedwneror
owners, master, consignee or consignees or
other person or persons, having charge of
such vessel, boat, flat, or crib, raft or erec-
lion, ms aforesaid, shall forfeit and pay to
aid commissioners, for tho me of. the river
a fores iid. a penalty not exceeding five
hundred dollars, to he assessed hv «nid com
missioners," which may he incov'ered in any
court of competent jurisdiction.
§3 Anri whnreas, it frequently happens
that vessels, hulks, or wrecks, condemn' d
or deemed unseaworthy, are dismantled,
nnd partially broken lip, at or neat the
wharfs, where thtv nre'left in a state lia
ble to sink, or otherwise become an ob
struction to the navigation of the river.
Re it enacted by the authority aforesaid.
That whenever any Vessel, wreck, or hulk,
deemed by’’the commissioners to be,'or
likely to become an. obstruction as afore
said, it shall he the duty, of the commis
sioners to require ofj he person or persons,
their agents or legal representatives Inst
haying had charge of the same, to remove,
or cause to lie removed, said obstruction,
or threatened obstruction, ns aforesaid, to
some spot on the shoal ground between
Hutchinson's and Fig Islands ns shall he
designated hy the chairman of the said
commissioners; Sind whenever npy vessel,
wreck or hulk, so deemed hy the said com
missioners an obstruction or likelv to be
come so, shall he sold, it shall he the duty
ot ‘the auctioneer, or person or persons sel
ling or otherwise disposing of the same, to

of sale, or other disposition thereof, af and
from tlie purchasers, or person or persons
