(Cl IR—Enclosed you have a letter, a de-
kJ position, and certificate entitled to the
highest consideration. If such detail as is
hero sworn to by the unliuppy sufferer her
self, and certified to he truo, ns of their own
knowledge, by two most respectable Pliy
slcinns, and by the Magistrate before whom
the deposition was made, then do I aver
that those who resist such evidence would
not believe even though the miraculous
cure should he performed under their own
ayes. This case has made a deep and last
ing impression on the neighborhood where
Mri. Applegate lives, and I do not at all
doubt hut it will lenve an impression little
less durable wherever it shall be read. I
ask, and am asked by others, with such
wonderful cures sustained by tho most un.
impeachable testimony, why Is not Swalm’
Panacea prescribed by more of our regular
Physicians? Thej know well the cases in
aihiclt it would surely ke efficacious. If
it were not for tho high respect I have for
the Medical Profession, I would not hesi
tate to impute their conduct to jealousy or
envy, or to some equally unainiablo quality.
I ask from the public for the following
statement, deposition and certificate, a can
did and impartial hearing. I ask no more,

Sin—Being for a few day. at this place,
and ImvinR heard astonishing accounts nf
the cure of Mrs. Sarah Applegate, of a
disease which had baffled the skill nf the
best physicians, for Seven years, I'detei-
mined to call and be convinced if it were
strictly true. I found her enjoying good
health, which she assured me hud been the
ca. e for the last three years—from the time
she had been cured by iheuseofS WAIM'S
PANACEA.
The horrid ravages made by the disease,
nre of course visible, and the lower extre
mities present an appearance which beg
gars description, that disease in any form
could make such inroads on the human sys
tem without pioduelngDenth, Isasastonish-
ing as it is wonderful. Khe Informs me
thatin June, 1818, a tumour formed im
mediately below the knee, which was ex
tremely painful,the uneasines and swelling
ofitr.nuscd her so much alarm,that shenpj
plied tn a medical gentleman for relief.—
The tumor opened, and was succeeded by
many others, until the whole limb was
covered with large corroding ulcers. Ale-
dicnl skill was entirely unavailing to check
the progress of the disease, and tne patient
was reduced to a most deplorable condi
tion, the flesh seemed to be separated ftonr
the bones—the immense discharge from so
many ulcers, completely prostrated the
patient's strength, her appetite was gone,
and nature nearly exhausted.
In this state nf misery Airs. Applegate
passed under the hands of sovernl skilful
’hysielans, without experiencing benefit,
for a period of seven years.
To give you a just idea of her sufferings,
as gathered from her own candid and nrtj
less description, I confess my utter inabili
ty. Khe lingered on. sometimes able tn
take a little exercise in a carriage, and
then again unable to leave her bed lor sev
eral successive months, until about Jive
years after she was first attacked, with dis
ease, when as sire was riding the horses
ranaway, overturned the carnage,threw her
out, and caused a compound fiaclure of
the hip. Under this accumulation of mi
sery arid-suffering, she lingered tico years.
Her bones and integuments were laid bare,
large pieces of the remaining flesh sire had
were constantly slpughing out, and her sit
uation was wretched and pitiable beyond

that he belongs to John Pitman but does
not know where his master lives,nor where
he ranawav from. I am induced to be
lieve thnt he is owntd by some one else,
lie is 4 feet 9 1-4 inches high and about 15
years of age; he stammers a little when
speaking.

ity, this unfortunate woman was restored to

nate and House of Representatives of the
Stats of Georgia in General Assembly met.
and it is hereby enacted by the authority oj
the same, That it shall be the duty of the
commissioners of pilotage for the Bar and
River Savannah, and they nre hereby au
thorised to visit, inspect and examine, an
nually, in jhe month nf June, the several
wharves oil said river between Ray’s Hall
and the ocean; nnd should any wharf seem
tnthem to require repaii, whereby injury to
the river, in their opinion, may ho prevent
ed, they shall enuse the same to be inspect
'd and surveyed by nn aldermauof the city
of Savannah, a wharf holder, and a mas
ter carpenter or wharf builder, and if aald
surveyors, or a majority of them, shall be
of the opinion that said wharf requires re
pair, then the owner of owners, tenant or
tenants thereof, his, her or their agent or
agents, representative or representatives,
shall within three months thereafter, well
and sufficiently in tho opinion of said sur
veyors, or a majority of them, repair, or
cause to be repaired, said wharf, so deem
ed to he in ncod thereof; and ifhe, she, or
they, shall refuse, fail or neglect so to re
pair said wharf, nr cause it to be repaired,
within the time aforesaid, it shall lie the
duty of said commissioners to cause the
same to he repaired and the owner or own
ers, tenant nr tenants of such wharf, his,
hei, nr their agent or representatives, shall
forfeit and pay to the commissioners foi
tlie' use of said river, the sum of two hun
dred dollars, togelher with all tlie costs,
chnrges nnd expenses of the repairs, to be
recovered in any court of competent juris
diction; and which may be levied by dis
tress and sale of said wharves and the lot or
lots thereupon appertaining, or by anyoth
er execution or process against the person
or property of the defendant,
§ 2. And be it further enacted by the au-
thority afmsnid, That if any vessel, boat,
flat, ark, hulk, wreck, crib, raft.or erection,
shall be sunk, or caused, or permitted, or
sufftned lobe sunk in the river Savannah
between Ray’s Hail and the ocean, or tc
drift up and down said river, or to lodge to
tlio injury or annoyance of tlie navigation
thereof, against tlie wharves, hanks, slioies
or sidps thereof, or any of them, the person
u ho shall so sink, or cause to be sunk, or to
drift or Iniigc, as aforesaid, or the owner or
owners, master, consignee or consignees nr
other person nr persons, having charge of
such vessel, boat, flat, or crib, raft nr erec
tion, ns aforesaid, shall forfeit and pay to
aid commissioners, for tlio use of the river
aforesaid, a penalty not exceeding five
hundred dollars, to lie assessed by said com
missioners, which may.be iccovered in any
court of competent jurisdiction.
§ 3 Ami whereas, it frequently happens
thnt vessels, hulks, or wrecks, condemned
or deemed unsoaivortby, are dismantled,
nnd partially broken up, at or neai the
wharfs, where they are left in a state lia
ble to sink, ur otherwise become an ob
struction to the navigation of the river.
Be it enacted by the authority aforesaid.
That whenever any vessel, wreck, ur hulk,
deemed by the commissioners to ke, or
likely to become nn obstruction as afore
said, it shall be the duty of the commis
sioners tn require of the person or persons,
their agents or legal representatives last
having had charge of the same, to lemnvc,
or cause to be removed, said, obstruction,
or threatened bbstruction, as aforesaid, to
some spot on the shoal ground between
Hutchinson’sgind Fig Islands as shall he
designated by tlie chairman of the said
commissioners, and whenever any vessel,
wreck or hulk, so deemed by tlie said com
missioners an obstruction or likely to be
come so, shall be sold, itsliall.be the duty
ot the auctioneer, or person or persons sel
ling or otherwise disposing of the same, to
demand and take as one of the conditions
of sale, or other disposition thereof, of and
from the purchasers, ur person or persons
otherwise coming into possession thereof,a
hood with good and sufficient securities,
to be approved by said colnmissioneis or
their chairman, in the sum of 8500, paya
ble to said commissioners, conditioned to
remove, or. cause to be removed, such
wrecK, bulk, or vessel, to some spot on tho
shoal ground between Hutchinson’s and
Fig Islands, to he designated as aforesaid,
and if such person or persons having charge,
or. having last had charge dr possession of
such vessel, wieck, hulk, or other obstruc
tion, as aforesaid, on requisition made to
them by the conunissionars of pilotage
through their chairman, shall refuse, neg
lect, or fail, to remove the same within sucli
time as said commissioners may think the
exigency of the case requires,; and to sucli
spot as shall be pointed out to him, her, or
them; nnd also, if such auctioneers, or oth
consignee or consignees, or other person or
persons having charge of such vessel,
wrock, or hulk, shall forfeit and pay to said
commissioners,, for the use of said river, a

by said commissioners, which may he re

of said river, not exceeding the sum of
8200, together with all oosts, charges, and
expenses of such removal |o be recovered

§ 0. And bt it further enacted, That if
any person or persons shall place or lay
any vessel, wreck, or hulk, nr oauie any
vessel, wreck, or hulk, to be placed or to
lie on shoal bank, bed or bar, in said river;
between Ray’s Hall and the ocean, except'
by and with tlie permission of laid commits
sionert, signified in wilting, and unless se
cured in.the manner specified in and by '
said permission,itich person or persons,ow
ner or owners, shall foifeitamj pay to said
commissioners for ihe use of said river, a *
penalty not exceeding 8500, to be assessed
by said commissioners, which may be re
covered In any court of competent jurisdie- .
lion.
§ 7 And be it further enacted by t&e au
thority aforesaid, That If any. person or
persons shall resist, oppose, obstruct, or
bent commissioners or surveyors or them, .
or either of their agents, or servants, or.
any of jhem herein before mentioned eve
ry such person shall be deemed guilty of a
misdemeanor, and nn conviction thereof,
shall pay a fine or be imprisoned in the
common jail, or both in the discretion of
tlie court.
§ 8. And be it further enacted by the au-
thoriii) aforesaid, That, whenever nn ac-
tion, or cause of action shall accrue or a-
liso within the Intent or meaning of that
act, tile affidavit uheieon to found an at
tachment or other legal proceeding, or to
hold (lie defendant or defendahts lo bail
thereon, may bo made by the chairman of
said commissioners or their agent.
§ o. And be it further enacted, That
this act shall lie published at the expense
of the aforesaid commissioners, once a
month for the term of three months in
each of the gazettes in the city of Savan
