J.i believe oil Vr. Parkins’simple assertion
that a respectable citizen, or a public func-

Catholie F.maniipation.—The King's
Speech.—We presented our readers on
(Saturday with the King’s Speech, which
has heen expected with tne greatest ca
gerness in ’ifeat Britain, and witlt no in
considerable hitorest in this country. ’Tills
document, -which is- always.framed with
nue political ainhigjni-y. would se,m. if
taken literally, tojitvolve a condition pre
Cedent fo any meusnres for tlio relief of
Ireland, that would stop nil onciliidion at
the till eihotd , we mean the suppression of
the C*tho|ic Assiieiation. It is then only
that the laws imposing disabili iex-on the
CaiKolic are to be reviewed. So, elso,
these disabilities a.e to be renioied onTr
ifthat ean be done consistently with the
security of the established chtirrli, and
thi- rights and privileges of tho bishops
and clergy oftlte realm. In truth, how
cv«r, these'seem to be words of coarse,in-'
tended n* the Times saw. to sooth the
mortified feelings of tlie Hrtmsivickrrs.
The Catholic Association will virtually
cease "when its objects are likely to he ac
•oinplislted. •
.Mr. O'Con e'l says indeed, in n-recent
speech, “rite motion I intend to snlunR is,
that, on the day wlieuji bill for our uncoil.
ditional eniancipiilion shall have received
the royal assent, the Catholic Association
of Ireland- shall stand dissolved forever.’'
That gentlemen speaks in the most coufi
dont tone of the.hpproaoding triumph of
the cause.. As to tho security of the I’to
testant establishment, that, it has alwayi
been-contended hv the Catholics, cannot
be erid mgered by Calhollo emancipation
As to the rights of the clergy, they are
more easily reconcileablo perhaps than their
privileges; with . tltis enfranchisement—
The true meaning of tho king’s speech
as to tills ifnporliim measure, may best lie
gathered from the expressionxof the mov
ers of thmaddress in reply fo il,in the two
houses of Parliament,- These show beyond
a doubt, that it is tho intent of the British
ministry to set seriously about tire pacifica
tion of Ireland, in tire only way by which
thatobject can ever Ire accomplished. The
•Times gives immense praises to Lord Wel
lington for having brought to this point,
question to tho settlement of which Fox
Grenville, Cimqjng and Pitt were inade
quate. Tho Premier, how over, seems rath
er to deserve the praise of having been led
than of leading. Indeed tho conjuncture
may more properly he said to have .thrust
him on the iittendcd.acconrnrodatirifr.
The spcer.lt is very brief respecting tiro
aff iirs of tiro East, in which it seems how
ever, to settle one point at least; namely,
that jthe Emperor of Russia is ;o coplinuo
thb blockade of the Dardanelles and play
the part of a belligerent on the one hand,
while, on the other," ho remains u party to
the treaty of tho 6th of July; 1327. This
must be perfectly convenient to the Czar,
who will.thus be left at,liberty to pursue
his indemnities to whal extent ho pleases,
