He it enacted by the authority aforesaid,
That whenever any Vessel, wreck, or hulk,
leemed by the commissioners lo be, or r „
likely to beromenn obstruction .as afore,

their agents or 'legal representatives last
haying had charge ofthe same, to remove,
or cause to be remored, said obstruction,
or threatened obstrucrlon, ns aforesaid, to.
some spot on the shoal ground between'

designated by the chairman nf the said’
commissioners, and .whenever any vessel,

§ 4 And be at further tnaeted by the au-
hority aforesaid, That if any vessel,wreck,

elsewhere in said river, than at a spot in

§ 5. And be- it further enacted by the nu-

shall pay aflno or bo-imprisontd hi the
common jail, or both in the discretion of
thecourt.
% 8. And be it further enacted by the au
tharity aforesaid. That whenever an ac
tion, or cause of action shall accrue or
rise within the intent or meaning of that
act, the affidavit whereon to -found an at
tachment nr other legal proceeding, or tn
hold the defendant or dofondauts to bail
thereon, may be made by the chairman of-|
