I n response to the solicitation of friends throughout the coun¬ ty, I some time ago decided to make the race for Representa¬ tive, fully recognizing the re¬ sponsibilities resting upon any one who may have the honor of election to the General As¬ sembly. If elected my appre¬ ciation of tbe houor will be magnified iu consequence of the fact that the people are interes ted in the disposal ot quite a number of very complicated questions, the solution ot which demands nei ve and energy. Recognizing the right of ev¬ ery voter to know my position on all questions of interest to the commonwealth, I deem it not out of place to state that, if elected, I will oppose the pay rnentof betterments claimed by the Lessees of the State Road. In the original bill before the House of Representatives leas¬ ing the »V & A R R to the present lessees there was a sec¬ tion requiring the State to p»y the lessees Tor all improvements which they might put upon the Road at the close ot the lease. It was clear arid distinct in its provissions, after full dis¬ cussion, on motion this section of the bill was stricken out the house with only two dis¬ senting votes, no diffeience be "itfg made or suggested at the time between fixtures and the lolling stock. The State leased the lessees the road with us fixtures aud rolling stock suffi¬ cient to do the business of the road and they ran the road four months without improve¬ ments and bought only seven engines the first year. At the end of the second year after paying for all betterments divid ed among 23 lessees $146,000net earnings, nearly $6,000 to each lessee. I think the road after it has paid for all of these im¬ provements out of its earnings and after the lessees have made fortunes out of the State prop¬ erty in which they have never invested a dollar of their own money either for fixtures or rolling st /ck, should return the road as they leceived it from tbe State, that is, in a condi¬ tion to do the business it now carries on. I am oppostd to leasing the convicts as ti<ey are now leased. I am in favor of getting more lor them than is now received. They are bring* ing about $11.00 each, per year while the lessees make at least $200. on each, per year. Let them be placed where they will be treated humanely, and let us get a reasonable part of what they make. They must bs kept on public works, under proper keepers and good re¬ strictions. The piesent system will do if properly car:ied out; that is, if the State gets a rea¬ sonable portion of their ea n* iugs, and the convicts proper, ly caed for. They can be leas ed to responsible companies lor $75. per year, and that will bring to the treasury about $116,000instead of the $10,00'), we now get. My efforts sifdl to get them to where they wdl rewive good treatment, aud the -btate a part ot what tb.y earn years Ga. can pay the interest on her bonded debt and retain possession of this great property I am more specially opposed to its sale as one half its present rental is the basis of our com¬ mon school fund, and therefore obviates the necessity of direct tax tor a system of free schools, I am in favor of modifying our school law, so that the mon ey shall be divided pro-iataa mong tbe children of each dis¬ trict to be held by the County Commissioners until called Tar by the trustees of euch district to pay good teachers, who nre employed by the trustees of each school dis¬ trict. the commissioners to be paid by the applicants for school certificates according to grade and qualifications, which will leave a larger amount to benefit the parents and children of our common coun try. If elected I shall use my best en douvors to work iiutbfully and hon¬ estly tor the good of our county and the best interest of every citi - zon therein. Respectfully, A. T. Logan. A railroad between Spring Place and Dalton is uow being built on paper—when will the actual work begin? This is a road that has long but-u needed and until the peojile of Munay have some connection with the outside world by rail, they will just that long be behind other sections that have these priviJ edges. If this cant be done then I shall be in favor of putting them on the public road and work the public roads 'from the mountains to the sea coast. I am opposed to ths sale of the State road; I favor releas¬ ing it upon as favorable terms as possible. The argument in tavor of the sale is, we must pay our public debt and thus reduce the interest, or abolish the interest, which we are uow paying. To this I reply: the rental value of the road in¬ creases with its money value. It can always be leased for 4 per cent on the amount of raon ey it would sell for. Hence, if the toad would sill for $20, 000,000. seemingly an extrava¬ gant price, I would not consent to it, for if any capitalists con¬ sidered it worth that price they would gladly pay $800, 000 pf r year lor its lease. At that r ate in a little over 20 years the road would pay the State the $20,000,000 cash anu still owd the road. Gov. Brown said some years ago that the road if properly managed would earn $600,000 above all expenses, auuually. As its val¬ ue is increasing yearly with the increase of population and bus¬ iness, it would be madness m the people of Ga. to part with this valuable propel ty. We would be like the man in the fable who killedthe goose that laid the golden egg.
