SlR:—Prompted by no other feelings than a con
scious rectitude in the performance of iny official du
ties, and sensible that a wrong has been done to nie bv
my removal from the office of Post Master of this Ci
ty, I am induced to submit to you this communica
tion, so that the blame may rest where it properly be
longs. No public functionary in this Republic, how
ever elevated his station, is above censure and reproach
for improper and faithless conduct in the discharge of
official duty, or absolved from giving reasons for such
conduct, when it affects the rights and impugns the
character of a citizen; and 1 hold this proposition to
be correct in politics as well as in morals, that when
ever the Piesident of the United States thinks pro
per, voluntarily' and without any obligation on his
part, to make a public and written d« duration of
principles, and to define and lay down the rule of ac
tion by' which he will be governed in the discharge
of his official duties that those who are in office sub
ject to his will as well as the people generally, have a
right to expect he will act up to, and carry out those
prniciplcs and pledges so publicly and solemnly made.

after his election. In consequence of this declaration i
and pledge made by General Harrison, several gen- j
tleinen (and among the most respectable of this City,) j
politically attached to the present Adininhtr ntioii, who |
felt anxious that I should he retained in (Alice, drew i
up and signed a statement of facts (a copy of which j
is hereunto annexed) which was addressed and en- j
closed to the President of the United States, for j
the purpose of advising him of the course I had j
pursued since my appointment to office. Fearing j
that the statement in question might escape your no-1
lice, a copy' was transmitted, to the honorable Thom- j
as F. Foster, a membar of Congress from this State, !
(resident in this Cil\) w ith a request to lay it before j
you. A letter from that gentleman and also one from 1
the Post Office Department (a copy of which is sub- j
joined) communicated the intelligence that the re- j
quest to the Hon. Thomas F. Fo.-tcr had been com- f
plied with, aud that the petition had been referred
to that Department, and placed on file, and that
the original had been placed oil file the 5th of April
Iasi.
With this statement of facts before y ou, and with- j
out any charges against me (mi far as I know or he- j
lieve) of improper interference in politics, or of a faith- \
less and .dishonest discharge ol iny official duties, i
without notice, reasons, charges or a hearing, I have !
been uncei imoniously removed from office. This j
act of yours in connection with your solemn declara- ,
lion and pledges, would clearly justify the interference ]
to one acquainted w ith the facts, that i was obnoxious j
to the charge of “active partizanship—or by secret
means, the less manly and therefore the more objec- 1
tionable, had given my official influence to the pur- j
poses id, party thereby bringing the putranage of the ;
government in conflict with the freedom of elections,” !
or of a faithless and this honest discharge of my offi- |
cial duties. It is to these imputations against iny pri- j
vatc aud official character (implied by your voluntary
and public declarations, and subsequent course in
this instance,) to which I object. And I respectfully
ask ofyou to reconcile your declarations and pledges
w ith your act in this affair. If you arc not disposed
in vindication of vour private and official character,

section of the third Article of the Constitution declares that

by the Legislature, aud commissioned by the Governor, who
shall hold their offices for tbe term of three years, uuless re
moved by sentence on impeachment, or by the Governor, l)0 '
the addiess of two-thirds of each branch of “the General A»-
j sembly.” And whereas, also, a part of the fifteenth section

Schley, the present of this city, who received his ap
pointment iu July last, is a capable, efficient and ac
ceptable officer. That in the discharge of his public
duties and in bis official intercourse w ith all who have
had business with him, he has conducted himself with
uprightness and impartiality, and w ith reference on- j
ly to the proper administration of the duties of his
