Bond and security will be required for the faithful perform ance of the contract, and payments under it will be made quar terly. Price, quality of samples, and the sufficiency of the bidder will be considered together in awarding the contract; and the Postmaster General reserves to himself the right to an ! nul it whenever he shall discover that the same, or any part of it is offered for sale in the market for the purpose of specula | tion; and he will in no case sanction a transfer of the contract ! to any party who shall be. in his opinion, less able and qualified than the original bidder or contractor.
