Ac., Ac'., Ac.\ Washington, July 9. The President is much indisposed to-day, and is compelled to decline receiving visitors. The hot weather is too exhausting even for his vig orous constitution. A marine guard has been sent to Portland, hy order of the Secretary of Navy, to aid in protecting the city from thieves that have gathered there. They were sent at the citizens’ request. , The Senate to-day passed the army bill re ported by Wilson. The House passed Schenek’s array bill which will necessitate a Conference Committee. The memorial of the New York Chamber of Commerce, protesting against the passage of the tariff bill, was presented to the House and referred. The tariff bill was again considered and vari ous sections adopted by the House. One amendment adopted was to suspend the collec tion of so much direct tax imposed by the act of 1861 as is uncollected until January 1868. Mr. Morrill said he considered this one ot the best measures of reconstruction. The tariff bill was reported from the committee to the House with mauy amendments. A motion was made to recommit the bill to the Committee on Ways and Means, and another motion was made to postpone the consideration of the bill until the next session, pending which the House adjourned. ! In the House to-day, McClung, from the Committee on Elections, in the case of Koontz, who contests the seat with Coffroth, of Penn sylvania, reported Coffroth not entitled to the seat, and Koontz’s claim was laid over for con sideration. General Bickels will be instructed by the President to obey the writ of habeas corpus which he had refused to comply with in the case of Stowers and others confined at Castle Pinckney, in Charleston harbor, charged with murder. Governor Hamilton and others, of Texas, have issued an address to those styled Southern loyalists, to meet here in September. The pro jectors of this scheme are in the interests of the Radicals. The Republican Senators and Representatives meet in caucus to-morrow night, looking after, their party interests as well as Legislative mat ters. There is scarcely a doubt that the Presi dent will veto the Freedmen’s Bureau bill. TWO DAYS LATER FROM EUROPE. COTTON ADVANCED. AUSTRIANS VICTORIOUS IN TWO BAT TLES. BRITISH MINISTRY RESIGNED. The Saxonia, with dates to the 27th arrived yesterday. • j ■ The cotton market was buoyant at an advance of quarter to half penny, but closing less firm. Flour and Wheat firm. Pork advanced 2s. 6d. Corn less firm. Bacon firmer. Beef advanced 2s. 6d.@ss. Rosin dull. Turpentine inactive. Consols for money 86%@86%. United States 5-20’s 64@64%. The British Ministry tendered their resigna tion, which the Queen accepted. It is supposed that Derby will form anew ministry. The Italians, under their King, were repulsed in attacking the Austrians near Verona, June 24th. The battle lasted until night, both sides fighting bravely, and ending in the defeat of the Italians. The Austrians took 2,000 prisoners. The Italian army retreated across the Mincio. It is positively asserted that the Hanoverian army is surrounded, and must capitulate to the Prussians. This needs confirmation. Nothing is known of Benedek's movements. A revolt occurred in Madrid, and one thous and persons were killed heiore it was sup pressed. i LATEST FROM FI'ROPE. THE MARKETS. Since our last weekly report there has been hut llttlq demand and prices have gradually declined up to Monday morning. Operations entirely ceased, holders awaiting the foreign advicos. On Saturday we found the market ranging from 28@31 cents, according to quality. We continue these figures to-day, with the remark that they are nominal, as the market is at a decided stand-still. Yesterday the “ Aleppo" arrived at New York with dates of the 27th inst., but we received no quo tations. To-day the “City of London” arrived with dates ot the 28th inst., and quotes Middling Uplands at 13Xd. Holders feel stifier to-day, and up to this writing we hear of no sales. DOMESTICS.—Augusta Factory Goods are un changed. T GROCERIES.—The trade is brisk. Bacon Is fti demand and very source; prices have advanced.
