Be it further ordained by the authority aforesaid —That no slave or person of color shall, from and after the first day of March next, be permitted to sell any article of produce, or stuff of any des cription whatever within the corporate limits of the town, without a permit in writing from his master, owner over seer, guardian or employer, specifying the article or articles which he, she or they may offer for sale, and if in vio lation of this danse of the. ordinance any free white person shall purchase or cauketo be purchased without such per mission, he, she or they, shall, for every offence pay the sum of five dollars, to be received and collected in the man ner herein before described for the col lection of fines, and applied in the same manner ; and if any person of color shall offend against this ordinance, he she or they shall pay the same fine as a white person is made subject to . c and if .unable to pay the same, he, she or they, shall receive on then- pare backs, not exceeding ten lashes, to be inflicted at the market house by the town con stable, for which the said constable shall receive twenty five cents.
