The following verse? are quite sufficient to vin
dicate Mr Moore’s pretensions to genius
He is addressing a Very young lady, who is
supposed to have expressed her regret that
she was not profoundly skilled in science
and literature :
Never mind how the pedagogue proses,
You want not antiquity’s stamp ;
The Up that’s so scented with roses,
Oh ! never must smell of the lamp.
Old Cloe, whose withering kisses,
Have long set the lover’s at defiance,
Now done with the science of blisses,
May fly to the blisses of science.

AN ACCOUNT OF CAYENNE.
Jhj a gent In man mho merit there the be
ginning of the year 1802.
Cayenne has nearly 500 miles of sea
coast ; the soil is in general of a very
superior quality, hut is better adapted
for the cultivation of cotton, cocoa, an
natto and spice, than for sugar or coffee.
The almost continual rains which fall
there,prevent them from procuring fuel
for the manufacture of sugar, or pre
serving coffee.
Negroes, formerly slaves, who were
emancipated by the late system of gov
ernment established in France, in 1796,
exceeded 13.000, but owing to their
late bad habits, are reduced to 11,000,
although there were 1500 captured and
carried in there since. Os the 11,000,
about 5000 work ns laborers ; and the
able women and men get 7d. the boys
and girls sd, sterling per day ; blank
days regularly stopped, anti no allow
ance more of any kind is given to them ;
if sick, no medical attendance or nour
ishment whatever is afforded ; but they
are treated in that indifferent manner
which laborers are in Europe, but with
out’the advantage of relief from charit
able institutions. About 5000 negroes,
who were formerly slaves, live in the
vicinity of the town, and have given en
couragement to 30 additional billiard
tables, (there are 40 in all, in town and
the suburbs.) These people plant cassa
va near to the town, where there is a
very extensive tract of unoccupied land,
and are employed in this way, in
taking cat and other bad soft fiSh in the
mud near the town, about thrive hours
daily. They make a dish which is the
farina (cassava flour) of the fish men*
tinned, and country pepper; thfs is
called fiimentelle , and on this they make
their repast daily, contriving on all oc
casions to get taffia (low wines or rum
only once distilled) with which they are
daily intoxicated. The cloathing- on
the 11,000 people before mentioned, at
a fair valuation, is not worth so many
pence. Intoxication, want of clothes,
nourishment, medical attendance, &c.
account for the decrease. The old well
disposed negroes are disconsolate, and
earnestly wish for the old system.
Religion,none; there are two church
es in town, the field artillery is in one,
and the oxen for the army in the other;
only one clergyman remained in the
eollony.
Produce, about 1150 bales cotton ;
800 hhds. rocon, or annatto; 100,000
lbs. cocoa ; 80,000 lb. doves.
There is a great variety of beautiful
and valuable wood for furniture ; there
was a Swedish ship taking in a load of
it for London, making a second voyage
with it.

; ' mostly very respectable, many very old,
but all chagrined and poor, in conse
quence of their being deprived of their
former resources.
Government—Victor Hughes is not
only supreme, but is without council,
comptroller, ar any check whatever on
s his conduct; he has augmented the im
t posts tenfold , he is carrying on an ex
e tensive mercantile business and with the
authority lie possesses to relax or insist
on the duties, he procures every thing
that is desirable. His measures as for
merly, are rude and arbitrary ; he will
not allow a planter to kill his own cattle,
but insists on their being sent to his
butcher, who accounts to the planter as
he pleases, and if he spares him five
or six pounds of his ox it is a favor.—
Hogsheads of fish, barrels of herrings,
&c. are opened on the quay and inspect
ed, before a planter can convey it to his
plantation : this is a precaution
the 10 per cent, import duty. Planters
by this delay are often detained one and
sometimes two tides. Duties on im
ports and exports 10 per cent, even on
lumber and provisions.
fortifications—has been strong ; the
old town is walled round and has a deep
ditch ; nothing has been done to the
works during the late war, and they are
now in a ruinous state, most of the guns
dismounted; they depended on the want
ol water, there being only two and a
half fathom within cannon shot of it.
Garrison—consists of about 1200
men, of whom 800 Europeans, 400
blacks ; the black troops get salt fish
and farina, sometimes herrings and
corn roasted in the ear.—There is a
chief of division, but Victor is at the
head of every thing.
Cloves are very much cultivated, and
do not require more care than coffee,
are very productive; a garden 200
yards by 150 produced 400 lbs. last
year, and was the first time of their
bearing; it was expected to make 600
lbs. this year. Ihe republic has a ve
ry extensive clove walk, which will, it
is expected, produce 50,000 lbs. this
year.
Birds—more different species here
than in any place I ever was in ; a col
lection of 420 was lately sent by Victor
to Madame Bonaparte, and another of
I the same kind remain ;they are beautiful.
Quadrupeds—a great number of dif
' ferent species; small deer m abundance.
A GALLANT PASSPORT.
Lambert, an excellent musician, was
very much pressed by a lady ofuncom
mon beauty to teach her to sing. Lam
bert for a long time resisted her impor
tunities, till being very strongly and re
peatedly urged, he declared that his ap
prehensions of falling in love with the
lady were the only cause of his denial.
Counsellor L. who was present at the
confession, drew up immediately, in the
lady’s name, a free passport for Lam
bert to the lady’s presence— ‘ We the
divine and resistless Miss , grant
pel mission to M. Lambert at all times
to enter our mansion in perfect safety,
and do prohibit our charms, graces and
attractions to make any attack whatev-'
er on the freedom of the aforesaid Lam
i belt, &c.
