republican ; and were it not for the rights of
hospitality, I’d punish and turn ye out of
doors, ye scoundrel, for trying to injure him."

Sir,
ALL power exists immediately
in the people, or is by them invested
only in their Lawfully elected represen
tatives. All bodies, therefore, self cre
ated, for the purpose of exorcising more
power than they would be indiviau illy
entitled to, are evidently encroaching
upon the prerogatives of the people.—
Ignorance, at the present' enlightened
day, can hardly be offered, or accepted
as an apology ; we must then consider
such bodies as being composed of men
unprincipled, restless, and aspiring.
Not Satisfied with the rights of private
citizens, they endeavor to concentrate
in a collective body sufficient power to
sway elections and influence the ap
pointment of magistrates. In spite of
the popular names with which such
proceedings may be prefaced, they sa
vor strongly of Aristocracy, and go di
rectly to the destruction of the elective
franchise. But enough has been writ
ten to convince every man that political
electioneering societies are inconsistent
with the principles of a republican go
v vernnnm. My object is not to irritate.
And as the Junta, through one of their
members, have indirectly sought an
armistice, by proposing to give a full
develop- mcntof their intentions, I shall
stay all further operations, if not finally,
until I have given them a candid and
impartial hearing.
It would be much to the advantage
of Mr. Caustic if he couid change his
habits with his name, and wash the
Ethiope white ; but this, no one who
knows him has any rational ground to
expect. If the Junta have no airier ad
vocates than him, howev r much he
may be delighted ” with the tusk, their
cause must indeed prove desptrate. He
prys so much into arcana “ and variety
of nature," that I confess my cognition*
are not adequate to the solution of his enig
matical queries. That a man should be
a plagiuiist for using the name of Vol
taire. Ik advancing ideas that somebody
or other hud advanced before him, is a
discovery worthy of Caustic. Jf to ad
vance no distinct ideas, or none that
any body ever thought of before, will
excuse him, he never will be guilty of
the crime. As I have not seen Robin
son's or Baruel's works, which he al
ludes to, for more than seven years, I
shall not pretend to say that Caustic’s
quotations are not there, but leave him
to his full triumph. I shall do him the
honor to adopt his advice relative to
Brandy, as few men of his age un
derstand its effects better than he does;
but would at the same time remind him
ot the adage, “ that it is easier for on:
man to give twenty advice, than to be
one of the twenty to follow his own
‘adviceT”
Hoping against hope, that this may
not be the case with Mr. Caustic, I bid
him adieu.

CONSIDERABLE alarm having
been excited among the Junta and their
friends, since the appearance of the
Quere in your last, I take the liberty to
assure these gentlemen, that after
mature consideration, I am persuaded
there is little ground for their appre
hensions.
It may be remembered, that some
four or five years ago, a geutlemn,
“ learned in the law,” was brought be
fore the City Council of Augusta, charg
ed with a breach of the ordinance a
gainst firing guns within the limits of
the corporation—He gravely contended,
and at length convinced the Solomons ,
that he had been guilty of no sucli
breach ; inasmuch as be had only filed
f.iatols ; and flis'o/s , every body knows,
are not guns. If then the City ordi
nance against firing guns, did not in
clude firing of pistols, can that for kil
ling dog 3 be extended to / luppies? Cer
tainly not—The friends of the Junta
may therefore be at ease, and these
gentlemen may appear as usual in
tlie streets, without apprehensions of
being shot according to law.

Communication.
Jarvis Cutler, of the State otOhio,
who was appointed to a captaincy in the
additional army and received orders to
recruit, before December had eighty
fine athletic men enlisted in his com
pany, and in February last, agreeable
to orders- proceeded with them to New
Orleans, where he arrived on the 2 i
March. His name was afterwards
struck from the nomination list before it
t was sent to the Senate for their c ncur
rence, und he has been left more than
ISOC miles from home, sick and friend *
less. Wc have doubts whether the pre
sident has constitutionally, a right aftar
having made an appointment in the re
ctss of the national legislature, to with
draw and withhold the same from a vote
bv the Senate. It is intimated that
Capt. Cutler was displaced thro’ the
insinuations of Dr. Tiffin, late senator
filin’ Ohio—the same who withdrew
his subscription from the Fredonian, a
republican paper, because it admitted
strictures upon his public conduct. It
is not to be wondered, that he who could
use such intolerance in the one case,
should exercise tyranny in another.-
This foreigner and his country have felt
the prowess of American patriots, and
it is usual for little minds to seek re
venge.
In the 2d sec. of the 2d article of the
constitution of the U. States we find
these words:—
“ He (the president) shall nominate,
6 by and with the advice and consent of
the Senate, shall appoint ambassadors,
other public ministers and consuls,
judges of the supreme court, and all
other officers of the United States- whose
appointments are not herein otherwise
j provided for, and which shall be estab
j iished bv law.” The facts in this state
j mtnt have been taken from a northern

Captain Desheill,ofthe sloop Henry,
8 days from Bermuda, arrived hereon
Sunday informs, that he left Martinique
on the 271 h of June, and on that day ad.
vices were received the"e of the capture
of the Toulon Fleet, by Lord Coding
wood consisting of 5 sail of the line, 6 or
7 frigates, and 80 transports with the
French garrison of Barcelona on board,
they were sent into Gibraltar.
A vessel had arrived at Martinique
Having spoken on her passage, an Amer
can ship from Gibralter, the captain of
which stated that Lord Collingwood ar
rived at Gibralter previous to his sai
ling, with the whole French fleet, his
prizes.
A letter received from St. Croix, by
the Richard, of the 2d of July, confirm*
the abov** account of the capture of the
French fleet.

THE PUBLIC MONEY.
Among the various and infamous de
vices resorted to by Gen. Wilkinson, to
obtain possession of the public money,
so necessary to support his extrava
gance, the following extract of a letter
written in 1808, and now extant in the
War Department, exhibits a pretty spe
cimen :
From Gen. Wilkinson to Abm.

“ Apropos, I received from you at
N. O. among other sums, 52.500 for
secret services—ls you have not alrea
dy, do not notice this in your accounts,
which will be immediately called fcr.
I offer you as an equivalent , Dauphin
Island, near the Mobile. Mr. Win.
Simpson is instructed by this mail to
give you every information on the sub
ject, and he is authorised by me to pass
into your bands the titles vvhicl) he holds
for the same. To this you may safely
accede. More of this anon.
[He then wanders from the subject,
and points out the many advantages at
tendant on the office of military agent;
that the troops will be in force at N. O.
that a rupture with one or both of the
belligerents is unavoidable. And near
the conclusion of the letter he thus re
sumes :] —
“ The Island, in point of foreign as
well as domestic advantages, fertility of
soil, and salubrity of climate, is, as you 1
will find, a terrestial Paradise. See.
Simpson, and you will be perfectly at
ease."
INTERNAL NAVIGATION.
We learn, from the Louisville Gazette,
that the inhabitants of that place and the vi
cinity, are about to open the navigation of the
Ogechee River—We are pleased at their pub
lic spirit, and hope their laudable efforts may
be successful. Internal improvements of this
kind are perhaps, too seldom attended to, and
yet, are amongst the most imperishable evi
dences of greatness —The brilliant achieve
merits of Louis XTV. would long since have
been forgotten in France, but for the canal of
Languedoc.
The Cherokee Indians have been requested
to meet the Commissioners of the United
States, and ihe State of Tennessee, at High
wasse Garrison, on the 10th instant, for the
purpose of entering into a treaty of amity.
The citizens rs Massachusetts, it is said,
propose establishing a Jiible Society in that
state, similar to those already established in
Pennsylvania and Connect.cut.
The Sau Francisco de Paula, of 74 guns,
arrived on the 12th June at the Havanna, Irom
Vera Cruz, with seven millions of dollars for
Spain, and two millions for that place.
Mr. Anderson, American Agent, has (it is
s’ated) dosed his office by express orders of
the Governor, and was about to depart in a
few days.
Count Rumford has recently married the
widow of Mr Vereecy, in Paris, by Which
he has obtained a fortune of 8,000/. per an.
num. He has now Rvntjfvrized well and can
keep his bouse warm. 1
Rear Admiral Harvey it appears has
been dismissed from the service of G.
Britain, for using “ vehement and indo
lent language" to Admiral Gambier.
A Watchmaker, of Dublin, has dis
covered, by repeated experiments,that
Plantina possesses, on account of its
imperceptible expansion, a great supe
riorly over other materials for making
the pendulum-spring of watches, and
also compensation curbs.—Arsenic
must not be employed in consoloda
ting it, as it then would be subject to
expansion.
