A few days since we informed
our readers tint General Wilkinson
was ordered to Washington City, where
an invest igation of his conduct is to take
* place. We can now state, that Gener
al Hampton will set out for Natchez on
the 26th instant, to take the command
of the Army during his absence ; and
we do hope Wilkinson will never re
turn in the character of an officer. He
who obtains a command by sycophan
cy, will ever exercise it wiiii tyranny—
To the trutli of this assertion let the
recent resignation of officers, driven
from the service, answer. Should our
friends think us too severe upon Gen-!
«ral Wilkinson, we beg there to reflect,!
that in a republic the highest officers
should be as amenable to the laws as
toe lowest members of society, and in
fjro comcientix —for it must be suppos
ed they kn ow what is commanded and
what prohibited better than the com
mon people do. It is moreover the bu
siness of the centinel to discover and
hold up to the indignation of the coun
try the /tsear/o-patrint anti court-para
site. We give to Mr. Madison's con
duct our most hearty approbation, and
rejoice that he fills the chair of state.
TV investigation of Wilkinson’s con-!
durt will not be the least gratifying act
of bis administration—Though we shall j
feel chagrined for our country—for we j
are confident if the inquiry is an imfiar- 1
tial one, Wilkinson will stand confessed i
as the most finished vidian that ever
fattened on the spoils of a free p ople,
or disgraced a republican administra
tion.
} Wk some time ago expressed our
aurprise that sucli a man as General
Wilkinson should be continued at the !
head of the American Armies. The
Editor of the Wilmington Gazette ob
serves, that “this surprize would be
natural; and Mr. Madison deservedly
censured, were it not that an investiga
tion of the General’s conduct is expect
ed to take place the next session of
Cdngress, when his guilt and punish
ment, or his innocence anti acquital will i
lie proved to th * world." We can on- j
ly say, that if this investigation was de-!
termined on at the time our observations j
were made the information had not j
reached us. We most cordially join l
the Editor of the Gazette in expressing
our approbation of Mr. Madison’s ad
ministration—Marked by a spirit of
independence and moderation free from
disengenuousness it has been mild and
firm. We repose the fullest confidence
in bis integrity and talents; yet, though
we felt no distrust, we could not but feel
some surprise at his conduct in this
case, while unable to conjecture its
motives.
Extract of a letter from a gentleman of
high respectability , dated
“Athens, 6th Oct. 1809.
“ The Centinel I find is read with
avidity in itvtral of the back counties. .
A few censure it; but the independent
republican course it has taken is admi
red by mr.ny. I think in a few months
its circulation will be very much in
creased."

A writer in the Georgia Argus of the
26th September, under the signature of
u -4 Citizen has indulged in the vilest
insinuations against Governor Irwin,
and winds up a long string of charges,
created by his inventive fancy with the
following—“ In a case for violating fe
male virtue, his excellency has not re
fused to extend his mercy." Pray, Mr.
“ Citizen," who is this offender so
sercentd ? Did he ever reside in Chat
ham county ?

I have read Col. Thaddeus Holt’s
circular address to the electors of Bald
win county; it is truly original. He

The President of the United States
and the Secretary of State arrived at
Washington on the first inst. On the
( 2nd, M p . Erskinc presented his letters
j of recal and took leave of the president
j and on the day following Mr. Jacksop
was presented to him.
By the arrival of the schooner J
Trim, Bumberry, in 56 days from
Messina, and 36 from Gibraltar,
V/e learn that the Spaniards and
Fiench had a severe engagement
near Seville, the 22d of August;
the French army consisted of
30,000 men: the result was not
made known at Gibraltar on the
27th of August. Cuestaand some
other Spanish generals having re
j signed, the command of the Spa
-1 nish army was given to sir Arthur
1 Wellesley; the Spanish generals
i gave as their reason for resigning,
that they could not depend upon
their men ; either gen. Cuesta or
Romana was at Algesiras as a pri
vate gentleman It was reported
i that the Spanish Junta had dis
solved, some of the members hav
ing retired to their homes.

ult. in 42 days from Liverpool,
accounts are received from Lon
don up to the 15th August. She
left Liverpool the 18th—she sail
ed in company with the ship He
rald, for Philadelphia.—Left the
ship Brutus, Hamilton, for Balti
more, in 2 or 3 days.
The surrender of Flushing had
been reported, but denied.
Sir James Saumarez had attack
ed Archangle, and taken one hun
dred ships.
The Congress for peace was to
be held at Presburg.

Orleans , dated Aug. 21.
“ The army will jnove in a few
.days from the cantonments at
Terre Aux Boeuf, for Washing
ton, (MissisippiTerritory.) The
troops are very sickly. Three
fourths generally on the sick re-
port. lam in hopes the change
of climate will soon recover the
health of the troops.”

General Craufor’ds brigade, dated Ta-
Javera de la Reyn*. July 30, 1809 :
“ I promised you I would write when I
reached the army. Wc yesterday joi
ned it, inmnsdiately after the most se

Captain Smith of the schooner R. J.
arrived at Charleston on Wednesday
last fron Havannuh, corroborates the
inteHigfcft&: received here some days
ago of that port being about to be shut

The Providence (r. i.) American
says—“ We understand that a stratum
of excellent coal has, within a few days
has been discovered in a hill east of ben
efit street. The coal is said to be of a
quality much superior to that on Rhode
Island.”
Two hundred and twenty three
houses have been erected in the
city and liberties of Philadelphia
during the present year.

in the United States, for the above sum,

sirous of accepting of this challenge,
will please notify the same, (by letter)
to the Editor of the Virginia Gazette.
