Birth Control Issue

A woman in Kansas City has
written me a scorching letter
that raises issues and views
worth sharing with other
readers.
“Damn it.” she asks, “when
will you ever see that if you get
what you’re asking
for-government involvement in
birth control programs-you’re
eventually going to get
something you really won’t
like-government population
control?”
“And when that happens,
the white, Anglo-Saxon,
Protestant government will
have the tools for the ‘final
solution’ of the Negto
problem.’ And for the
‘solution’ of other minority
‘problems’.”
Thus does this reader, who is
white, raise the issue of
genocide as part of her
opposition to government-
J-supported birth control clinics
and family planning programs.
It is a fact that in 12 years
we have moved from a
situation where the
government cried “hands off’
to one where it is deeply
involved in family planning,
spending over S2OO million this
year at home and abroad.
But it is logical to assume
that by supporting these
programs you have opened the
door to the day when the
government will order mass
sterilizations of minorities or
other “undesirable” groups?
Does it mean that We have
invited a situation where the
government may decree that
no couple may have more than
two children?
To say that is to push
governmental involvement to
an absurd conclusion. It is Hike
saying that because
government now supports
medical care for the aged,
pretty soon federal bureaucrats
will decide who must have a
gall-bladder operation, or that
old people must become the
victims of euthanasia.

I SUPPORT government
financing of birth control
clinics and family planning
programs first of all because I
regard them as a vital aspect of
medical care for the poor and
the black.
Some 75 per cent of the
retarded children in this
country are in poverty
neighborhoods, a
disproportionate number of
them black. That is because
women in these areas tend to
have too many babies, too
frequently, when they are too
young or too old.
Black and poor women and
children deserve better, and
Where is no point in frightening
'them away from free
contraceptive devices and free
family planning counseling.
If government doesn’t
provide these services, millions
of poor Americans will never
get them, andUhey will go on
delivering premature and
otherwise retarded children
into misery and despair.
The Kansas City woman
argues that Federal programs
are not necessary because “the
United States is not at a
‘critical stage’. ” She says,
“The birth rate has been falling
since 1958, and if Americans
had any brains, they’d start
being concerned over the
decline.”

IT IS TRUE that the crude
birth rate fell from 23.7 births
per 1,000 in 1960 to 17.5 in
1968. But there has been- a
turnaround. The rate was 17.7
in 1969 and the Census Bureau
has just announced that it rose
to 18.2 in 1970. The rate is
expected to continue rising
during t e next 15 years.
The simple fact is that even
if American families average
only two children over the
next few decades, and growth
through immigration were held
at a n t 400,000 a year, the
U.S. population would still
reach 300 million in 50 yesrs.
Whether it is 300 million or
400 million, there are people
who will want to take a
simultaneous look at the
impact of this larger
population on the economy,
the environment, new
difficulties of groverning, how
the population is distributed as
between rural and urban areas,
whether there is a need to halt
Plans For
Dual Food
Programs
Secretary of Agriculture Earl
L. Butz and Washington
Governor Dan Evans today
announced plans to begin
operating a food distribution
program in the Washington
counties of King, Snohomish,
and Pierce. This will be in
addition to the food stamp
program already in operation
in the three counties.
Decision to proceed with
dual operation of food
programs in these counties has
been made in light of the
singular conditions in the
Seattle area, which has the
highest unemployment rate in
the country. These conditions
were the basis of an opinion
handed down by Judge Beeks
in the Federal Court in Seattle.
That opinion clarifies the
Secretary’s discretion to
establish dual programs under
conditions such as currently
exist in Seattle.
Under the new plan, an
applicant who wants to take
part in the food programs will
apply to his county welfare
office. If he meets the
eligibility requirements, he will
be certified for participation -
and then will have the choice
to take part in the food stamp
program or the food
distribution program.
Under the food stamp
program, eligible persons pay
specified amounts
proportionate to their income
and are given food stamps to
boost their purchasing power.
Under the food distribution
program, a wide selection of
commodities are donated
directly to the eligible
recipients from distribution
centers through a program of
local, State and Federal
cooperation.
State officials are now
developing a plan of operation
for this commodity program
and are arranging for suitable
warehousing and food
distribution facilities. Secretary
Butz has directed that a USDA
food program specialist go to
Seattle immediately to help
develop this plan in accordance
with USDA regulations.

Growth and the American
Future recently said d the
nation should formulate.
Whether and how we
develop a national population
policy is another issue. But it
ought not be confused with the
current family planning
programs-either private ones or
those supported by the
government.

Recruiting
Program
Who ever heard of the Air
Force guaranteeing a recruit a
job he wanted?
Air Force recruiters have
and are offering nonprior
service enlistees a guaranteed
job (it’s in the enlistment
contract) if he or she meets the
Air Force prerequisites for the
speciality.
Recruiting Services, which
started offering only 26
guaranteed specialities in July,
has expanded the list to 59
specialities, 49 in four-year
contracts and 10 in six-year
enlistments.
In January enlistees will be
able to pick one of about 80
guaranteed jobs. Even though a
recruit says “I do” to the Air
Force, he may be entered in
the delayed enlistment
program until a position opens
or a new class begins in his
chosen speciality.
The only catch for the
recruit is that he must meet
any physical or educational
qualifications for the
speciality. For instance, an
aircraft electrical repairman
cannot be color-blind and a
general accountant must have
some advanced high school
math.
When the slot opens, he is
whisked away to Lackland
AFB, Texas, for basic training
and then on to technical school
if his guaranteed speciality
require it.
Air Force salesmen are also
offering a six-year enlistment
to prospective recruits. In
addition to qualifying for a
guaranteed job, a six-year
enlistee is given a base of
choice within the United
States, providing a requirement
exists at the base for his
speciality.
Some of the most coveted
specialities so far in the
guaranteed jobs program
include weather observer,
personnel, law enforcement,
medical services, dental and
fire protection.

for prospective teachers who
plan to take the National
Teacher Examination at
Augusta College on January
29, to submit their registration
for these tests to Educational
Testing Service, Princeton,
New Jersey. Registrations for
the examination must be
forwarded so as to reach the
Princeton Office not later than
January 6.
Bulletins of Information

directly from the National
Teacher Examinations,

Additional foods to provide
more protein are being
authorized for distribution
Alliance of Businessmen’s job
program employing the
disadvantaged and above.
Through 1970 in Georgia new
mothers, infants and young
children, Edward J. Hekman,
Administrator of the Food and
Nutrition Service announced
today.
Mr. Hekman said peanut
butter and scrambled egg mix
will be added to the foods
currently being distributed in
the 324 areas of the country
that carry out the
supplemental program in
cooperation with public
medical and health agencies. At
the same time, as increase in
the distribution rates for fruit
juices is also being authorized.
Foods presently being
distributed to approximately
185,000 women and children
include evaporated milk,
instant nonfat dry milk,
enriched quick-cooking farina,
canned meat or poultry,
canned fruit juices, canned
vegetables or fruit, and
additionally for infants, instant
rice cereal and corn syrup
blend. These foods are made
available for distribution to
low-income women and infants
judged vulnerable to
malnutrition, in addition to
USDA—donated foods or food
stamps that the family may be
getting.
Mr. Hekman said the
additional foods would become
available to participants as
soon as procurement and
shipment can be accomplished
over the next few weeks.
Education, and one of the
twenty-five Teaching Area
Examinations which are
designed to evaluate his
understanding of the subject
matter and methods applicable
to the area he may be assigned
to teach.
Each candidate will receive
an Admission Ticket advising
him of the exact location of
the center to which he should
report.
Candidates for the Common
Examinations will report at
8:30 a.m. on January 29, and
should finish at approximately
12:30 p.m. The Teaching Area
Examinations will begin at
1:30 p.m. and should finish at
approximately 4:15 p.m.,
according to the time schedule
for these examinations which
has been set up by Educational
Testing Service.

there is a better job available.
And that gives everyone the
right to request that they be
considered for this job. And we
think that this is one of the
fairest ways in the world to
select people.
News-Review: My question
though was for initial
employment. Do you consider
the fact Black people may have
had an inferior education—this
does not imply inferior
ability-is there any
consideration given to this?
Owen: I’m not an expert on
determining which schools give
the best education. 1 do know
that the entrance tests and
procedures that we ask all the
applicants to go through are
given to all people. And I think
anyone with a certain degree of
intelligence would not have too
much disadvantage in passing
these tests. They are not that
complicated, they determine
whether they have the
intelligence to find out what a
customer wants so that we can
give the service that we
required to give to our
customers. I don’t know; I
can’t answer that in specifics. I
will say that in recent years we
have hired a number of Black
people in the Augusta area.
And when we go over to the
traffic organization, you’ll see,
as I said, somewhere in the
neighborhood of 15% And in
some departments it’s even
greater than that. But I feel
like we are doing a fine job
with our Black friends in
Augusta. And we are going to
continue to do that. We want
to get good qualified people
and we are looking for them.
When we get back into this
employment area again,
sometime probably as soon as
we use up this surplus that was
created by our going to direct
distance dialing, we’ll be in a
position to start employing
again.

Owen: I’m glad you ask me
that question, because we do
participate in the National
Alliance of Businessmen’s job
program employing the
disadvantaged and above.
Through 1970 in Georgia itself
we had fulfilled about 132% of
our quota. So we are working
with this plan. We think it’s a
good plan and we realize that
some of our unfortunate
people need some help and we
are glad to help in this respect.
We are doing a lot of that.
News-Review: Are most
other businesses in this area
using the National Alliance of
Businessmen? And if they
aren’t, do you think they
should?
Owen: I can’t answer that; I
don’t know . I haven’t been to
any general meetings of that
nature where they are doing
any of this. 1 can only speak
for Southern Bell. I know what
we are doing and I know that
we joined this alliance with the
idea that we would do
everything we could to help. I
think that it’s a good thing,
personally. But as to what
these other people are doing, I
cannot answer.
There are about three other
things I’d like to mention in
connection with the National
Alliance of Business Program.

you’ve mentioned that several
times. Women may seek
employment or transfer into
any craft assignment. Qualified
women are now filling an ever
increasing percentage of jobs
that were at one time
considered exclusively for men.
We have modified our
recruiting and employment
procedures. We’ve changed a
lot of entry requirements.
We’ve developed on the job
training and engaged in other
job training programs to
improve the opportunies of
women and minorities. And we
especially seek out returning
veterans from the armed
services. We think a lot of these
men and women have a lot of
talent. We are anxious for them
to check in with us, because we
are looking to help them, too.
I’m glad you asked me about
Southern Bell and the Bell
system. I just think that this is
one of the greatest companies
in the world. I think there are
so many many advantages for
young people in our business.
We have so many jobs that are
becoming available. We have
such a challenge in the
development of this company
and as things progress we want
to give our minority groups a
chance, along with us in the
programs that we have. With
the training programs that
we’re working on and all. I’m
going to see that this happens.
