Don’t bo plcayunish or bull-headed about street Improvements near your property. Nothing adds more to the appearance and value of a place than a nice, wide street and sidewalk In front of It, and It Is a great ralstak for any property-owner to “act con trary" when the city wishes to make streets of the proper width. It would also he well to bear In mind Sec. 285 of the City Code, which reads as follows: ”11 shall be unlawful for any person or property holder In this city to e- rect any fence or building along the line of any sidewalk, street or alley ol this city, without first, agreeing with the street committee or city sur veyor or marshal on the boundary line between his property and such sidewalk, street or alley. Any person violating this section shall he punished as prescribed In section 197 of this Code.” Some of our streets are entirely too narrow, and some of them cannot be widened without too great expense to the property-owners on account of buildings already located. There are others, however, which could be widened and Improved by a little open-eyed liberality on the part of those owning the abutting property, and It would pay them well to give the little strip of land necessary for the improvement. In this—as In nearly all cases—the man who does not show himself public-spirited stands In his own light. Our city officials, of course, should exercise due vigilance to prevent en croachments on streets and sidewalks. WILL PROBABLY RKDUCL KATES. The Farmers' Union will probably win the fight It bus been making for lower passenger rates In Georgia. The hearing before the State Rail road Commission, held at Its Instance, closed last week and It will take the Commissioners several days to go through the evidence and arguments submitted. While nothing definite Is known as to the Intention of the Commission, It Is thought likely that the rate will be reduced to 2Vfc cents per mile, with a provision for 2 cents mileage books. This is the rate adopted In some other states, and In securing It the Farmers’ Union will win a genuine victory. ON TO RICHMOND. Owing to increased cost of produc tion, the United States Steel Corpora tion has raised the price of cotton ties ten cents a bundle. The Jamestown Exposition opened last Friday, President Roosevelt touch ing the golden button. It is expected that there will be a very large at tendance from this section. Cedartowu will soon have a day and night service with their electric light plant which will be beneficial to smaller Industries of that growing city. Cedartowu is making a rapid and wonderful growth and this move will prove a convenience and assist ance in her forward progress. Dalton Argus. Mr. J. E. Houseal.a prominent mem ber of our County Board of Education spent a part of last week in Hancock county to investigate the matter of local taxation for the county schools, that system having been recently adop ted there and giving general satisfac tion. During his absence Mr. Houseal also atteuded the meetings of the County School Commissioners aud the St:it • Teachers’ Association in Macon. Application for Amendment of Charter Georgia, Polk County. To the Superior Court of said County: The petition of the Piedmont Meth odic Institute, by and through its President, O. T*\ Venable, and Board of Trustees, to-wlt: J. 8. Davltte, chairman, and others, respectfully shows to the court: 1st. That, at a regular meeting of the Board of Trustees of Piedmont Methodist Institute, there being a quorum present, duly assembled for business, authorized and directed that the charter of the Piedmont Meth odist Institute he so amended ,as to authorize said Institute to borrow mon ey and Hecure same by a conveyance of Its property or by creating a lien thereon, and for the purpose of secur ing any indebtedness that may be Incurred by and for the benefit of said Institute through Its duly author ized agents and representatives, and for this purpose appointed a commit tee to present to this court an appli cation for such An amendment to its charter. 2d. The Piedmont Methodist Insti tute was Incorporated by the Superior Court of said county on May 15th, 1890. 3d. Petitioners show that the Board of Trustees of Piedmont Methodist Institute have decided that In order to successfully accomplish the work and to meet the demands made upon said Institute, It is necessary to Im prove and enlarge present buildings, and to erect uew buildings, and In order to do so, It will he necessary to supplement the donations and fund of the Institute by borrowing, and in order to borrow money it is nec essary that said Institute be legally authorized to execute and deliver all necessary contracts and conveyances, which will hind the Institute and Its property for the payment of such loan or loans of money as it may deem necessary and obtain for the use and for any purpose. Wherefore, petitioners pray that the charter of said Piedmont Metho dist Institute he so amended as to authorize and empower said institute, acting through its Board of Trustees, to borrow such sum or sums of money as may be deemed advisable or nec essary for the purpose of enlarging and Improving Its present buildings and for the erection of such new build ings as said Board of Trustees may authorize at any time, and from time to time, and consider necessary and proper for the successful operation and management or the affairs of said Institute, and to hind the Insti tute and all Its property, or any part thereof, by contract for the payment of , Its obligations. That said Institute be authorized and empowered to Issue bonds in such denominations, and for such an a- mount, and from time to time, as the Board of Trustees may consider necessary and for the best Interest of the Institute, and that the Trustees of said Institute have authority to negotiate, sell and dispose of said bonds as they may deem advisable an for the best Interest of the Institute, and to d.) any othef act, acts or things ionsidered necessary to promote the work and best Interests of said Insti tution, and not contrary to law. Petitioners further pray that tho charter of the Piedmont Methodist In stitute. as amended, be continued and extended for an additional period of twenty years, with all the rights and powers granted and usually vested by law in such corporations.
