Fifty Cents
423 Permits Issued For
New Homes In 2005
A total of 423 permits were
issued for new homes in Lee
County during 2005 includ
ing 46 in Leesburg and two in
Smithville.
In addition to the 375
permits issued for new
single family dwellings in
the unincorporated area of
Lee County, 48 permits were
issued for mobile homes along
with one permit for duplex and
three permits for multi-family
dwellings.
Other permits issued in the
unincorporated area of Lee
County included two per
mits for amusement / social
- recreation, two permits for
churches and other religious
purposes, three permits for of
fices, banks, and professional
use and 22 permits for stores
and customer service.
In the city limits of
Leesburg, in addition to the
46 permits for single family
houses, eight permits were
issued for duplexes and two
permits for mobile homes.
Other permits issued within
the city limits of Leesburg
including one permit for
amusement - social recreation,
two permits for churches and
other religious use, one permit
for offices, banks and profes
sional, and two permits for
stores and customer service.
In Smithville, in addition
to the two permits issued for
single family dwellings, seven
permits were issued for mobile
homes and two permits for
stores and customer service.

Little Miss Pageant Held
Special to the Ledger
On Friday January
13, 2006 the “Little
Miss Lee County” and
“Little Miss March of
Dimes” Pageant was
held at the Robert Clay
Auditorium. Eighteen
delightful young ladies
competed in this an
nual event sponsored
by Lee County High
School VOCA. VOCA
is a high school student
organization that inte
grates academics and
vocational programs.
Through the participa
tion of each contestant
as well as the generous
contributions of their
families and friends,
VOCA members are
supported in regional
and state competitions.
Seniors Tobi Col
lins and Lisa Kitchens were
Mistresses of Ceremony for
the fun-filled event. Contes
tants competed in Casual
Wear and Sunday Dress and
were each asked the question
relating to this year’s VOCA
theme “To Achieve You Must
Believe, “What do you believe
you can do when you grow
up?” Each contestant in this
year’s pageant received a
participation award. The win
ner and runners-up received
gift certificates for dance and
gymnastics lessons at the
Pink Slipper Dance Studio. In
addition, the winner received

McKenzie Rowe is 2006
“Little Miss March of
Dimes.” McKenzie is the
daughter of Alex and
Colleen Rowe. McKenzie
was crowned “Little Miss
March of Dimes” on Friday
night, January 13, 2006
in the Clay Auditorium.
This year the “Little Miss
March of Dimes” pageant
raised a total of $3625.18.
The money is given to
March of Dimes to help
reduce premature births,
birth defects, and low
birthweight. Lee County
High School VOCA has
sponsored this event for
the last three years.

The winner of the 2006 Lit
tle Miss Lee County is Caitlin
Gutierrez, daughter of Ray
and Lynda Gutierrez. Caitlin
is in the second grade at Lee
County Primary School. First
runner-up for Kindergarten is
Suzanna Layman, daughter of
Donald and Lorrie Layman.
First runner-up for First Grade
is McKensey Loren Page,
daughter of Kevin and Susan
Page and first runner-up for
Second Grade is Kayla Fraser,
daughter of Lacey and Tina
Fraser.
The winner of the “Little
Miss March of Dimes” for
2006 is McKenzie Rowe. She
is the daughter of Alex and
Colleen Rowe. McKenzie is
in the second grade at Lee
County Primary School.
McKenzie was awarded
her title by raising the most
money for March of Dimes.
The March of Dimes is lead
ing the campaign to reduce
premature birth by supporting
research and education. Mari
McEwen, Division Director
of March of Dimes-Greater
Sowega District was on hand
to receive an amazing contri
bution of $3625.18 raised by
the 18 contestants.
Brandy Teresa Blackmon,
29, of 182 Largemouth Drive,
Oakfield, Georgia, and
Michael Nakia Adams were
charged with theft by shoplift
ing January 12. Adams was
also charged with disorderly
conduct (giving false informa
tion) after he gave a false name
and date of birth. Dep. Jimmy
Jones worked the case which
occurred at a business in the
2800 block of Ledo Road.
Matthew Wiggins, 20, of
148 Peach Ave., Leesburg, was
charged with criminal trespass
January 12 by Cpl. Adam Dar-
rah. On January 11, Wiggins
was advised by the manager of
a mobile home park to leave
the property. Wiggins retuned
on January 12 and entered the
mobile home through a win
dow to retrieve his personal
property. Wiggins damaged
the window and was charged
with criminal trespass. He was
transported to the jail and re
leased on a summons to court.
Donald Lee Starnes Jr., 19, of
1613 B Palmyra Road, Albany,
was charged with possession
- consumption of alcohol by
underage person January 11
by Dep. S. Pressley-Fordham.
While patrolling in the 1200
block of Dawson Road, the
officer observed Starnes with
some type of drink. While
talking to Starnes, Dep.
Pressly-Fordham smelled an
odor of an unknown alcoholic
beverage coming from his
breath. He was tested on the
Alco-Sensor with positive
results. He was placed under
arrest for possession and con
sumption of alcohol. Beer was
located in his vehicle.
William Brandon Burgess,
22, of 1578 Hwy 19 South Apt.
1803, Leesburg, was charged
with driving on suspended
license, no tag - failure to reg
ister vehicle and no insurance
and Naomi Elizabeth Joiner
was arrested on an outstand
ing warrant out of Dougherty
County for insufficient funds
check January 15 by Cpl.
Browning. While patrolling
in the 2700 block of Ledo
Road, Cpl. Browning observed
Burgess’ vehicle displaying a
drive out tag without a date
on the tag. A traffic stop was
made and dispatch advised
that Burgress’ South Caro
lina license was suspended.
The vehicle was in Burgess’
name but he did not have a
tag in his name. Dispatch also
advised that the passenger,
Naomi Joiner, was wanted on
an outstanding warrant. The
two were then arrested on the
above charges.
Randall Franklin Wood Jr.,
29, of 152 Leighton Drive,
Leesburg, was charged with
speeding and DUI -alcohol
person over 21 January 14
by Cpl. Browning. While on
patrol, Cpl. Browning checked
Wood driving 70 m.p.h, in
a 55 speed zone and made a
traffic stop. Wood tested posi
tive on the alco sensor test and
he was charged with the above
charges and transported to the
Lee County Jail.
Anthony William Melton,
32, of 165 B Endoline Drive,
was charged with sale of
marijuana and possession of
marijuana less than an ounce
and Kimberly Joy Brown, 25,
of 165 B Endoline Drive, was
charged with possession of
marijuana less than an ounce
January 13 by Sgt. E. Year-
icks. The arrests were made at
165 B Endoline Drive,

Leesburg Police Charles
Moore reports that officers
worked several cases and
incidents recently including
cases involving entering motor
vehicle with intent to com
mit theft or felony, criminal
trespass, and burglary.
Corporal Henry J. Duncan
III worked an entering motor
vehicle with intent to commit
theft or felony case January 6
at the high school. A student’s
vehicle was entered and three
CD’s were removed. The case
is under investigation.
Cpl. Duncan worked a
criminal trespass case January
6 in the parking lot at the high
school. The victim reported
to the officer that someone
loosened the lug nuts on his
tires and bent the tail pipe on
the vehicle.
Cpl. Duncan worked another
case of entering motor vehicle
with intent to commit theft or
felony at 166 Park Street in
which a parks and recreation
vehicle was entered after the
driver’s side window was bro
ken January 9. A lug wrench
valued at $20 was stolen.
It will cost over $233.00 to
replace the window.
Sgt. David Turner worked
a burglary case January 16
at the Parks and Recreation
Department in which some
one entered the complex and
removed a tool box.

Impact Fees
The Impact Fee Advisory
Committee for Lee County
met with Bill Ross of Ross &
Associates Tuesday, January
17. The advisory committee
is considering capitol
improvement projects that
can be funded by impact fees.
