He brews 1:1 says, “God... at various times and in various ways spoke in time past to the fathers by the prophets...” We know some of the proph ets by name (like Moses, Isaiah, Peter, etc.), and some we do not. Proph ets were God’s chosen messengers to proclaim His saving message (both in the Old Testa ment and New Testa ment) to mankind. Jesus Himself was called a Prophet. Moses foretold, “The Lord your God will raise up for you a Prophet like me...” (Deuteronomy 18:15). Peter declared this prophecy to be fulfilled in the sending of “Je sus Christ... For Moses truly said to the fathers, ‘The Lord your God will raise up for you a Prophet like me...’” (Acts 3:20-23). While God did speak in Old Testament times in various ways by the prophets, the Hebrews writer went on to affirm that God “has in these last days spoken to us by His Son” (Hebrews 1:1-2). Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives to and to pro vide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions. The proposed work con forms to all applicable local and state floodplain regulations. The proposed work has no effect on the local floodplain. The transfer switches will be elevated to the 500 year flood level to mitigate any possible flood damage.
