The purpose of this program is to recog nize outstanding alumni who have maintained a high standard of excel lence and distinguished themselves through their work, personal accom plishments, or in the lives of others. These individuals exemplify the ideals of the Lee County School System and the community it serves, and thus serve as role models for current and future Lee County High School Students. Mr. Vann had an outstanding record at Lee County High School in academics and as a debater participating in tournaments, winning speaker awards, and at tending National Debate Tournaments. He was recognized among many as a helpful mentor to other students who lacked skills that he had acquired and as a natural leader. His debate skills resulted in interesting discussions in the class room. He then enrolled in the William and Mary School of Law, graduat ing in 1998 with the JD Degree. While attend ing William and Mary, James received the Order of the Barristers (award for excellence in oral advocacy) and Virginia Trial Lawyers Association award for excellence in the skills of trial advocacy. In October of 1998 he was admitted to practice before the Supreme Court of Virginia; the Fourth Circuit Court of Appeals; and the Eastern District of Virginia and began a private practice. His career has in cluded numerous work experiences in the area of law. As Exile Grant Attorney, he prosecuted misdemeanors, felony cases, and “Exile” cases that involved the illegal possession of firearms. While working as a litigation associate, he prepared cases involv ing claims of medical malpractice. In 2005, Mr. Vann began his career with the Bureau of Alcohol, Tobacco, Firearms and Explosives within the United States Department of Justice as a staff attorney serving as legal counsel and ex pert to ATF on firearms and explosives laws and regulations. As one of the letters of recommendation for Mr. Vann stated, “For the past 15 years, Mr. Vann has worked for the Office of Chief Coun sel, Bureau of Alcohol, Tobacco and Firearms. (ATF) United States Jus tice Department (DOJ). During this period Mr. Vann continually pro vided legal services to ATF as a Staff Attorney in the ATF Firearms and Explosives Division, Division Counsel for the Washington Field Division, as a Special Assistant United States Attorney, as an Assistant Chief Counsel for Fire arms and most recently as the new Associate Chief Counsel for the Firearms and Explo sives Faw Division. Mr. Vann is recognized as a national expert in the Federal firearms laws in particular the Gun Control Act and the Na tional Firearms Act. He has repeatedly provided legal instruction on these statutes to Justice Department Attorneys at the National Advoca cy Center and Federal Agents at the Feder al Faw Enforcement Training Center. He has also addressed multiple industry forums includ ing repeatedly teaching firearms law segments at the annual convention of the National Rifle Asso ciation. He has authored several chapters on Fire arms Faws in the Justice Department’s Federal Firearms Manual. Mr. Vann assisted Congressional staffers and Senior DOJ officials in issues related to the passage of National In stant Background Check (NICS) Improvement Act which provided millions of dollars for States to improve their firearms background checks systems. As the Washington Division Counsel, Mr. Vann advised ATF Special Agents and ATF Industry Operations Investigators for 10 years on criminal inves tigations and firearms and explosives regula tory matters. Mr. Vann successfully represented ATF in multiple firearms revocation matters in volving Federal Firearm licensees who willfully violated the Gun Control Act. He has also been integrally involved in several complex ATF il legal tobacco trafficking cases and arson investi gations as well assisting ATF agents in countless investigations involving violent criminal groups.” James is the father of two sons. Jackson is a sophomore at American University in Paris and Alexander is a senior at George Washington University Online High School. He is engaged to Fisa Murty. In his limited spare time, he likes to travel and build firearms. Making a difference in the lives of others is important to Mr. Vann as well. He has volunteered with Search and Rescue in Virginia for many years. He was both a team leader, where he led groups of volunteers while searching for lost people, and worked a search dog in both live and cadaver searches. He also volunteers in lo cal high schools helping students with Mock Trial competitions. Most im portantly, his work with the ATF helps to keep the American people safe! Lee County Middle School West Coach Kaion Hamilton Honored at 40 Under 40 Event Special to the Ledger The sixth annual 40 Under 40 Luncheon kicked off on the Alba ny Technical College campus on Thursday, September 5, 2019. The event, hosted by Rural Leader Magazine, hon ors community leaders across the Southeast US who are making strides to improve the overall quality of life for the ar eas in which they serve. Honorees were from Georgia, Alabama, and Florida. The 40 under 40 “selections are based on the nominee’s profes sional accomplishments, leadership, and com munity services,” said Kuanita Murphy, edi tor-in-chief and publisher of the magazine. Mr. Kaion Hamilton, coach and teacher at LCMS West, received this pres tigious award. Coach Hamilton has been an em ployee of the Lee County School System since 2007 and currently teaches Health, Physical Education, and Weight Training at LCMS West and sponsors the Chess Club. Hamilton also uses his chess skills as a means of teaching char acter and motivation to students during WIN classes, and he excels at being a posi tive role model for West stu dents. He is pas sionate about sports and fulfills coaching duties for the following teams: Middle School Basketball, Head Coach; Varsity Basket ball, Assistant Coach; Varsity Track and Field, Assistant Coach; 9th Grade Football, Defen sive Coordinator; and Varsity Football, Assis tant Linebackers Coach. He helped coach the GHSA Region 6A Foot ball State Champions in 2017 and 2018. When he is not busy with sports, Coach Hamilton enjoys bowling, going to the movies, and traveling. Hamilton is a 1998 graduate of Lee County High School and a 2003 graduate of Albany State University with a double major of Health/Physical Education and Recre ation. He is the proud father of two sons, Kaion N. Ham ilton III (15) and K am ran W. Hamilton (13).
