Dr. Boggs, Chancellor of the State
University, made a stirring appeal to
ti joint session of the Geoigia legislat
ure, on Thursday, in behalf of higher
education.
The Grand Army men are kicking
because the railroads will not give
them lower rates to the grand on
campmcnt in Milwaukee. If they
would help kick Tanner out, they
would be doing serviceable kicking.

An exchange saps: “There is liu
man nature even in a sheriff: “I
command the peace,” shouted the big
bailig over in Mississippi, and lie at

from which to witness the Sullivan-
Kilrain mill.”
■Sullivan and Kilrain are both try
ing to dodge their way hack home.
Officers are on the lookout for them at
many points. Gov. Lowry has
wired all points where they arc likely
to pass, that lie will pay a thousand
dollars for the arrest of cither of
them. Had the subordinate officers
in Mississippi performed their duty,
both would have been arrested ir
that state.
It is a sad commentary on the chiv
airy of Charleston, wljpn McDow is
allowed to still pursue the Swiss maid,
with the intent of ruining her. Mrs.
Damon, the wife of the murdered
Dawson, had to appeal to the police
the other day to protect the orphaned
girl Irom the machinations of the lib
ertine. At this stage of the proceed
ings a shot gun would have come in
very handy.
Sheriffs Fees.
The convention of Sheriffs, which
met in Atlanta this week memorialized
the legislature on the subject of sher
iff’s fees. The .following is the report
of the committee:
Wc tespectfully recommend to this
body for its consideration the follow
ing changes in the sheriffs’ fee bills:
i- For summoning a panel ot thirty-
six jurors for each term of the superior
court, $to; for each additional juror
summoned, 20 cents each.
For summoning juries in city
courts having jurisdiction ol over $300,
the same compensation as is allowed
in the superior court.
3. Summoning juries in county
courts with $300 or under jurisdictipn,
$5-
4. For attendance on superior, city
or county courts, $5 per day; for at
tendance at elections, as required by
law, $5.
5. In all divorce cases the actual
costs to be deposited with the clerk of
court before filing suit.
6. That when sheriffs be required to
leave their county to execute any war
rant placed in their hands they shall
receive $2 per day and three cents
mileage each way, and actual neces
sary expenses to be paid by the county.
7. On all tax ft. fas under $20 levy
50 cents settlement 50 cents; over $20
and up to $50, levy $ r settlement $1;
on all sums over $50, levy $2 and
settlement $2.
Sheriff Hurst was on the committee
which prepared the document.
They Got Him But Had to Turn Him
Loose.
The Boston bully, John Sullivan,
was arrested on a telegram from
Got. Lowry, of Miss., at Nashville,
on Thursday. He showed fight, hut
the plucky chief of police of Nash-
illc, and his officers, soon giving the
slugger to understand that they were
not to he bullied, even by the great
John Sullivan, lie submitted to hav
ing the shackles put on his wrists.
Judge McAllister of the circuit court,
before whom lie was taken, released
him on a writ of habeas corpus, de-
iding that the state had no right to
hold him. Judge McAllister and
Gov. Taylor, are pretty good friends
of fugitives from justice. Tennessee
is a good place for these fellows to
bring up in.

A . Connecticut man recently in

to fly with them from the top of a
house was a failure- He did not go
toward heaven; in fact he went the
other way. The dull thud, when he
struck the pavement, was heard
blocks away. The furucral was very
•well attended, considering the fact
that the man was not worth more
than $75. It is to be hoped that
he is now wearing a better pair of
•wings.
Harrison’s First Message.
Washington, July 10.—Inasmuch
as congress is to he called together in
about three months, the President is
beginning fo think of his first annual
message, which must be prepared
within that time. He proposes to
write, it chiefly at Deer Park, which
he proposes to make the summer cap-
itol, coming to Washington only
when lie can't help it, and going for
his vacation to visit .Secretary Blaine,
at Bar Harbor. He wants to let New
England sec him this year, the South
next year and the West the year af
ter. He has talked about the mes
sage in a general way with the repub
lican leaders. Their advice agrees
only- in recommending that he dwell
on the alleged disfranchisement of the
negro. On the other pressing subject,
taxation, they agree only in minimiz
ing the surplus. Some want him to
recommend internal revenue aboli
tion, and others tariff’ reduction. He
will, of course, recommend tariff re
vision and commend civil service re
form.”
The message will he wrapped up
with a bloody shirt. It would not be
a republican document if it were not.
Crack your whip, Mr. Harrison, the
South has heard the sound before.
No administration can stand whose
shibboleth is sectional strife and sec
tional hate. The democrats will
again go before the country on this
issue, in 1892. And they will event
ually win on it.
Johnstown, or Johnston, appears to
be an unlucky name for towns. The
horrors of the Johnstown disaster from
the great flood are still fresh in the
minds of the public, and now comes
the news that Johnston, N. Y., has
been submerged by a cloud burst.

Truly, the world can never be plunged

men throw themselves earnestly into
the work of salvation.
Senator Vick, of this district, is
evidently disgusted with dodging the
plain provision of tiic constitution,
which provides for biennial sessions
of the legislature only. He lias intro
duced a bill in the senate providing
for nnnual sessions.
Chauncey Depew, who visited Wash
ington and had an interview with Pres
ident Harrison last v/eek, is reported
as saying on his return to New York:
“The situation at Washington is a ter
rible commentary on the spoils sys
tem. There never was such a situa
tion in the history of the world. There
are 4,000 applicants lor 150 consu
lates, and I believe that this situation
will be maintained if not increased
through all the departments.”
Notice to County Trustee Stock
holders.
The annual meeting of the county
trustee stockholders will be held at
the Academy of Music, in the city of
Macon, on Monday, the 19th day of
August, at 10 o’clock, a. in.
Representatives to the meeting,
must be provided with proper creden
tials from their respective county sec
retaries.
This body is not entitled to draw
mileage and per diem from the treas
ury of the .State Alliance. Each
county will therefore defray the ex
pense of its own trustee stockholder.
All representation must he based on
Article. 8 of the plan for the organiza
tion of the Farmers Alliance Ex
change of Georgia.
All delegates are earnestly request
cd to he in their place promptly, ns
business of vast importance must be
transacted and a full board of direc
tors elected.

Col. Rutherford, the indefatigable
leading counsel in the Woolfolk case,
has received a letter claiming that
three parties, all known, living nenr
the Wool folks, did the killing. The
letter describes minutely the manner
of the killing, and says the baby woke
and commenced crying and the mur
derers, fearing the cries would awaken
the members of the household, the
baby was accordingly killed. Richard
rushed in at this alarm and was killed,
and Tom Woolfolk than leaped out
the window. Robbery was the motive
of the murder. Captain Rutherford
also received another letter concerning
the robbery, which, it is said, he val
ues as important theory, but no one
can sec the contents. He is making
a quiet investigation.
