Why 1900 is Not a Leap Year.
The following explanation will show
you why the year 1900 wi'l not be
counted among leap years: The year
is 365 days 5 hours and 49 minutes
Jong; 11 minutes are taken every year
to make the year 365J days long, and
every fourth year we have an extra
day. This was Julius Caesar’s ar
rangement, as explained in “Notes for
the Cnrious” in the Republio of Aug.
24th. You may ask: “Where do
these 11 minutes come from?” They
come from tho future, and are paid
by omitting leap year every 100 years.
But if leap year is omitted regularly
every one hundredth year, in the
course of 400 years, it is found that
the 11 minutes taken each year will
not only have been paid back, but that
a whole day will have been given up.
So Pope Gregory XIII, who improved
on Caaar’s calendar in 1582, decreed
that every centurial year divisible by
four should be a leap year after all.
So we borrow eleven minutes each
year more than paying our borrowings
back by omitting three leap years,
and square matters by having a leap
year in the fourth centurial year.
Pope Gregory’s arrangement is so ex
act, and the borrowing and paying
back balanced so nicely, that we bor
row more than we pay back to the
extent of only one day in 3,866 years.
Cheek Carried Him Through.
Boston, Nov. 12.—Henry A. Cook,
of Leominister, Mass., wanted to be
elected to the legislature; so early last
month he published a notice to that
effect in the local paper, hired a hall,
and on Oct. 8 placed himself in nomi
nation before a convention of ethus-
iastic fellow citizens. He asked no
one to ratify the nomination, but he
ratified it himself. He told his con
stituents why he was a good man for
the honor, and that, being sensible
people,’Tie knew they would take his-
advice and vote for him. He said
that there were now eight or ten can
didates in the Republican party ready
to go before the convention, and that
he intended to spike all their guns by
telling every mean thing he had ever
done, together with some of his good
deeds, and thus forestall the possibili
ty of being slandered by his enemies.
He began with his birth, and show
ed that he had been a hostler, a ped
dler, a tramp, a groceryman, a
stableman, a chairmaker, a comb-
maker, a carpenter, a blacksmith, a
manufacturer, a gambler, a thief, a
large real estate dealer, a lawyer, a
detective, and that his present occu
pation was seeking the office ol repre
sentative. He wanted it understood
that he was a total abstainer without
being a prohibitionist. The humor
and frankness of the would-De legisla
tor made him hosts of friends.
He tan as an independent, and was
elected by a plurality of thirty-four
votes over the Republican nominee in
a strong republican district.
Iowa’s Election.
Dubuque, Ia., Nov. 14.—The re
turns of the recent elections, as recciv-
} ed by the various papers in the state,
and of the official count of the vote in
Iowa in many counties,vary considably-
On the lieutenant governorship at the
capital, the Leader, dem., has figures
showing that Pcyncr, rep., has about
*75 plurality over Bestow, dem. The
News, dem., figures it about the same,
while the Register, rep., claims’over
3,000 for Poyner. A special to the
Herald, here, says that owing to evi
dent errors in telegraphing the returns
it will take the official canvass by the
executive board of the state to decide
who is elected lieutenant governor.
Boies, for governor, has 7,660 plurality,
The rest of the state ticket is republi
can. The senate has six republican
' . majority, according to the republican
daim. The democrats claim , two of
them as independents, and no telling
how they will vote. The house
