A Memorable Day.
The history of this country offers
no parallel to the scenes enacted yes
terday throughout the south.
In every city and town the great
hearts of a loving people throbbed
responsive to the sol) of mntHed drum
and the subdued strains of mournful
music.
From Hattcras to the Ivio Grande;
from the shrouded peaks of the Allc-
gbanies to the coral reefs of Key
West, the emblems of mourning
fluttered alike from post and lintel
of the humble, and pillar and dome
of the mansion
The banker left his counting room ;
the merchant closed his crape-covered
doors; the artisan laid aside the tools
of his trade ; the husbandman left his
plough in the furrow; the minister
came from the seclusion of his study ;
the professional man laid aside his
work ; the school children and college
students abandoned their tasks, and
all came to join the long procession
that formed to do honor to departed
greatness.*
Here in Atlanta, the proud capital
of the state, there was a wondrous
mixture of the pomp and splendor
of uniformed men and the serried
ranks of the great democracy of the
people. It was a pageant without a
parallel, a scene that will be repeated
at no other time.
Even the most unsympathtlc heart
could hut be thrilled by the spectacle
of that long line of veterans, many of
them hobbling along from the ellect
of unhealed wounds, hearing on their
battle-scarred bosoms badges of
mourning deep and sincere, and with
bowed heads and downcast eyes
marching toward Georgia’s enpitol to
do honor to the dead hero;
There were tears, mute tears, more
eloquent than the riotous cheers and
thunderous applause of the multi
tude that greeted the Grand Old Man
when last he was borne in triumph
along these same thronged thorough
fares.
A sentiment of chivalrous patriot
ism that, like purest gold, grows only
the brighter through the friction of
passing yea 's, animated the hearts of
these war worn soldiers who are them
selves marching down the hill of life
to join their dead commander.
But not alone did they come, but
in their train marched their children
and their children’s children, from
the strong armed youth to the pratt
ling school girl, taught thus early to
pay tribute to the man who, in death
lives in the hearts of a great and gen
erous, people.—Constitution.
Augusta and West Florida Rail
road.
In an interview with Mr, Robert
Bearden, one of the directors of the
above projected railroad, yester
day, he informs us that he is in receipt
of a letter Irom president Smith,
questing him to attend a meeting of
the stockholders at Augusta,
(with as much stock properly signed
up as possible) on the 31st of this
month, for the purpose of perfecting a
permanent organization of the officers
of the road, and also stating that ac
tive work on the road would be begun
in January. This road seems to be an
assured thing, and our people are to
be congratulated on having another,
if not two, outlets in the near future.
Impressive Words.
The following impressive words
uttered by Bishop'Gallaher, as Mr.
Davis was being lowered into the
tomb:
In the name of God, amen, we here
consign the body of JelFerson Davis,
servant of his state ami country, and
soldier in her armies, sometime a
member of congress and senator irom
Grand Jury Presentments.
We. tin grand jurors selected am
jsv.oru for the October ami Ocfohei
adjourm-d term 18811, of the Siiperioi
court of Thomas county, Georgia, beg
to submit the following genera! pre
sentments :
We congratulate our people upon
the excellent standard of morals which
we find to exist, throughout the
county—which situation of aflatrs has
been brought about by the efficiency
of both the judicial and executive
officers ol the, court, and we take this
method of extending to them ihc
thanks of the people for their faithful
and untiring efforts in behalf ot the
public good.
We find the roads with a few ex
ceptions to he in had order, and that
the road commissioners throughout
the county have been grossly negli
gent of their duties, and are mainly
responsible for the condition ot the
same. The propriety of presentin
each and every one of these commis
sioners was seriously considered by
this body, but it was considered best
not to do so at this term of the couit,
but to call their attention plainly to
their neglect of duty and therefore
violation of the law, and admonish
them that they may not expect a like
leniency from future grand juries, to
whom we hereby recommend a strict
and rigid enforcement of the road
laws.
In view of the fact that the roads
have been neglected for such a length
of time (and in a few instances that
there is a scarcity of hands) that it is
impossible that all the roads can be
worked to the required standard im
mediately, we suggest that, each over
seer he required to work one-third of
his road according to the require
ments of the law by the April term,
1890, another third by the October
term, 1890, and the remaining one-
third by the April term, 1891, of this
court.
In event of a failure to accomplish
this, then we recommend that our
representative in the general assem
bly have passed a special act for
Thomas county, authorizing the levy
and collection of a tax of not more
that three (3) dollars per capita ( the
same as collected in all towns and cities
for street purposes) in the levy and
collection of which tax there shall be
no exemptions whatever, each district
to expend on the roads within its own
limits all taxes collected for that pur
pose from citizens living therein.
It having come to our knowledge
that there is some dissatisfaction with
the contract between the county and
City of Thomnsville concerning the
hire of the chain gang, we have ex
amined into the matter, and recom
mend as a fair and just solution of the
matter, that as soon as practicable,
the said contract he so revised that
the City of Thomasville shall pay all
expenses of the chain gang from the
time of the delivery of the convicts
into their keeping—provided that
they shall not he precluded from the
use of the county jail as a place of
safe keeping of the convicts. If this
can not he done, then that the com
missioners otherwise dispose of the
convicts to the best advantage.
Although we have found it neces
sary, under the law, to present various
parties (among them some of our best
citizens) for the offense of selling
cigarettes to minors, yet in considera
tion of the recent enactment of the
law, and other mitigating circum
stances, we recommend to His Honor,
the presiding judge, to discharge these
parties at as small expense to them
as the law will allow.
We recommend that W. II. Bihh
be appointed his own successor as
notary public and ex-officio justice of
the peace of the 037th District.
We recommend that both grand
and petit jurors be paid two dollars
per day.
We beg to tender our thanks to
His Honor, Judge A. II. Ilauscll, to
Solicitor D. W. Rountree, and Solid-
tor-Protem J. R. Slater, for courtesies
extended.
Ordered that these general present
ments he published in the Times-
Entkrprise.
