There can be no doubt that the laxity of justice as administered by the courts of the land h^s much to do with the cheapening estimate of human life and the increase of criminal jty generally. Jurors will render verdicts more in ac cordance with the law and evidence when they are surrounded bya vigorous, healthy publio sentiment in the commu nity branding the criminal and his crime as they should morally, and legally l e branded. Judges cannot too often charge grand juries hi a manner calcula ted to impress upon them the paramount importance to society and the public or der of estimating crime at its real wick edness and being deaf and blind to per sonal consideration and perverted senti ment '. . Caracas, the capital, lies seven miles south of the Canibean sea, and is 9018 ftiet above its level. The city is regular ly laid out, with two main streets at right angled to each otlier leading to the four points of the compass, .and the other streets are all numbered as in the cities of the United States. 'It has seve ral fine parks, the handsomest plfty-a Bolivar, iif the center of tlie ciqjt- It is well laid out and lighted, planted with choice trees and flowers, and in the center is placed a broilze equestrian statue of ^General Simon ^Bolivar. In the summer evenings the government band discourses sweet music, and the promenades are crowded with the beau ty and cliivalry of the city. The plaza Washington, with the life size statue of Washington, is equally as well kept. ;* As far back as 1810 Caracas bad a pop ulation of 50,000, and at first sight it would appear to grow deliberately; but it has had an undue share of misfortune and calamity. In 1812 it was almost to tally destroyed by the great earthquakes of that year, Which totally destroyed the city of LaGuayra and wrought fearful havoc in other towns. From 1803 to 1812. during the war of independence, it was plundered and depopulated by the Spaniards, besides being visited with cholera; and in the subsequent revolutions it has been the theatre of TK^3pression “conceived in sin and bom into iniquity” has 1 been applied to many tilings, but it certainly does not apply to "the idea that prompted tiie founding of .Georgia. That idea was Idle Hour, the recently erected Long Island home of W. K. Vanderbilt, has 'settled to such an extent that great damage has been done to ceilings and fresco work. Serious cracks have ap peared in the walls mid there is some fear that the place will have to be aban doned. This all goes to show the truth of the Bible-story about a house built on the sand. CANDLER’S WORK.- Former Governor Allen D. Candler, who 1s busily engaged in compiling the historical and colonial records of Georgia, will have one volume of tliis valuable work off the press by the convening of the legislature in June. The work has 'progressed favorably and rapidly with the exception of the delays caused by the lost records. Another feature suggested after the compilation of this work is competed is to compile the records of the original counties of Georgia, eight in number, and then those counties extant at the close of the eighteenth century. The original counties are Camden, Richmond, Chatham, Glenn, Burke, Wilkes and liberty. All of these counties except the latter are named for famous Englishmen who worked for the colony of Georgia. Itlnvolvedpiopejfor those who through buAiness ^ misfortuae^^had^' lost 'their chance for useful citizenship in England, and freedom for those who desired to ex- ercise their religiousJbelief without be ing subjected to-intolerant persecution. Much of Georgia’s present prosperity is no doubt due to the broad and liberal policy of her founders. She has buffet ed every storm, and has withstood every attack. She has risen superior to! the devastation of civil war, and the rigors of political calamity. Today phe occupies a proudstatiou at the head jof the list of southern states, and every one . of her sons' is proud to say he is a Georpan. . Georgians are not forgetful nor ungrateful and many of them will pay honor to Oglethorpe’s memory tomorrow. He was a Splendid soldier, a wise statesman, and a liberal philanthropist. We should keep his memory green. ' Peninsular and Occidental Steamship Compny. United States Fast flail Routes for > News of a fearful tragedy in the South seas has been received at San Francisco. There is a need of some sort of peach that will flourish in South Georgia, and there is no reason to suppose that it cannot be^ound. The peach industry has come to mean a great deal to the state of Georgia, and so far, the southern end of the statelias been left out. Within the last ten years North Geor gia lias been found splendidly Adapted to peach culture, and simply because the Elberta peach was adapted to its soil. Within this short period the in dustry ha3 come to mean hundreds of thousands of dollars to the state. Peaches are raised with great success in Florida, and it hardly seems reasona ble that peaches c3n be,raised on all sides of ns and not by us. If some progressive person would put himself to the" very slight trouble of ex perimenting with different varieties and of even crossing some of the old varie ties, it is more than probable that he could-ftnd some peach that would be en tirely adapted to the -climate and soil of South Georgia. If such a peach could be found it would mean a great deal to this section.
