" The discussions were characterized by a spirit of deep earnest- ness ‘and patriotic consecration to the cause. The fore problems discussed were: School districts and location of schools; local taxation by county,^dis trict and municipality; consolidation of schools^ and improvement of school houses; the education of the negro. The subject of greatest interest was that of local taxation. Local taxation byi dis trict and municipality is not permitted by the state constitution.
