This makes a total enrollment for
the month of 4 73 pupils.
A glance at the percentage will
show that the “Attendance Banner”
goes to the pupils in the 2nd Grade
B, taught by Mrs. Mary Baker. They
are especially proud of their victory
as the brnfoer was won from Mias
Slater’a rujU), her pupils having the
distinction of holding the highest at
tendance marl; for two months in
succession. Evidently Miss Baker’s
little ones do not. believe in a “Third
Term” movement.
Again we extend a most cordial
invitation to parents and all patrons
of our city school to visit tho rooms
frequently and by so doing manifest
an absorbing interest in the educa
tional welfare of the children.
Tho term for promotion of pupils
is fast approaching and, when the
term does arrive for that momentous
event, teachers and Superintendent

tice of some patrons of rural deliv
ery of placing loose eollts in their
boxes each time they desire to dis
patch a letter instead of supplying
themselves with postage in advance
of their needs.
This practice Imposes undue hard
ship on rural carriers In removing
loose coins from boxes and delays
them on the service of their routes.
The postmaster, therefore, urgent
ly requests that patrons of rural de
livery provide t'aamselvee and keep
on band a supply ol stamps consis
tent with and in advance of their
needs. It Is also very desirable that
rural patrons place In their mall
boxes small detachable cups of
wood a* tin in which to place coins,
when necessary, In purchasing sup
plies of stamps. '

I The Loquilio Is the only Nntlonal
Forest in the Insular possessions of
the United States, and while it was
created in 1903 provisions for Its ad
ministration were, not made until
early In January when the comptrol
ler of the treasury affirmed the Juris
diction of the department of agricul
ture over the forest.
The forest takes in a little less
than 66.000 acres and is located in
the northeastern part of the island.
Mr. Rothkngel who goes to make the
plan of its administration and study
of Its forest conditions, is eminent
ly fitted for the work, having had
long experience In forest work both
for the government and for private
corporations. Mr. Rothkukel, on
reaching Porto Rloo will confer with
Governor Post: who has been exceed

Milton Floya, a negro who has com
mltted two burglaries in the past
week, was arrested and placed iu jail
• terday. About four days ago the
■tore owned by Mr. John McKao in
Fletchervillo beyond the public
school building on Fletcher S’, was
robbed ot four razors and two .vatch-
es. The robbery of the watches was
reported to Marshal Stephens and
lie immediately began to look around
for the goods.
He was rewarded for his search
by finding one of the watches and
three razors which had been sold tv
different parties in the city. The
tilings were identified as the proper
ty of Mr. McRae and also wo*
Itnown to have been disposed of by
the above named negro.
Thursday night the store of W.
H. Burch and Sons on Warren Avo
was nlso broken into and robbed of
only three dollars in small change.
The dogs were taken there and the
negro tracked to the house which li*
had previously admitted having slept

off the negro was also placed in the
track discovered at the store and fitt
ed exactly. Upon this conclusive ev
idence he was arrested and Inter tak
en to the county jail,by Deputy-Sin-
gletary. He will bo tried in the City

Many of the laws governing the
regulation of the national forests in
this country will not apply to Porto
Rico forests because of the different
conditions. It is expected that the
Loquilio National forest will be put
under actual administration next fall
by which time the details of forest
agent Rothkugel’s plans will have
been Worked out and approved by the
forest officers In Washington.
