Our city is rapidly increasing in popula tion, so it is hut a question of time when sewerage will become a necessi ty. We shonld think its establish ment now would not only assist in keeping the city freer from impurities; but would aid materially in our general development and growth. r^'SOME RISE BY Six, SOME BY VIKICK FALL.” A system of sewerage will require considerable outlay; but what is money compared to the health or life of one’s family/ If the farmers insist on holding back their cotton the merchants will sutler. Their obligations must be met or tlieiv business suspended. Bill Xve, the king of humorists, and .lames Whitcomb Riley, prince of comedians, are going to tour the country as a combination during the present season. *11 l.v pro] Jlov Got m pi Jews are figuring conspicuous- ditics in Indiana. They » eombine and defeat Mr. >v. the Republican candidate for •i nor, for some hard things lie said of tlicir i during the war. The saying of Voltaire : ‘-Whoever serves his country well lias no need of grand-fathers” does not apply to the Honorable Benjamin H. as he will noi be called upon to serve 1 country and will lienee continue GEORGIA’S WEALTH. “In answer to the statement that we are growing poorer each year, Georgia's tax hook shows her to be richer by one hundred and twenty- three millions than she was nine years ago.” Tins is a most gratifying fact: hut suggests reflections, which are not so encouraging but which are of great importance, viz : that the increase in the wealth of Georgia is confined largely to the cities and to certain lines of industry. The fact that the great agricultural interests of Georgia are not prosper- c ' lse ing as they should is too palpably true to require argument. As a great general rule our lands are becoming poorer each year; our farmers arc be coming disheartened and in but rare instances arc losing money. There is no use denying or concealing these facts, it were better to admit them and sug gest some remedy. The saying of Gen. Toombs that “every sun sets on a poorer Scutli,” is as true today as when uttered, so far a3 our lands and the farmer is con cerned. There are exceptions to this rule; but only enough to prove the gen eral rule true. The farmer comes from his home, where he, with difficulty, supports a meagre existence, to view with mingled envy and pride the great wealth-massing in the cities. The depressed condition of the farmer furnishes occasion for serious concern, as agriculture is the basis of our wealth, and sooner or later affects every line of business in the South. At another time we will endeavor to make suggestions 'ooking to an im provement in the condition of our farmer classes. 11,last ^,1'bis Ilia grand ;ani/.cd ,r„irt it meet tlu ch to tin nth. \Ye ,-light it deal razed by lire t! , of speculators. ! b avv rains are reported from Ar kansas and Mississippi, and the cotton plant is seffering greatly. Full grown l olls ace rotting.and the cater pillar has begun its work of destruc tion. The excessive rains cover large and most productive sections of the two States, and if they continue) will have a very decided effect on the cot ton yield of .the year. FARMER TALKS- Baxnkk-^Vatchman : The combi nation of the cotton buyers of Athensf to claim deduction for any excess of bagging over seven yards on a bale of cotton, would be well enongh, perhaps, we e they to combine as readily to protect the poor farmer as they havu done to oppress him, and your edito rials on the same subject are also un just to the farmer. lie is indirectly charged with fraud, and yet the fact, well known to the cotton buyers of Athens, is withheld from the public, that six per cent of th<- gross weight, of every bale of cotton is deducted from the price paid by them to cover the weight of bagging and ties— which amounts on average to 28 lies per bale, tare, which at 9 cts. per lb. is $2.52. Now see what the bagging and ties will bring the farmer. 7 yards bagging and ties will weigh about IS lbs. nt 9 cts. per lb. amounts to $1.G2, leaving a loss of 90 cts per bale, or 10 lbs. of cotton to the farmer, which on a crop of 0,000,000 bales amounts to more than five millions of dollars. Now, I ask, who has been defrauded, the farmer or the manu facturer/ Fa it.MF.it. The above is unjust to our cotton men. In the circular referred to, the cotton 1 -ivers simply voiced the sen- Vvhat a speaking contrast to the Jacksonville of but a few weeks past, when the Sub Tropical was in full bloom and the whole city, assisted by thousands of visitors, was in high glee of rejoicing in the remarkably beauti ful exposition of the rich tropical re sources'of the peninsular. The gay hunting and the floating flags of America are now replaced with cloth of black and flags of gloom und death. Above the dark, sail scene, however, arises the star of Hope and dose be side it Love sits enthroned. But few more days and the murderous plague must yield to the course of nature. In the mean time Love is there with its soothing, healing power. Husband sacrifices life for wife; wife for husband; parent for child; child for parent. The many instances of self-sacrificing devotion developed by this trying ordeal are beautiful and cnnoblingto our nature. For instance; “when Robert Grace, the brave watchman of the Sub Tropi cal, fell ill, he went immediately to Hi. Mitchell’s office and stated his The doctor diagnosed it. “You have yellow fever, for certain,” said he, “and you shonld go to the Sand Hills at once, but you can go liomo and bid your wife good-bye, if you de sire, first.” The strong man grew faint a mo ment, then straightened up and with a long breath said calmly, “No, I am ready to go at once. If I went home I might carry the deadly infection to m v dear ones.” He went to the hospital, obeyed the doctor’s most minute orders, and as a result was discharged two days ago. Mrs. Grace is down. Dr. Sollace Mitchell says that she emulated her husband s bravery and self-denial. Slie was out nursing, and slic sent for Dr. Mitchell, and lie found that she was attacked by the scourge and informed her. With a woman’s hero ism, she had him send for the ambu la ice and went to the Sand Hills, semling a message of love and fare well to her husband. Site bad a iif teen year old daughter at home, and she said that she would not bid her farewell for fear of carrying the infec tion to her.” This rob'lity of soul, this pure de votion for a loved o le’s welfare, this outburst of the God in man is the golden border to the dark cloud of sor row that now broods over Jackson ville. Long after the dark liued bird of death, now fed by the fatal disease, shall have taken its flight from Jack sonville, the many instances of hero ism and love displayed by her peo ple will be Sold in song and story and will be a richly merited tribute to their nature and an honor to the race. ;lt(-at)iof its gloom. Certain women in that State are attempting to have a law passed compelling a man to de clare his intentions within lour weeks after paying his first visit to a young woman. This is an age ot explana tions. Why should not the visiting man do his part. An occasional in vitation to family consultation would likewise save such frequent recourse to the piano. An eccentric will will be tested in the Courts at l’esth in December. A physician, Dr. Goldberger de Bude, left $250,000 to accumulate for the benefit of bis posterity until the in terest would L sufficient to relieve destitution everywhere. The trustees calculated that they could effect a dis tribution when the capital reached $1,000,000,000, but they declined to act. The will will now be contested by claimants in America, London and Madrid. CLEVELAND’S MANLINESS. As was noticed in our despatches of yesterday the Canadian Council is thoroughly aroused over President Cleveland's retaliatory message. The council was divided as to the probable effect tho adoption of the course, out lined in the message, would have on Canada, there was likewise division in the council as to wb.it measure Canada should adopt. There is one fact, however, about It may not he generally known, but it is none the less a fact that our factors have to lose this excess of bag ging. It is a necessary evil just as the wrapping on all the goods you buy. It is the farmers’ and not the factors’ business to remove or reduce as much as jiossi- blc this tare.' The excessive use of bagging is one reason for its being as large as it is. The ultimate effect of a persistence in this practice would be to seriously injure Athens as a cotton market, so the farmer would be the loser in the end. We dare spy Augusta or any other market would protest against such practice.
